Disabled workforce has been another untapped resource, particularly since their talents have often been underestimated. The stigma played a key role for them to enroll in separate courses from their peers in secondary schools that merely prepares them for lower paying jobs. Such practices not only limited their access to higher quality education, but opportunities to prove prospective employers that they are competent in handling knowledge-based jobs. Such miscalculations are causing employers and business leaders to disregard many of disabled Americans that are actually capable of working in high growth markets, thus, solving the skill shortage crisis. “Nearly 13 percent or more than 22 million working age adults in the United States have a disability, according to 2006 statistics” (Heldrich 2008). There may be an increasing percentage of disabled workforces who will be seeking job positions; yet, their representation in the workforce is in jeopardy of decreasing as the economy becomes more complex. “Nearly 38 percent of working age adults with a disability were employed compared to nearly 80 percent of individuals without disabilities” (Heldrich 2008). Possible candidates with intellectual disabilities may face more obstacles because their limited mental capacity will label them as not having the potential of handling the challenges of 21st century workforce. “The U.S. Equal Employment Opportunity Commission (EEOC) defines people with intellectual disabilities as meeting the following three criteria: 1) Intellectual functioning level (IQ) below 70-75; 2) Significant limitations in adaptive skills – the basic conceptual, social and practical skills needed for everyday life; and 3) Disability began before age 18” (Kauffman 2007). ... ... middle of paper ... ... finance several social programs. “The Alliance for Excellent Education has estimated that the approximately 1.2 million students who should have but did not graduate with the class of 2007 will cost the nation nearly $329 billion in lost income over the course of their lifetimes” (ICW 2008). This excessive lost in budget can make US more vulnerable in losing their competitiveness to other nations and increase vulnerability to their national security. Also, these millions could possibly improve US competitive status against their international rivals and national security if they further their education. Encouraging and creating an environment for every student to complete their high school education and get some type of postsecondary education is critical in stimulating this countries’ wealth and producing their own resources and not depending on other countries.
In the words of Claiborne Pell, U.S. Senator of Rhode Island and sponsor of the Pell Grant, which provides financial aid to American college students, “The strength of the United States is not the gold at Fort Knox or the weapons of mass destruction that we have, but the sum total of the education and the character of our people.” These words speak of the importance of education and the need for public support in order to continue America’s tradition of investment in our youth being an investment in our country.
The movement continues to make great strides towards the empowerment and self determination ("Disability rights movement," 2005, p. 3). On the other hand, it has not completely broken down barriers that continue to create the dynamics of oppression among such individuals. For instance, WIOA can be harmful to individuals with disabilities because there are still societal prejudices and biases associated with the stereotypical portrayal of people with disabilities and WIOA has played a role in it. For example, WIOA networks with employers to hire individual’s with disabilities and place them in conventional settings, where they work with others who have disabilities, for example, Walgreen’s and in fact, these participating organizations have also increased their pay. In my opinion, individual’s with disabilities should be able to work with individuals who are not disabled, as well. Furthermore, pay for those individuals who are still considered to be in “sheltered” work programs have not received an increase in pay. Additionally, according to my studies, in 2012, less than 30 percent of Florida’s civilians with disabilities between age 18-64 living in the community were employed. There is a greater priority focused on young people who are disabled. The Americans with Disabilities Act (ADA) is one of the most significant laws in American History. Before the ADA was passed, employers were able to deny employment to a disabled worker, simply because he or she was disabled. With no other reason other than the person's physical disability, they were turned away or released from a job. The ADA gives civil rights protections to individuals with disabilities similar to those provided to individuals on the basis of race, color, sex, national origin, age, and religion. The act guarantees equal opportunity for individuals with disabilities in public accommodations, employment, transportation, State and local government services, and telecommunications. The ADA not only opened the door for millions of Americans to get back into the workplace, it paved the road for new facilities in the workplace, new training programs, and created jobs designed for a disabled society (Frierson, 1990). This paper will discuss disabilities covered by the ADA, reasonable accommodations employers must take to accommodate individuals with disabilities, and the actions employers can take when considering applicants who have disabilities.
I believe the Americans With Disabilities Act is the most important precedent set in the struggle against all discrimination for persons with disability. In this paper I will give a brief description of the statutes set by the Americans With Disabilities Act, pertaining to disabilities in the workplace. I will then discuss what employers are required to do according to the A.D.A. and some of the regulations they must abide by. The next section of this paper will discuss the actual training of employees with disabilities with a highlight on training programs for workers with mobility and motion disabilities. The following section of this paper will discuss the economic effects of a vocational rehabilitation program. Finally this paper will conclude with a brief discussion of what the measures set by the Americans With Disabilities Act means to the actual workers and people it benefits.
