ARRIVAL AND SIGN-IN PROCEDURES
The day school dismissal time is at 2:40 p.m. and students in grades K-3 are dismissed in the school yard and students in grades 4-5 are dismissed out of doors exits A and B onto Chauncey Street. I have a total of seven groups and I have one teacher’s assistant group per grade K, 1st, and 2nd, 3rd pick up students from the school yard to escort participants to the cafeteria for a snack. Two teachers for grades 4 and 5 standing at the exits A and B to escort the students to the cafeteria. I have a total of 8 staff members in the school building by 2:30 p.m. and is at their designated post no later than 2:38 p.m.

are absent from day school directly on to the BCS attendances roster so when teachers come in they already know how is absent. Also, I mark students absent who left day school early. There is one designated staff that has full clearance in the cafeteria as there are some participants who may transition to the afterschool program and for some reason not with their day school teacher. Upon arriving in the cafeteria all staff members are expected to complete their attendance all participants in their group, writing “A” for absent or present as “P”. Each day there are few students who are picked up immediately from day school when this happens the parent is expected to sign for their child. Before, the groups leave the cafeteria and go to their classrooms; all teachers must notify the site director of any student who was marked absent. I will then make a phone call to the participant’s parent to verify if in fact the participant was picked up early by an authorized person. Also, the Teachers are required to take a body count for all participants in their group for that day. This procedure will apply to all grade levels. PROGRAM SAFETY AND EMERGENCY PROCEDURES The following information regarding program safety and emergency procedures is taken from the BCS after-school parent handbook and BCS staff manual. The emergency procedures for C.S. 21 includes Safety and Emergency Evacuation We have regular fire drills in accordance with New York State Law, DYCD, and DOE regulations. In the event that the emergency requires us to vacate the building, our safe school is P.S. 40 George W. Carver, 265 Ralph Ave, Brooklyn, NY 11233. The after-school program conducts monthly fire drills during program hours and maintains a current and accurate record for the date and time of each fire drill.
All participants including staff exit the school building through the nearest exit. Once all participants are out of the building and are waiting at a safe distance away from the school. The teachers will take a body count for all participants in their group count as a way to make sure all students are accounted for. Once all the students are accounted for all groups return to the school building since attendance is taken at the beginning of program we take a count of all the participants then return to their classroom to resume their regular program schedule.
In the Afterschool Program Handbook under the section titled Student Supervision and Safety states “Students must always be supervised inside as well as outside the classroom. Students cannot be left unattended in hallways, even if just beyond the classroom door. Visitors are always expected to sign in at the security desk. If any BCS afterschool staff member notices an unfamiliar individual on the premises, they are expected to approach the individual, and ask if s/he needs help.
• If the individual is authorized to be on site, offer support in directing him/her to his/her destination.
