Introduction For over twenty-two years I have served as a first responder in the United States Air Force in the law enforcement and security career fields (Security Forces). Although this may not seem relevant to Concepts of Emergency Management, in the Air Force Emergency Management, Fire Department, Medical and Security Forces work hand-in-hand to help mitigate, prepare, respond and recover after any type of emergency situation or disaster within the military community. I was then afforded the opportunity to become the Alternate Antiterrorism Officer for Ellsworth Air Force Base (AFB), and continued to work with the installation’s Emergency Management Office to help the community prepare, prevent, respond and recover for All Hazards, not just terrorist attacks. I also assisted individuals from our headquarters to try and implement an All Hazards approach to any type of disaster (not just terrorist in nature) into the Air Force’s computer based tool for integrated defense called ForcePRO. During my tenure in the Air Force I was also a Security Forces Controller and later on a member of the installations Crisis Action Team, both of which are key parts of the military’s Incident Command System linking Ellsworth AFB to other military installations all over the world and the local community. Both man-made and natural disasters are often devastating, resource draining and disruptive. Having a basic plan ready for these types of disaster events is key to the success of executing and implementing, as well as assessing the aftermath. There are many different ways to create an emergency operations plan (EOP) to encompass a natural and/or man-made disaster, including following the six stage planning process, collection of information, and identification of threats and hazards. The most important aspect of the US emergency management system in preparing for, mitigating, and responding to man-made and natural disasters is the creation, implementation and assessment of a community’s EOP.
My initial reason to enter the Air Force was a great way to pay for college which turned into a call of duty and a service commitment which has actively allowed me to contribute to the Air Force mission. Thus far I have led a joint force search and rescue effort and a multinational exercise to preserve freedom. As an F-15E instructor WSO and combat mission ready WSO I actively contribute to ensure our freedoms are preserved and the attacks of September 11, 2001 will never happen again.

Due to the horrendous events of terrorist attacks that have taken place over the last ten or so years, emergency management now, not only prepares and trains for natural events, but includes planning for terrorist/weapons of mass destruction events in greater detail. New responsibilities are being placed on emergency management managers and responders. More communities, states, local governments and businesses are seeking assistance in planning for terrorist attacks.
Hello, and welcome to my Air Force story. This paper is factual, and encompasses the humble beginnings of a poor college student and provides insight through to how I am affecting the Air Force mission today. Along the way, you will read about the circumstances that enticed a young man to join the Air Force, training received, a brief description of assignments, accomplishments, positions held, and how I affect the future leaders of the Air Force and its mission.
Local, State and Federal government have unique roles which would allow the flow of communication and resources to transition smoothly during each stage of progression. The local and state level (first responders) are the most important source as they can assess, coordinate and notify the next available resources of what is needed. State and local governments are the front runners of planning for and managing the consequences of a terrorist incident using available resources in the critical hours before Federal assistance can arrive (Managing the Emergency Consequences of Terrorist Incidents, July 2002). A Terrorist Incident Appendix (TIA) was designed to mirror an Emergency Operations Plan in relations to terrorist incidents. The TIA consists of six phases: Initiation, Concept Development, Plan Development, Plan Review Development of supporting plans, procedures and materials and Validation of plans using tabletop, functional, and full scale exercises. The TIA should be compared to those plans of existing Emergency Operation Plans (EOP) in place at the local and state level. I’m a prior enlisted officer with many years in the service. My long Air Force career and current leadership characteristics have been molded by incidents in my life and career. These incidents include my grandfather’s influence, significant events in my Air Force career, and my contributions to Air Force and national intelligence objectives in my current job. These three things are the leading factors that have made me the leader I am today. Each of these things contributed to different traits like; dedication to hard work, honesty, goal setting, initiative, persistence, and many more.
For six years all I did was internal and external security in the United States Air Force. I had to qualify on the job every year because each requirement had to be updated. Security is the backbone of the United States Air Force. We worked on birthdays, holidays, and even special times when a Commander designated a personal family day time off from work, we were the ones wiping the sweat off our brow to prepare ourselves of working on that special time off that was provided by the Commander. Another name that was provided to us was security forces and we were the gatekeepers of the base.
I have been blessed to have led a highly fulfilling career over the past 22 years. The Air Force’s standards of conduct and performance have helped me mature into an adult while creating lasting memories along the way. I have had the opportunity to make significant contributions to my country that offer a sense of pride and personal achievement. My current duties allow me to directly contribute to the Air Force and Joint arena on an almost daily basis. Joining the Air Force helped me to realize I had undertaken a task bigger than myself.
When I was seventeen I nervously traveled about 350 miles from my sleepy little home town of Freedom, Wyoming to the relatively enormous city of Boise, Idaho to go to the Military Entrance Processing Station. This wasn 't the first time I had been this far from home by myself, but it was the first time I was making adult decisions without my parents involvement. When it came time for me to choose my job in the army the counselors presented me with a long list that I qualified for. Before I describe to you some of the “routine” and specific situations, investigations, and actual cases and dispositions I encountered I feel I should outline some of the training that that I received starting with the Military Police and Basic Training. Looking back I see the importance of the initial Army training that centered on physical conditioning and the discipline necessary to obey and follow orders to become part of a team.