Most afflicted adults were stored away in the back rooms of houses, and children with mental disabilities were given up into adoption or aborted. In addition, Hahn reiterates that legislative polices have pronounced people with disabilities as unfit for society, unable to be hired to do work. People with disabilities are in no way “unemployed” because they can not do work. Hahn’s article, “Disability and the Urban Environment: A Perspective on Los Angeles,” which was published in 1986 is outdated, and the thoughts should be reconsidered. In the Disability and Discrimination Act of 1995 and 2005, it lays out policies that ban employers from discriminating against disabled people, when hiring (The Disability and Discrimination Act). It aims to ensure equal opportunity and a level of fairness in the workplace. Since 1986, the social structure of society has adapted and evolved over time. Nondisabled people are more liberal, and they are accepting; however, there still remains a level of discrimination. Even though they are more aware of the inequalities that exist today, people look down on the disabled population. As a society we need to make drastic improvements, in terms of attitudes. Disability should be viewed in a positive light: instead of a burden, disabled people should be part of the community. Providing more money to these areas can reduce crime and gang activity, lower the teen birth rate, restore self-confidence, provide these students and opportunity to attend college, also break the cycle of poverty. For decades the focus of special education has been to “fit” students with disabilities into a program that has not provided them the tools necessary to further succeed in life. Educational standards for students in special education programs are often lowered, and students are not challenged to think critically and expand their knowledge above and beyond these lowered expectations. The implementation of the Individuals with Disabilities Education Act (IDEA) began to challenge this standard and demanded free and appropriate public education in the least restrictive environment for students with disabilities (Sands, Kozleski, & French, 2000).
America’s future lies in the youth and building an educated youth that is interested in their career would benefit society. Rising college tuition is hurting the higher education of America. As more financial pressure is placed on these kids, the more they aren’t able to focus on their goals and dreams. Although inflation is a problem, the students who are able to graduate will benefit society if they worry more about their job. They should be able to satisfy their duty in society and a rise in college tuition will hinder that vision substantially.
The Individuals with Disabilities Education Act (IDEA) was a concept that was adopted by Congress in 1975. The IDEA states that children and adults with disabilities have the right to receive free public education, just like their peers without disabilities. “IDEA provides federal funding to states to meet the education needs of children with disabilities. College debt is setting back millions of American students and bankrupting the American dream. How can education be the key to every youth’s future while also being a blockade to the future? The problem is clear. Post secondary education in America costs to much, it is an unprecedented issue for a new generation.
The United States gives everyone an opportunity to get a college degree. On top of the college opportunities give a great chance for jobs after the college education. Many foreigners come to the United States to get an education but they also tend to stay here, due to the job opportunities. In 2009 President Barak Obama put in a community college initiative to increase the college graduate level in the United States. In an article titled “Obama Plans Community-College Initiative”, Obama told reporters that twelve billion dollars was going towards community colleges. The goal of the initiative to have more college graduates than in recent years and to also put the United States number one in college graduates.
The results of inclusive education can seem somewhat vague; however, there are definite positive effects. Students with severe disabilities gain skills from their typically developing peers. These skills they learn can lead to higher achievement and lower rates of unemployment for those with disabilities (Thousand & Villa, 2000). A study by West, Wehman, and Wehman (2005) demonstrated that individuals with disabilities who participated in a Best Buddies program typically benefitted from “higher wages, benefits, long-term retention, and employer and consumer satisfaction” (p.
Every day in America, a woman loses a job to a man, a homosexual high school student suffers from harassment, and someone with a physical or mental disability is looked down upon. People with disabilities make up the world’s largest and most disadvantaged minority, with about 56.7 million people living with disabilities in the United States today (Barlow). In every region of the country, people with disabilities often live on the margins of society, deprived from some of life’s fundamental experiences. They have little hope of inclusion within education, getting a job, or having their own home (Cox). Everyone deserves a fair chance to succeed in life, but discrimination is limiting opportunities and treating people badly because of their disability. Whether born from ignorance, fear, misunderstanding, or hate, society’s attitudes limit people from experiencing and appreciating the full potential a person with a disability can achieve. This treatment is unfair, unnecessary, and against the law (Purdie). Discrimination against people with disabilities is one of the greatest social injustices in the country today. Essential changes are needed in society’s basic outlook in order for people with disabilities to have an equal opportunity to succeed in life.