• If the individual is not authorized to be on site, and or the individual appears unsafe, inform the security desk and the site director
immediately. • Parents and guardian are generally permitted to visit the programs (unless there is a current court order legally preventing their access), but they must sing in at the security desk as any other visitor would. INTERNAL PROCEDURES FOR PREVENTING LOSS OF PARTICIPANTS During weekly meetings, I remind the direct staff of keeping track of all students. I send out weekly memos as a reminder about participant safety. The direct staff is constantly reminded to escort the students through the hallways and to the bathrooms. At 5:45pm, students are escorted back to the auditorium for dismissal. When traveling as a group to the bathroom, please travel back to the room as a group. All direct staff is expected to follow this procedure even when there is only one staff is taking participants to the bathroom. In the month of March, I created letters to parents and sent them home with participants to inform the parents about the dangers of students leaving the school building and or leaving their group. I asked parents have a discussion with their child about the dangers of leaving the school building and why it is important to stay with a teacher at all times. The participants in grades 3-5 watched a video and truancy. TRAINING AGENDA On May 10, 2016, at 6 p.m. all direct staff will receive staff training on supervision and safety protocols during emergencies. The following topics listed below will be discussed. MEDICAL EMERGENCY IF SOMEONE BECOMES ILL OR IS INJURED Notify the site director immediately; call (347) 909-6441 Do not attempt to move a person who is ill or injured unless they are in immediate danger of further injury Unless certified to provide first aid, do not attempt to render any first aid before trained assistance arrives Use personal protective equipment (gloves) when exposing yourself to bodily fluids (e.g. blood, vomit, etc.) Comfort the victim and reassure them that medical attention is on the way If necessary, implement appropriate emergency procedure (e.g. evacuation - classroom/area) to ensure that students are not exposed to trauma or danger Remain calm and reassure students that all possible actions are being taken to care for the injured or ill person and to protect others After the victim's immediate needs have been taken care of, remain to assist medical services with pertinent information about the incident Preserve the scene in the event the medical emergency will require an investigation by school or police officials Rejoin your students as soon as possible. Take your student roster with you and account for all students once you have reached the designated area immediately notify the school administrator in charge of any missing students. We have at least two staff members on the premises that are certified in first aid and or CPR training. FIRE IF YOU DISCOVER FIRE OR SMOKE REMEMBER: R.A.C.E. Rescue: Remove anyone from immediate danger Alarm: Notify the office of the fire situation and activate the nearest emergency pull station Contain: Close all doors to confine the smoke and fire Evacuate: Unless otherwise directed, follow the evacuation plan and proceed to the designated safe area outside the building RESPONSE TO AUDIBLE FIRE ALARMS: Remain calm, evacuate and stay with your students Remember to take your class roster with you to the designated evacuation area Once you have reached the designated area, account for all students and report any missing students to the principal Only return to the building when directed by the principal IF YOU CATCH ON FIRE DO NOT RUN!!!!! STOP where you are, DROP to the ground, and ROLL over and over to smother flames EXPLOSION Be prepared to evacuate or shelter-in-place Be prepared for further explosions If evacuation is ordered, proceed to the designated assembly area Open doors carefully and watch for falling objects Report any missing students to the principal EVACUATION IF YOU ARE TRAPPED IN YOUR OFFICE/CLASSROOM: Wedge wet towels or cloth materials along the bottom of the door to keep out the smoke Close as many doors as possible between you and the fire Use the telephone/cell phone to notify 911 of your problem and location If you are trapped in an area and need fresh air, only break the window as a last resort, and use caution when breaking the window EVACUATION - CLASSROOM/BUILDING Evacuation of a classroom or area may be issued by the teacher, supervising adult, or site director. The purpose is to move students away from potentially threatening situations that do not require full building evacuation Evacuation of a building is used to move students and staff out of the building by a pre-designated route (if usable) to avoid a potentially threatening situation(s) that involves the entire building. Evacuation of the building may be issued by the site director or local public safety agencies EVACUATION PROCEDURES: Remain calm and stay with your students If the situation permits, notify the office of the situation and confer with the office to determine an appropriate evacuation area Tell students to go immediately, in a calm and orderly manner, to the agreed-upon designated area Remember to take your class roster with you Consider individuals with disabilities that may need assistance evacuation Evacuate the building immediately, in a calm manner, using only the exit and directions provided If your primary route is blocked or unusable, use your secondary route Do not take personal items with you Close doors behind you while exiting Walk, do not run Do not use the restrooms Do not use the elevators Once you have reached the designated area, count all students and immediately report any missing student to the site director Stay with students, keeping them in a group Remain in the designated evacuation assembly area until directed by the site director and an "All Clear" has been announced LOST OR MISSING CHILD IF A STUDENT IS LOST OR MISSING: Report the missing child to the site director. Remain calm and immediately search the entire room for the child (e.g. closets, under desks, tables, etc.). Furnish a physical description and clothing information (age, height, weight, hair color, etc. Advise the site director of any problems that are known to you regarding the child. Ask other children if they know where the child may be. Notify school safety (if needed school safety will call 911; if necessary call the child’s parent.
