The stakeholders in this evaluation are the consumers with disabilities of the VR (vocational rehabilitation) program, family members, staff, agency administrators, leaders of the groups who advocate for individuals with disabilities and case managers. The goal of the program being evaluated is to give as many opportunities as possible for clients with disabilities to experience with full social and economic benefits from being .They want measures of effectiveness and qualitative indicators of the important outcomes. They formed two committees inside the agency for evaluation. This committee reviewed and approved goals and purposes of the project. A second committee was formed to provide operational oversight to the project. The program being evaluated wants to make sure that the clients are meeting their full potential they want them to be meeting their goals that they have set in their programs. They used a MAU model to address the challenging goals and outcomes of the VR services. It identifies the purpose of the evaluation and its stakeholders. It identifies and organizes the program criteria and attributes in a meaningful structure. It collects measurable data and assigns utility values to the measurable attributes. It calculates weighted utility values and then aggregates utility values and conducts the MAU analysis. The MAU is used when program serve multiple constituencies, with a program that have multiple goals. Judgments are a required part of the evaluation and can be assisted by numerical measurement. The MAU structures the decision process for stakeholders to assess a program goals and performance over a period of time. They assumed that a different stakeholder group would have formed the similar priority weights, but they have never tested this. So in this case the stakeholder may have different priority weights for some of their goals. Also while surveying the consumers what if some of them did not understand the question fully but still answered it. They also handed out different surveys to people which could bring up different data. They seldomly had indicators and measures of effectiveness employed to assess the value of the program. For future practice in social work, I learned that it is important to empower your clients to set goals and help push them to reach those goals. Robert wanted to plays sports and kept trying until he found a sport that was the best fit for him. Snow (2013a) talked about “the ‘problem’ of disability is not within the person, but within the social attitudes, and our attitudes shape the world we live in” (p.119). Identifying stakeholders and collaborators is the second step to the “Nine Step Stairway to Effective Evaluation”. Although all steps are essential, this is probably the most important because an extensive review of who is involved and who will be affected by the evaluation is identified (DiClemente et al., 2013). Once identified, it is critical to note that there may be needs or issues that may need to be addressed from all those involved so it would behoove one to be open to suggestions. Bottom line is to collaborate (DiClemente et al., 2013).
Occupational Therapy takes a client-centered approach to each individual and unique client. This client is Martha. She is 78. She was admitted to the hospital after suffering a cerebrovascular accident (CVA), or stroke. It began when she experienced a choking episode and weakness in her right side. The CVA resulted in right hemiplegia and aphasia. Martha has partial paralysis in the right half of her body and cannot verbally communicate. Her primary role is a homemaker. She graduated with a high school education but never pursued a profession. She is the wife of a healthy and supportive 80 year old man. He intends to care for her at home with private assistance. Some of Martha’s meaningful occupations are playing games such as bingo, solitaire and bridge. She also finds satisfaction in tending to her garden.

Students with disabilities have several delivery models that are made available to them. These students that have been identified as having a disability are to be given an equal opportunity to be the recipients of a fair and public education just as their non-disabled classmates. It is a legal requirement that the students are placed in an LRE (Least Restrictive Environment). Rehabilitation has been described as a secondary goal of incarceration. The concept of rehabilitation was not adapted until the 1870s as delegates in Cincinnati encouraged the reformation of prisoners. Rehabilitation remained a primary goal of incarceration for nearly one hundred years, until the 1970s. It was then that Americans began to reject the notion of rehabilitation. With a shift away from rehabilitation, Americans adopted punishment, deterrence, and incapacitation as the primary goals of imprisonment. It can be argued that there was a shift away from rehabilitation due to high recidivism rates; however, it becomes questionable whether or not offenders were continuing to commit crime because they were not given adequate support and
I believe the Americans With Disabilities Act is the most important precedent set in the struggle against all discrimination for persons with disability. In this paper I will give a brief description of the statutes set by the Americans With Disabilities Act, pertaining to disabilities in the workplace. I will then discuss what employers are required to do according to the A.D.A. and some of the regulations they must abide by. The next section of this paper will discuss the actual training of employees with disabilities with a highlight on training programs for workers with mobility and motion disabilities. The following section of this paper will discuss the economic effects of a vocational rehabilitation program. Finally this paper will conclude with a brief discussion of what the measures set by the Americans With Disabilities Act means to the actual workers and people it benefits.

Functional behavior assessments are used by behavior analyst to determine the motivation for problem behaviors in clients with disabilities. With direct and indirect assessments of behavior, the behavior analyst can identify the target behavior and develop a hypothesis to test before then developing the behavior intervention plan. The accumulation of this knowledge to develop behavior intervention plans to change these behaviors is directed and regulated through the students individualized education plan as well as Individuals with Disabilities Act of 1997 (IDEA) (Drasgow, 2001). Although IDEA 1997 does not dictate, the exact steps of the functional behavior assessment but rather leaves this up to the individual education plan team.

Disabled workforce has been another untapped resource, particularly since their talents have often been underestimated. The stigma played a key role for them to enroll in separate courses from their peers in secondary schools that merely prepares them for lower paying jobs. Such practices not only limited their access to higher quality education, but opportunities to prove prospective employers that they are competent in handling knowledge-based jobs. Such miscalculations are causing employers and business leaders to disregard many of disabled Americans that are actually capable of working in high growth markets, thus, solving the skill shortage crisis. “Nearly 13 percent or more than 22 million working age adults in the United States have a disability, according to 2006 statistics” (Heldrich 2008).
