Introduction
Our world today is moved by the rapid development of information and communications technologies (ICTs). Technologies, best understood as a means of well communication, enhanced processing and exchange of information, now influence every aspect of our lives, constantly revolutionizing the way we communicate with each other, comprehend our environments, and interact with government. (Kane, 2004) Development is about change. Change for the better. Economic growth, which is the increase in production (GDP) is needed but not sufficient for human development. (Shah, 2013)
The link between work and human development is synergistic because work enriches by providing incomes to people, and reduce poverty and increase their standard of living. It also leads to expansion of better health, knowledge, skills and awareness which increases human capital and widens the opportunities and choices in which people can work. Work leads to increase income and livelihood, security, women’s empowerment, participation and voice; dignity and recognition and creativity and innovation (Jahan, 2015).

It is vital to stimulate the awareness, participation and capabilities. Communication skills and technology are central to this task, but at present are usually underutilized.