Envision yourself in a deep sleep, your spouse lying next to you. For seven years of marriage, your greatest quandary has been your partners obnoxious snoring. Now, you are rattled awake by the wailing of your smoke detector, just outside your bedroom door. You hear the sobbing of your three month old baby boy from just down the hall, and feel the tug of you five year old son on the sleeve of your t-shirt. Forced out the second story window by the fuming blaze barricading the only outlet of the room, you free fall 22 feet onto the frozen ground. Beyond smoke inhalation and second degree burns, you now have a fractured ankle and several severe lacerations. Your spouse, your eldest son, and yourself are now free from the bloodthirsty inferno. Sirens howl, two blocks away. A rescue engine, equipped with three firefighters, is first on scene- 18 minute response time. A second engine arrives, equipped with three firefighters- 23 minute response time. Twenty-five minutes after the initial alarm, a hand line is pulled. Incident commander declares the residence unsafe for entrance. This rescue mission has now become a recovery mission.
It is a sad time in American history when one can easily recount recent school shootings in their own area. This ease stems from a sharp increase in the number of firearms brought into elementary and middle schools across the country, with an intense focus on the issue beginning after the shooting of 20 children from Sandy Hook Elementary in Connecticut. Most school shooters are male, white, and often upper middle class. They are also more, often than not, under some type of mental stress that is causing them to create this type of violence in our communities. In fact, many school shooters are never suspected of doing any harm to their peers and teachers until it is much too late.
There is a monthly open school morning that the PTO has in the auditorium for parents to come by and be informed about what is going on in the school. Various programs and grades offer workshops and meeting. Every Tuesday from 2:40pm- 4pm the school has that time frame allotted for parent engagement. Parents do not have to wait to meet with teacher on the two designated parents teachers conference. Each Tuesday, the parents can come in and meet with any of their child’s teachers without an appointment. The parents can discuss any concerns or issues regarding with their child’s academics or behaviors performance. Also, the school engages parents by using an electronic system called N-grade. N-grade is a parent portal where parents login and look at their child’s assignments. The portal shows their child’s assignment grades, missing assignments and assignments they can make up to earn back their grades.
Prescribed fires are a well debated topic. While many people support them because they "help prevent" more wildfires, and they are "controlled," I see from a different point of view. There's a reason most building don't allow smoking within a certain distance of the building. Many people don't like it and it can damage their health. Same thing with prescribed fires. They add more pollution to the air we breathe. I know a lot of people support these kinds of fires because the help control fuels, but there are other ways.
Agnes Whitworth used very poor judgment in this scenario. First of all, stringent safety procedures have been put in place in all schools, especially after Columbine; therefore, she should know better than to allow strangers into the building through a side door. The mere fact that she didn’t get permission for her visitors and follow protocol speaks volume, and indicates to me that she knew she was acting unprofessionally. Immediately, you open your door and you cannot see anything due to the heavy layer of smoke. Your first reaction is to call the fire department and within minutes, they show up at your house. Some firefighters start battling the flames engulfing your house, while others rush into the flames searching for you and anyone else in your family, including your pets. This is just another day at the office for the firefighters but for you it’s a traumatic event and you can’t thank the firefighters enough for saving your life.

But what would you do if it was your child? You would spend the rest of your life wishing there was someone there to protect them, and you believe arming teachers would save your child’s life. A school teacher can receive special training and become just as useful as armed police officers. Minimal lives would be lost in a shooting because teachers would begin returning fire once the gunman starts shooting.

They will sit at their assigned desk and have all material ready to begin on required work. Once the bell rings and the door is closed, students will be seated and working. Tardiness is unacceptable and if the student receives more than three unexcused tardies per nine weeks, a referral will be given to the office and a phone call will be made the parent or guardian. Also, students should not be more than three minutes late to class. This will result in an automatic referral to the office.
