Reason Case was accepted for Investigation: On 4/2/2018, Hennepin County Child Protection accepted a report alleged neglect, failure to ensure education for Salmo by her parents Sharifo Hirisi and Mohamud Nuur. Per reporter on March 30, 2018 concerns were made for Salmo who resides with a relative, Khadra Hassan. Per reporter Salmo has a total of 11 full day unexcused absences. Per reporter an attendance of principal letter was sent out on 1/30/2018. Outcome of Assessment: This writer met with Ms. Sharifo Hirsi at people serving people shelter. Ms. Hirsi reported that she was discharged from the hospital a month ago and has been taking care of her three children. She reported that she was in hospital for about 5 to 6 months due to mental health concerns. She reported that she was diagnosed with Bipolar and was put on a medication to manage it. This worker asked about the allegation. Ms. Hirsi reported that the past 6 months she was hospitalized in Fairview and unaware of her children's situation in school. She reported that her ex-husband was taken care of all three children while she was in patient at hospital. Upon arriving on the scene, this Investigator met with the report source, Phoenix Police Officer E. Gomez # 7977 in reference to Phoenix Police DR: 2016-00001441605. The controversial issue of whether or not Child Protective Services are doing their jobs properly, has grabbed nationwide attention. Child Protective Services is the name of a government agency in many states of the United States whose mission is to respond to reports of child abuse and neglect. Some of these cases may include physical abuse, sexual abuse, and mental abuse (Wikipedia). The child welfare system is corrupted. The parents and guardians who are accused of abuse are automatically labeled as guilty and will have to prove their innocence; instead of being innocent until proven guilty.

This happened quite often. On an occasion when I took over another tutor's students the caregiver made a comment expressing how sad she was that "Mayra" was removed from her her case. She went on to say that she had even contacted the tutoring agency to urge them to keep her, but that they had not abide. This commentary confirmed the suspicions I already had. So I asked the caregiver to please ask Mayra to call me. After confirming that she had been removed because she had pressured them to pay her I started contacting other tutors. This was not an easy task because tutor do not know each other. So I had to ask the caregiver to please if they still had the last tutor's phone number to ask them to call me. As you can imagine some did some didn't. Regardless I was able to contact three other tutors, Maria Vega, Mayra Espinola and Audrey Ashford all in the same situation. Then I searched for previous cases filed at Miamidade.gov website. As expected since 2010 there are open and closed cases against Alina Lorenzo for the same reasons. There is a monthly open school morning that the PTO has in the auditorium for parents to come by and be informed about what is going on in the school. Various programs and grades offer workshops and meeting. Every Tuesday from 2:40pm- 4pm the school has that time frame allotted for parent engagement. Parents do not have to wait to meet with teacher on the two designated parents teachers conference. Each Tuesday, the parents can come in and meet with any of their child’s teachers without an appointment. The parents can discuss any concerns or issues regarding with their child’s academics or behaviors performance. Also, the school engages parents by using an electronic system called N-grade. N-grade is a parent portal where parents login and look at their child’s assignments. The portal shows their child’s assignment grades, missing assignments and assignments they can make up to earn back their grades.
At the beginning of this assignment we were given a situation involving a child where most people’s first instinct would be to protect the child, but as the assignment went on I believe we all realized that our first instinct may not always be the correct one. When we think about things from an outsider point of view, it seems easy to make what we call the right decision, but when in the moment, making the decision takes quick thinking and reasoning to decide how best to handle the situation.
