Explain how police sub-cultures can undermine an agencies code of ethics? Analyze strategies to improve the ethical environment and maintain high standards for all of police department personnel. The police subculture is an important aspect of the behavior displayed by police officers. When a police department has an ethical code that is strictly enforced the police culture will contain ethical behavior that is displayed by the police. Creating and maintaining and ethical environment involves a no tolerance policy for police misconduct or any other type of unethical behavior. When police officers engage in unethical behavior the leadership takes immediate actions to address this unethical behavior including ensuring the police officer is punished for this behavior.
An ethical environment must be supported by the leadership or any culture that develops will be prone to police misconduct or unethical behavior by the police. When a police subculture involves the “blue wall of silence” it can undermine an agencies code of ethical conduct especially when police officers refuse to provide any information or testimony concerning the bad behavior of their fellow police officers. Organizational culture is a set of beliefs, values, and behavioral guides shared by an organization's members (Giblin, 2014). Police culture is a highly bureaucratic, rule bound culture. The job is highly stressful with a varying degree of personalities. According to the video and in my experience, police culture generally haws two parts. The first is how police interact while doing their jobs on the street and the second in the way officers interact on a organizational level. Often, police get more frustrated and outspoken at an organizational level. However, these two parts can have an effect of one another.
The code of silence is something that many police officers get used to do and then they fail to report their fellow officers when they see that they are committing something inappropriate such as excessive force when it is not needed, this is caused by a lack of integrity and it can affect the morale of the organization (Samuels, 2005, p. 3). Within our police system in America, there are gaps and loopholes that give leeway to police officials who either abuse the authority given to them or do not represent the ethical standards that they are expected to live up to by society. Because of the nature of police work, there is a potential for deterioration of these ethical and moral standards through deviance, misconduct, corruption, and favoritism. Although these standards are set in place, many police officers are not held accountable for their actions and can easily get by with the mistreatment of others because of their career title. While not every police abuses his or her power, the increasingly large percentage that do present a problem that must be recognized by the public as well as those in charge of police departments throughout our country. Police officials are abusing their power and authority through three types of misconduct known as malfeasance, misfeasance, and nonfeasance and these types are being overlooked by management personnel who rarely intervene even though they know what is happening. Misconduct is wrong because it violates rights and causes people to be wrongly accused of crimes or be found not guilty and set free when they are still an endangerment to other people. The public needs to be educated on what is happening in the police system in hopes that someone will speak out to protect citizens from being violated by police officers.
One may ask themselves, if law enforcement officers are working to protect the public, why would they commit corruption like they do? As it is described above, corruption is a big part in the law enforcement sector of society. The entire concept is quite complex although it may seem self explanatory to many people. Learning the many types of corruption and misconduct is only the beginning, then, to understand why the officers commit the conduct for which they do. With all this, it becomes apparent to the certain measures that need to be taken to rid society and police departments of the conduct that is constantly present.
To understand the blue wall of silence we must understand the definition. The blue wall of silence is defined as: An unwritten code among police officers not to report on another officer’s errors, misconducts, and or crimes when questioned about an incident of misconduct involving another colleague, during a course of an inquiry. Even though the blue wall of silence originated from the understandable need for law enforcement to be able to trust and rely on each other, it is neither morally justifiable nor is it a legal act. In order to have effective policing I believe integrity and ethics play a huge part in helping build trust within communities. Sound conduct by police improves community interactions, enhances communication, and promotes shared responsibility for addressing crime and disorder. There are three ways that police departments can strengthen community relationships just by training officers about procedural justice, bias reduction, and racial reconciliation. If we implement these concepts, we can create an environment in which effective partnerships between the police and citizens can flourish.
It is often said that power brings corruption, but in reality it is an individual’s lack of character, self-discipline, and integrity that leads to corruption. Because the subculture is so prevalent, and what the consequences entail if you defer from it, officers often conform into what is expected of them by their peers.
