Every academic institution like public schools needs a curriculum as a guideline to teach. A curriculum according to Ebert (2013:1) and Bentley (2013:1) refers to the means and materials with which students will interact for the purpose of achieving identified educational outcomes. The curriculum can be seen as the core of any learning institution. Learning cannot happen without a curriculum. The curriculum has become a growing system due to the changes that happens in our life. When you look at it in a bigger picture, curriculum refers to the “total learning experiences of individuals not only in school but society as well” (Bilbao et al., 2008).

According to Chouhan (2015) the following factors are considered important when developing a curriculum:
1. The teaching learning process
• The teacher and the learner form the core in the learning process of education.
• All the variables in the teaching context for example the curriculum must all be used in a systematic way to achieve the goals and invent new goals. This is where Freires theorem about dialogue is of big help.
• The three elements of the learning process must work together; o The teacher – the teacher shares their knowledge with the learner through communication. Bibao (2008) refers to the teacher as the “decision maker”. o The learner – The learners’ behavior that influence communication due to the changes in the world. The development must help the learners to have a balanced life. o Learning situation – The way teaching occurs is the way teachers will interpret the lesson. If there is value in teaching there will be value in learning. Teaching quality is very important in development.
2. Societal
