Evaluation of NSW Renal Dialysis Health Service Plan to 2011

Introduction:
Evaluation is defined as “a systematic process designed to examine the worth of a program or project in terms of effectiveness, efficiency and appropriateness” (ACI NSW, pp. 3). Evaluation of health service plan is critical analysis of current situation and decision centered assessment. Evaluation enables the healthcare providers to take decisions and make framework for the future health service (Department of Health 2005). Evaluation is the key for the healthcare providers to improve the health system where patients can get the efficient and best services. This report discusses the evaluation steps for the NSW Renal Dialysis Service Plan.

Under the needs assessment analysis, the health problems are analysed and priorities are identified for the solutions are issues.
• Evaluability Assessment:
Evaluability Assessment focuses on the evaluation of the utilization of health programmes (Patton 2008). The activities and objectives for the effective result of health programme are described in the Evaluation Assessment.
• Formative Evaluation:
The formative evaluation focuses on the development of efficient interventions to achieve the successful changes in plan (Department of Health 2005).
• Process Evaluation:
The analysis is carried out to major the efficiency of the delivery of plan. In this evaluation element, the data are collected and interpreted (Fotu et al 2011).

• Impact Evaluation:

The assessable activities may be the stakeholder consultation for their positive and negative responses of services and timeframe between the services.
Step 6: Data Collection:
The different data collection methods are used. The qualitative and quantitative data are collected by different methods like stakeholder’s consultation, open question and answering, Delphi methods, community discussion, group interviews etc.
Process Evaluation:
The stakeholders are involved for the collection and interpretation of qualitative data. The consultation is carried out with the health professionals after the implementation of plan. The different data collection methods are used. Process evaluation has the more importance and required more involvement of participants in the programme action when plan is implemented in huge area and long timeframe (Fotu et al. 2011)
From the interpreted data, the effectiveness of programme is measured. The data are evaluated as per the suitability to questions and questions are finalised before evaluation is started. The following points should be considered in this evaluation method:
 Patient waiting time to get consulted
 Availability of hospital and home services
 Ratio of utilisation of services
 Hours in OPD
