Stalking up until the late 80’s was never recognized by state or federal law and was never publicized until the killing of actress Rebecca Shaeffer, most notable role “My Sister Sam.” Shaeffer was living in California at the time of her murder. She was murdered by her stalker of two years, Robert John Bardo. Before, stalking laws, he would have been labeled as an obsessed fan. It took the actions of an actress being murder before any state or federal legislators to see a need for anti-stalking laws. Up until this period in time, law enforcement had little power to deter stalkers and relied heavily on reactionary police work, oppose to pro- active police work. First of all, law is not cut and dry, and the law can be very wordy to the average reader. Stalking is defined differently in all 50 states, but can broadly summed up best from the National Institute of Justice:
“Stalking is conservatively defined as "a course of conduct directed at a specific person that involves repeated (two or more occasions) visual or physical proximity, nonconsensual communication, or verbal, written, or implied threats, or a combination thereof, that would cause a reasonable person fear." The murder of Lorraine Kelly and Mary Pryor still haunts the town of North Bergen because their disappearance was strange and rapid. This case has been closed due to the lack of evidence but was reopened again after forty years for the purpose of acquiring justice and answers to the death of both teenage girls. The last person to have seen and spoken to Mary Pryor was her sister Nancy Pryor when she was told by her sister that she would be back by eight o’ clock the latest. For the purpose of hiding her and her families’ identity, after the murder occurred she moved out of Hudson County and didn’t divulge her married name or current locality of residence because of the frantic fear that the murderer may plan an attack to her and or family. Prior to their killing both teenagers used to reside at 76st and were active hitchhikers. Both victims were found in a wooded area in Bergen County known as Montvale, and it was evident that they were beaten, sexually assaulted, and strangled by force. As a result, when the bodies were found they were in an early state of decomposition which allowed the medical examiners to see visible evidence on the body such as sperm and marks.

First of all, this case has not been solved but of course there are still suspects and theories of the murderer. According to blackdahlia.web Mark Hansen was a nightclub owner and was one of the last people to of spoken to Elizabeth. On January 23, 1947 the police received a package that included Elizabeth’s birth certificate, business cards, and an address book that wrote “Mark Hansen” over it. These items were covered in gasoline so the police couldn’t identify the fingerprints. Another suspect was george Hodel and police had installed recordings in his home. George was stated to say, “Supposin’ I did kill the Black Dahlia. They couldn’t prove it now. They can’t talk to my secretary anymore because she’s dead.” This demonstrates Hodel has had something to do with the murder. The last suspect is Doctor Patrick S. O’Reilly.
A restraining order is a court document that restricts, or eliminates, contact between two people. Restraining orders are usually associated with victims of domestic violence, but can be obtained by victims of any form of harassment. Essentially, a judge decides how far a the defendant must stay away to keep you safe. In extreme cases, a judge will order no form of contact, including telephone, letters or even emails. Violating a restraining order is tantamount to violating any other court order and will result in the defendants arrest. However, the person filing a restraining order must also abide by the restraining order or the order may be nullified.

Domestic violence is skyrocketing in our society. In the U.S., as many as 1.5 million women and 850,000 men were physically assaulted by their intimate partner last year, and numerous children abused by their parents. These sad criminal acts will continue to grow in our society, unless our community takes action to stop these crimes. First of all, the most important tool we have available against this type of crime are the authorities, which include the police department, hospital, and social workers. If they manage to work together as a team to make the whole process of protecting a victim more efficient, it will encourage victims to actually phone for help.
