The Globally Harmonized System is the system of classification and labeling of chemical that the United States now uses for all of it hazardous chemicals. The main purpose behind the Globally Harmonized System is a way for chemical hazards to be communicated across borders. For my position as the Brigade Safety for the 194th Armored Brigade, I had to ensure to the each and every hazard Communication professional was trained and documented on the new standards of Globally Harmonized System. The incident command system must be utilized in training and all responders should be familiar with the concepts. ICS is a standardized and flexible management system making it ideal for any incident especially those requiring multi-jurisdictional agency responders to work together (Department of Homeland Security, 2008). The standardization of terms, procedures and command system of ICS dictates that responders are supervised by one supervisor in the chain of command and are delivered specific instructions from one source. The MGN 20 note and the ISM code are connected and the principles of the risk assessment, together with several other aspects, like safety meetings, reporting of deficiencies and unsafe working practices, can be said to be practical and they promote the adoption of a safe working environment by safe guarding the health and wellbeing of the crewmembers onboard. However the health surveillance requirement of the MGN 20 note is considered impractical since it is not feasible to be performed onboard due to lack of diagnostic equipment required to be operated by medically trained staff.
