The Contractor’s Perspective: 1. Role/ Objective According to the Bid Manger, at the outset consortium members reviewed the “Local Authority Requirement" and decided on the strategies to meet them. For sustainability, the decision was to achieve BREEAM “Excellent” on the new-built projects, and “Very good” on the refurbishment. The consortium also decided to exceed the authority’s planning requirements of 10% renewable energy generation. Two biomass boilers were installed on the two new-built PFI projects which provided around 98% of their heating requirement. The team was, therefore, able to achieve 24% renewable energy generation across the estate. The team also introduced further improvements to the buildings insulation and achieved air leakage of 5 m³/ m² instead of the 10 m³/ m² required by building regulation. The team also decided that one of the refurbishment projects, Beamount Leys School, would instead be demolished and rebuilt. This was to improve the energy performance of the school As the Bid Manager says: "... we consider we’re better-off trying to build a low energy solution to start with. So rather than take a rubbish building and bolt on lots of nice wind turbines and heat pumps and everything else, we’d rather take the money and say, “Right, well can we build it new instead?” because it’s going to be far more efficient than an old building”(The Bid Manager) However, the decision to rebuild Beamount Leys School has put the consortium at the limit of affordability on all four schools. Therefore, because of the limited budget, they were restricted to only introducing slight improvements to building regulations and achieving both the planning and BREEAM requirements. 2. We have to get that philosophy agreed at the outset and getting some commitment from the authority to say, “Yes, well that’s the direction we want you to work” ... And I think that’s key. If you can set your parameters before you start putting pen to paper then you’ve got a really good chance of delivering what everybody wants.” (Bid Manager) According to The Bid Manager, equally important within that consultation period is making sure that all stakeholders are involved, including the school, the authority’s sustainability group and FM providers. This is to ensure that all stakeholders with a vested interest have a voice at the forum. 2. Incentives According to the Bid Manger, private sector interest must be taken forward and try to resolve it.
There are many stakeholders in this case and each stakeholder could be affected in various situations.
Our current project, "The W.J. Bryan Primary Learning Center", under construction, is located a block away from the main building, to house a pre-k and eight kindergarten classes. In addition, an administrator, lead teacher, cafeteria, and complete office staff will staff the new center. Its doors are scheduled to open to staff, students, and parents in April, 1998.
LEED, or Leadership in Energy & Environmental Design, is a certification program for green buildings with stringent requirements for building energy efficient and environmentally responsible structures. Some requirements of this program include specific building materials, smart grid capable, gray water reclamation systems, green space minimums, high levels of insulation and low thermal transfer glass (US Green Building Council). The preferred build alternative should be selected because of the low environmental impact and beneficial economic benefits compared to the other build and no-build alternatives.
After long and heated arguments between experts, it was decided that the Superintendent of Construction was extremely inexperienced, and that there was "recklessness in the handling of public money," on the part of the Treasury Department and the Immigration Bureau of Officials. The entire building, excluding the hospitals, had been built shoddily. After news of the problems with the building had been in the media, a lot of people involved with the construction of the building resigned their positions.

Stakeholder analysis is important for successful implementation of projects and/or strategic activities within any organisation. It is used to analyse the stakeholders in order to understand them and classify them according to their power, influence and interest. Stakeholders are people who have an interest in a commercial entity including those within the organisation and outside. These include the boss, senior executives, customers, suppliers, government, your co-workers, the team and others. All these people are important in the implementation and success of strategy.
LEED is building the future of our construction field and it is growing rapidly. Green building through LEED is bringing about lifetime of returns that start with lessening operation costs, reducing energy, and decreasing water bills as much as forty percent. Businesses across the world are using LEED to increase the efficiency of their buildings as well as freeing up resources that can be used elsewhere to create new jobs, expand building operations, and investing in up and coming technologies. Green building technologies are drastically shaping how buildings are constructed making them more stimulating to look at as well increasing the retail values of many homes. LEED certified projects is the construction of tomorrow and will be for many more years to come.

The minutes of the meetings suggests that planners did not do enough to push for the initial proposals that are more evenly distributed. It is also interesting to notice the effect of council members and their vested interests in the regions they were represented. They are not characterized as professionals but when it comes to ethical issues and working towards common good there is no other body that has vested interests in community’s common good. When a political body itself takes decisions that are contrary to planners’ proposals it becomes bigger issue than ethics. But it is to be noted that the planners have to make the decisions objectively taking into consideration all the possible outcomes, in this case the effect on schools and education which they did fail.
Brought to discussion by Ronald Goldstein, the Building Project at William J. Johnston has been an ongoing project in Colchester. The initial proposal included the construction of both a senior center and recreational fields, but when voted upon in the fall the project was rejected. The results of the initial vote indicated that the citizens did not feel this plan best suited the needs of the town. Though discussion of the project was brief, there was mention that the new proposal will still include recreational fields, but no longer the senior center. These such revisions were said by Donald Kennedy to address citizen comments. The first “recharge” meeting for project refinement was to be held on February 27. Because of steadily increasing numbers, the school changed its location several times. It first moved to St. Mary's Street, near the Nook, then East and Radcliff, back to St. Mary's Street and finally to its present location. At that time suitable accommodations became a pressing problem and so the idea of a building fund started. It was also decided that a governing body be created and have complete control of the school. In 1964 the school became government owned.
