Government Providing for the Poor
"In the Middle Ages men were united by custom and prescription into associations, ranks, guilds, and communities of various kinds. These ties endured as long as life lasted. Consequently, society was dependant, throughout all its details, on status, and the tie, or bond, was sentimental. In out modern state, and in the United States more than anywhere else, the social structure is based on contract, and status is of the least importance." This quote by William Graham Sumner in his 1883 speech "What Social Classes Owe to Each Other" illustrates my main focus of this week's proposed question, "Does American Government have an obligation to provide for the poor?" Sumner supports that the American Government does not have an obligation to provide for the poor because in America, all people have the opportunity to work hard and bring themselves out of poverty, where in Europe and their other native lands, people were trapped in a caste system in which they could not escape. In America, there was is a defined class system in which those living in the society were confined and hard work, followed by success, is a luxury offered in America. By living in a free state like America, Sumner says, its citizens live equally among one another in a society based on a contract, which allows the most leeway for individual developments and successes. Every man must fend for himself in this society that allows for personal establishment. Sumner also says, "It follows, however, that one man, in a free state, cannot claim help from, and cannot be charged to give help to, another." He directly says that it cannot be imposed upon the American Government that hard-working tax-paying citizens should have to financially assist the plight of the poor. The Populist Party Platform of 1892 says in its second declaration that "Wealth belongs to him that creates it...If any will not work, neither shall he eat." The Populist Party realized that men were fully entitled to their earned keep and should they not work, they should not be provided for by the government, especially not by collected tax money.
Sumner goes on to say that those who rely on the support of the government become so dependent that welfare inevitably produces lazy citizens. He says, "The man who has nothing to raise himself above poverty finds that the social doctors flock about him, bringing the capital which they have collected from the other class, and promising him the aid of the State to give him what the other had to work for.
Sumner believes that inequality is imperative in order to establish the different between the fittest and the unfittest. He believes that “we work and deny ourselves to get capital, just because, other things being equal, the man who has it is superior, for attaining all the ends of life, to the man who has it not” (Sumner, 38). Basically, this statement means that as long as people competitively work to earn money, there will always be the superiors and those who are not. Sumner considers inequality as benefit to the world and economy. He believes that “It is impossible that the man with capital and the man without capital should be equal” (Sumner, 38).
Sumner persuaded many Americans to accept Social Darwinism, but not Addams. The attitude of allowing the fittest to survive and the rest to go under completely goes against Addams whole approach to social, political and economic problems. In the reading, “What Social Classes Owe to Each Other”, Sumner argued that social programs developed to help the poor worked against nature and weakened the hardworking individual of his expected reward. Sumner believed in natural selection and he blamed poverty on individuals who were too weak to be able to become wealthy. Sumner defended laissez-faire to the end. He believed that good qualities earned people wealth and because of that the government should not get involved to help the economy. In addition to Sumner and Addams differences, in the reading, Democracy and Social Ethics, Addams argued that providing education and opportunity was more significant than advocating morality. Sumner insisted that the wealthy are wealthy because they deserve to be. Sumner believed that good qualities earned people wealth. David Shipler says it best when he writes, “Relief will come, if at all, in an amalgam that recognizes both the society’s obligation through government and business, and the individual’s obligation through labor and family —and the commitment of both society and individual.” (Shipler 5786-5788) It is time for America to open its eyes and see the invisible working poor.

American governments have shown their reluctance to admit this discrepancy through the strategic creations of welfare policies and welfare reform coupled with placing blame upon the citizens who possess little power to change market decisions that govern and effect their lives.
Welfare for the poor means minimal support, degrading, humiliation and continued poverty. On the other hand, welfare for the non-poor provides security and are based on legitimacy. The welfare system does not distribute benefits on the base of need but rather on the basis of legitimacy. Poor people are often view as less legitimate as compare to the non-poor. Furthermore, welfare programs for the poor are labeled and can be seen as disgraceful. As stated in the article there is much degradation and humiliations involved in some poor people’s programs that some try greatly to stay off welfare. Some who are qualified for the programs do not take it due to negative indignity and shame that comes along with it. In comparison to welfare programs for the non-poor much protective language is taken to cover up and camouflaged the wording of the programs. Another, important difference between welfare for the poor and welfare for the non-poor are level of government involved. Welfare programs for the non-poor are federally financed and administered with decisions on eligibility and on levels of support made nationally. Programs for the poor are usually supported by federal funds and administered as local programs. Finding the Child in Us All Lewis Carroll’s classic Alice’s Adventures in Wonderland has entertained not only children but adults for over one hundred years. The tale has become a treasure of philosophers, literary critics, psychoanalysts, and linguists. It also has attracted Carroll’s fellow mathematicians and logicians. There appears to be something in Alice for everyone, and there are almost as many explanations of the work as there are commentators. It may be perhaps Carroll’s fantastical style of writing that entertains the reader, rather than teaching them a lesson as was customary in his time. Heavy literary symbolism is difficult to trace through his works because of the fact he wrote mainly for entertainment. In fact, Carroll’s stories, including Alice, are usually described as being direct parallels to Carroll’s life. This is obvious due to the various references Carroll makes of the favorite things in his life such as his obsession with little girls and not to mention his nostalgia for childhood1. The most prominent interpretation of Alice is the theme of fantasy versus reality. The story continuously challenges the reader’s sense of the “ground rules” or what can be assumed. However, with a more in-depth search, the adult reader can find Carroll may have indeed implanted a theme relative to the confusion Alice goes through as well as the reader. In Alice’s Adventures in Wonderland, Carroll uses not only his love for children and logic but his linguistic playfulness to create a story in order to show the psyche of a child. Moreover, Carroll makes fun of the way Victorian children were raised. In the nineteenth century people were expected to behave according to a set of rules and morals. Carroll’s nonsensical behavior of his characters can be seen as making fun of the way children were forced to behave and their rationale. Alice’s Adventures in Wonderland overall is contradicting the standard way children’s literature was written. As one can see, the story of Alice takes its reader through many different levels. With the lovable creation of a fantastical world, Carroll invites his readers on a nonsensical yet familiar journey of the questioning of identity by child yearning to take the step into adulthood prematurely, enabling him to entertain while simultaneously satirizing the Victorian Era.
