Planning plays a vital role in the emergency planning and preparedness process. It helps you organize and put in place steps to take in case of an emergency. Planning should provide interagency input, and program guidance. Individuals as well as organizations should be responsible for the planning process, strategies, priorities and guidelines. There must be a scope in place to assess the need(s) of the general population. As it stands, stakeholders play roles in identifying the elements of being prepared while learning their roles as an intricate piece of the preparedness cycle. Continuous exercise opportunities should be in place to test plans and improve proficiency. Since we do know all emergencies are different, continued analyzation of data and geographies continues to change, the information should be updated continuously so better decisions can be made. Each jurisdiction should always be prepared to assess the situation and provide precise and easy to access information to team/stakeholders. Identifying all resources given to jurisdictions to assist adults, individuals with disabilities and children should be ongoing. These are questions that should always be asked: Where are the gaps? Planning is the foundation of implementation and putting a process in place in the case of an emergency, evacuation or catastrophe. With planning, you become organized and equipped with the necessary tools to implement an emergency plan. Once the plan has been implemented, and you become organized and equipped by using the information in the plan, and utilizing all its resources, then there should be adequate training involved, and that the emergency plan in place is being followed thru and each individual has the skillset to adhere to and proceed in the case of an emergency. In order to keep the plan up-to-date, and the team/stakeholders organized and equipped and trained, there should be continual exercises with up-to-date information, scenarios, practices, policies and procedures within the exercise plan. There is always a place for improvement. Now, the plan is in place, they have become organized and equipped, trained, and they are continually doing exercises to stay up-to-date, let’s evaluate and improve. There are many different ways to create an emergency operations plan (EOP) to encompass a natural and/or man-made disaster, including following the six stage planning process, collection of information, and identification of threats and hazards.
