Many issues can be handled by public policy including crime, education, foreign policy, health, and social welfare. Leadership is a vital part of a prosperous public policy making process. To comprehend the past, one studies the leadership who have formed the past. The vision of these modern leaders, holds the key to the future. This paper will address the leadership traits that are the most important in the creation of sound public policy.
Leadership can be observed as mutually a position and a process. The one shared characteristic of leadership across all opinions is that it consist of determined inspiration of a group or business. High performance administrations entail a stability of both effective leaders and managers. Public policy as a choice that government make in answer to political issues or a public problem. Policies are meant at connecting the gap among the standards and rules and a position. In closing, leadership is a complexes process, there are no simple paths or guarantees to becoming a successful leader. Each individual is unique, and each of us has our own distinct talents for leadership. The traits that seem to be very important in leadership are intelligence, confidence. Charisma, determination, sociability, and integrity. By knowing your traits and nourishing them, you will be a well-developed and successful leader.

The procedural rights for self-incrimination are also applied to any custodial situations the police conduct. To ensure that statements, or confessions a suspect makes are allowed in court there is a two-prong tests that should be followed. First, is the person considered to be in a custodial situation and two, are the police intending to ask incriminating questions. One may wonder exactly what it is that qualities a strong leader possesses. A strong leader is determined, and strong willed. They must be of good judgment, and without bias. They cannot easily be persuaded, and they are firm, yet at the same time, a good lead must also empathize with his subordinates, and have the best interest at heart for said subordinates, at all times. However, with that being said, a good leader cannot be afraid to discipline his subordinates when necessary. Unmistakably, being a leader is a very difficult feat – one which not everyone can accomplish. A leader must be an authority, a friend and a counsellor, all at once. They must be responsible, and always take into account the disadvantages of a situation. Not everyone is suitable to be a leader, whereas, just about anybody can be a good role model.
The Fifth Amendment of the U.S. Constitution provides, "No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury…nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property… nor shall private property be taken for public use, without just compensation"(Cornell). The clauses within the Fifth Amendment outline constitutional limits on police procedure. Within them there is protection against self-incrimination, it protects defendants from having to testify if they may incriminate themselves through the testimony. A witness may plead the fifth and not answer to any questioning if they believe it can hurt them (Cornell). The Bill of Rights, which consists of the first ten amendments to the U.S. Constitution, enumerates certain basic personal liberties. Laws passed by elected officials that infringe on these liberties are invalidated by the judiciary as unconstitutional. The Fifth Amendment was ratified in 1791; the Framers of the Fifth Amendment intended that its revisions would apply only to the actions of the federal government. After the Fourteenth was ratified, most of the Fifth Amendment's protections were made applicable to the states. Under the Incorporation Doctrine, most of the liberties set forth in the Bill of Rights were made applicable to state governments through the U.S. Supreme Court's interpretation of the Due Process and Equal Protection Clauses of the Fourteenth Amendment (Burton, 2007).
Leadership is a quality which cannot be acquired by any person from the other but it can be acquired by self-determination of a person. Leadership can best be called the personality of the very highest ability-whether in ruling, thinking, imagining, innovation, warring, or religious influencing. Leadership is practiced not so much in words a it is in attitude and in actions. Their actions leave a long lasting memory in the line of history and lead up to may events that occur today. To be a leader one will need many qualities. Leaders have a purpose and strategies to accomplish that purpose. They are driven and motivated. In the end they should be able to attain good results. These innate talents help to make up a leader that will succeed and be efficient in carrying out tasks. But, the purpose of this paper is determine what truly makes a leader successful. The most important quality that differentiates a leader from other people is the ability to think strategically. Vision is the most important aspect that drives a leader’s strategy. It is all about where you want to be. Other qualities include Decision making, problem solving, time management, self-motivation, emotional intelligence and many more. In order to be a good leader, one must have self-confidence, communication skills, charisma and integrity. These are the fundamental skills that make a good leader. Self-confidence is the attitude that one possesses in which one is not afraid to make decisions based on their ideas. Communication skills allow a leader to convey his or her ideas or thoughts carefully. Charisma is what makes a leader appealing to the public, and integrity is what allows the public to trust and have faith in the leader. Without these skills, a leader would just be mediocre, and not great.
Throughout my life I have encountered the chance to experience position of being a leader. Being part of groups in university for class presentations, being the organizing secretary of my campus fellowship, being a youth leader in my church and the church admin, also being part of a family. Leaders are charismatic, inspirational and trust worthy. I have gained some important qualities of being a good leader through these experiences. Most of the valuable leadership’s characteristics that I obtained and strengthened are: learn to become a better leader every day, how to be a team player, to be a better listener, to be an effective communicator, to have more patience, not afraid of constructive criticism, to be outspoken, and to be a problem solver. Even though I have gained a lot, I still have more things to learn to become a better leader such as being more assertive, being more disciplined, becoming a better public speaker, and learn how to be realistic and not too optimistic. You are a leader if someone else choses to follow you.
Another aspect of leadership includes leadership traits such as being influential and inspirational. There also different contexts of leadership, e.g, leading oneself, leading other individuals, leading groups, leading organizations. Some traits that are often associated with being an effective leader include a measure of intelligence, high energy, self confidence, dominance, and a need for achievement. An effective, charismatic leader must lead by example. That leader must be able to know what is going on, the job or task that is being accomplished, and be able to lead the group into performing the task at hand successfully.
