As a contributor and manager of the City of Davenport’s accreditation process and documents, I more than familiar with public works operations, American Public Works Association (APWA) accreditation requirements, and the work it takes to achieve the standard of accreditation. My position, combined with 19 years of experience in public works, as well as my experience with APWA Accreditation has made me knowledgeable in all areas of public works, with a focus on: communication, emergency management, facilities maintenance, human resources, landscape management, risk management, information technology, safety, solid waste management and transit. While working seemingly endless days, many nurses do not realize the many influences that affect their professional practice or how client care is delivered. Besides their employer, health care organizations are highly regulated by federal, state, and local laws and regulations. In addition to the rules set by governments, most medical establishments want to be accredited by The Joint Commission (TJC), a non-government regulatory agency. TJC does not have the authority to cite or fine a facility for not meeting standards or responding to its custodian alerts (The Joint Commission, 2011). However, these standards carry considerable weight through the loss of millions of dollars from Medicare and Medicaid programs.

I have personally grown by increasing my desire to learn and apply what I have learned with a new found confidence. I also believe this program made me more aware of the importance of evidence based practice, and patient centered care. I strongly believe that this knowledge will help me become a better nurse in future. While doing research and writing for my capstone paper, I have developed a ton of respect for all of the work and effort that goes in creating a policy and implementing it. The program has also helped me develop new skills that will aid me in this field. In fact, I believe that this new found knowledge has given me the confidence to advance my career in nursing.
This makes the process realistic and fair, however, no matter what standards your agency is subjected to, the process is a long and tedious undertaking (Doerner, 2012). The accreditation process can last up to a year and a half, which I see as a con due to the heavy workload and personal shortage that most agencies operate with. For an agency to tackle this process, it must comply with all standards and 80% of elective standards and then provide an application with documentation to CALEA for review. If the review is successful, a team is sent out to visit the agency and inspect for compliance of the reviewed application (Doerner, 2012). That team then makes a report to the Commission of their inspection and provides a recommendation (Doerner, 2012). The Commission then makes a decision to either grant or deny accreditation to the agency (Doerner, 2012). If granted, the agency will be accredited for 5 years, but then will have to re-file to maintain their accreditation (Doerner, 2012). This renewal process is extremely important because the agency will have to ensure it is in compliance with any newly implemented standards or standards that have been amended (Doerner,
I recorded progress monthly and prepared annual reports. In addition, I represented AFSCME (American Federation of State, County and Municipal Employees) as a steward, chief steward and discipline representative. I have made presentations to city, county and state representatives and was chosen to be on a task force for the Department of Developmental Services which recommended the closure of my workplace. I am currently a Licensing Program Analyst (LPA) for Community Care Licensing where I have had the opportunity to enforce title 22 regulations as they pertain to Adult and Senior Care programs. I have acted as lead, next level supervisor and as secondary level supervisor. I have prepared written reports for legal action, communication reports for managers and participated in multi-stakeholder meetings and teleconferences. As a LPA, my highest priority was to investigate complaints and make determinations. I have spent a large majority of my CCL career investigating allegations, presenting my findings to our legal department for review, issuing citations and sometimes civil penalties. I have also been confronted by both providers and residents, I think that I have a calm demeanor and do not react with extreme emotions to high stress situations. I am not easily intimidated and have discovered that sometimes it requires a break to cool off before individuals can adequately communicate. I am currently a part of the new Community Care Licensing Centralized Complaint and Information Bureau. We take and write complaints for all the programs as well as answer questions. We receive numerous calls from distraught and angry people, this has required me to quickly assess the situation and diffuse the emotions in order to address the concern of the

Two years ago, I was writing my letter of intent for my application to the Master of Public Administration (MPA) with a concentration in Healthcare Administration revealing my failures, and most significantly, that I lost my passion and didn’t know where to start. I also conceded that I was relatively unaware of the field of Public Administration (PA). Little did I know, examining PA theories would enable me to connect the final dots in the big picture of my life, where I came from, who I’d come to be, what choices I’d made, the relationships I nurtured, and my dreams and desires for the future. I have previously taken various public administration courses such as: Introduction to Public Administration, Organizational Theory and Application, Personnel Administration in the Public Sector, Public Budgeting and Finance, Ethics and Policy Administration, Research Methods in the Social Sciences, and lastly, Managing Change in 21st Century Organizations. I gained vast amounts of knowledge regarding public administration due to these courses.
