The objectives of this proposal is to establish why the Johnson County Sheriff’s Office would benefit from a K9 Unit. First and most importantly a K9 would aide in safeguarding our citizens. This would be achieved by an increase in drug seizers and arrest from our local streets and communities, tracking violent offenders, and potentially missing persons. Furthermore, a K9 would increase the safety of our deputies during the course of their duties. The K9 can also be utilized, build rapport with the community through community policing events.

Universal K9 started as a, for-profit company, in 2010 but quickly realizing the greater mission. In early 2012 Universal K9 started saving dogs, training them and donating them to Law Enforcement Agencies nationwide! Universal K9s program is a triple win, saving dogs, to help law enforcement protect our communities all while saving taxpayer dollars. To date, Universal K9 has saved and placed hundreds of fully trained police dogs making the success of this program more than any other non-profit in this space. Unlike other programs, “Universal K9s courses are APPROVED by the State Approving Agency making our training a step above any other Law Enforcement K9 training organization in Texas.”

Brad Croft is the Operations Director for Universal K9.
He is a firm believer in training rescued shelter dogs. Brad says it doesn’t matter the breed, sex or size of the dog, all dogs that have will to work can and will be successful. Brad stated there is no need to spend 10’s of thousands of dollars to get a quality K9 from overseas when we have quality dogs in the US. Brad and his team at Universal K9 have saved thousands of dogs from kill shelters and have produced quality working dogs for Law
Enforcement. One of the greatest aspects of Universal K9 is their Military Veteran program. Universal K9 and The Department of Veteran Affairs have come together allowing veteran’s use their GI Bill to attend the handler’s course. At the end of the course, the Veteran will be given a single purpose K9 for free. If the Veteran is active Law Enforcement they will be eligible to receive dual purpose K9 for free. Universal K9 has been covered by multiple news agencies; CBS, ABC, and local news outlets in San Antonio. Universal K9 is an accredited TCOLE school and is also promoted by CLEAT. Universal K9 has successfully trained and placed quality K9s in 75 Law Enforcement agencies in Texas alone. Most of the K9’s that are selected from shelters are Pit bulls and mixed breeds. Universal K9 makes it part of their mission to change the public’s perception of Pit bulls. Universal K9 has trained and placed hundreds of Pit bulls and mixed breeds to Laws Enforcement agencies across the country. All Pit bulls and mixed breeds are trained to be single purpose K9’s in narcotics, bomb detection, or search and rescue. For dual certified K9s that are trained for bite work, Universal K9 only train Belgian Malinois, Dutch Shepherd, and in some cases German Shepherds. These K9s will be certified in bite/narcotics or bite/bomb detection. All K9s go through a selection process to ensure quality and drive. The K9s go through a medical screening where it will receive its full line of shots and immunizations. The dogs will also go through a temperament evaluation. Before the animal is placed with the handler, it goes through 6 to 8 weeks of training for what the K9 will be used for. All dogs are trained in plain English commands and are taught to be passive alerting. If the K9 is dual purpose it is taught the bite and hold method. After the dogs training, it will be donated to the handler for free. When the new handlers class starts, handlers in training will be given the dog that was trained before they arrived. The dog and handler will be training with each other for the 2 full week handlers course. (The course curriculum is on a separate page.) Universal K9 backs all of their dogs fully. If the dog dies due to sickness, they will replace the dog for free. If the dog needs extra training for whatever reason, they will do it for free. Also if the dog for some reason doesn’t fit the agency for whatever reason, the handler can request for a replacement dog for free. Certifications for the K9 are for one year and Universal K9 does recertification for free. In my personal opinion, Universal K9 has their hearts and minds in the right place when it comes to giving agencies a good quality K9. Their efforts for saving and repurposing dogs for Law Enforcement and Military shows me they truly care about us and the dogs.
The Thompson Valley Police Service is seeking to double the number of police recruits over the next three years. In an attempt to attract more applicants, the newly appointed Police Commissioner, Commissioner Jason DeVillain is proposing two key changes to the current selection process. Firstly, Commissioner DeVillain is proposing to eliminate the requirement for partial or completed tertiary education. Secondly, it is being proposed that psychological testing should be removed from the selection process. As a research and policy officer for the Thompson Valley Police Service, the validity and likely impact of the above two proposed changes will be investigated thoroughly, followed by recommendations to Commissioner DeVillain to ensure the selection process is as effective as possible in selecting the most suitable candidates for the new police recruits. The role of a general duties police officer is broad in nature and requires the officer to be efficient in many areas, ranging from administrative duties to conflict resolution and problem solving. Well there are many different kinds of K9 units, like patrol dogs, narcotic dogs, arson detection dogs, and explosive detection dogs. Plus K-9 units have two helpful new technology pieces to help then protect there canine partners.

Dogs have impacted the lives of 44% of American families and homes. People use dogs for much more than just a family friend. Dogs are used for special needs, assisting police, and hunting and tracking. Dogs should be appreciated and never taught to fight or be neglected. Dog fighting is unethical because man’s best friend shouldn’t have to fight for their lives.
...es to all of the other dogs in the world. In a country proud of our diversity and freedoms, we should be granting dogs the same lives. They deserve that diversity in what breeds they are mixed with and the freedom of a life outside of the bars in a shelter. Do your part and give a dog the life it deserves.

This paper will show four different police departments that are currently hiring or recruiting for police officers. There will be a summary on the research found on the process used to recruit police officers. It will also show their current hiring trends and what hiring practices they have that are successful or not successful. The paper will also go over the different methods departments use to train their new officers and their values.
There are many breeds of dogs to choose from some of the most common are golden retriever, German shepherd, and Labrador retriever. Many people can pick almost any breed they are looking for though. The common breeds I pointed out are used because of their intelligence, willingness to work, and their mobility. The dogs that help are really filling a hole that these people have.

Their focus is not only to solve crimes but to interact with the people in their neighborhood, establish a rapport with them. Community oriented policing has been around for over 30 years, and promotes and supports organizational strategies to address the causes, and reduce the fear of crime and social disorder through problem solving tactics. The way community policing works is it requires the police and citizens to work together to increase safety for the public. Each community policing program is different depending on the needs of the community. There have been five consistent key elements of an effective community oriented policing program: Adopting community service as the overarching philosophy of the organization, making an institutional commitment to community policing that is internalized throughout the command structure, emphasizing geographically decentralized models of policing that stress services tailored to the needs of individual communities rather than a one-size-fits-all approach for the entire jurisdiction, empowering citizens to act in partnership with the police on issues of crime and more broadly defined social problems, for example, quality-of-life issues, and using problem-oriented or problem-solving approaches involving police personnel working with community members. Times have changed; crime has evolved into a multifaceted issue with deep seeded roots. Today, law enforcement officers have additional responsibilities with greater expectations. It is no longer just about bravery, but about the ability to make complex, legal decisions in the midst of danger and chaos. Officers are now required to complete many hours of training regarding detention, arrest, search and seizure, emergency vehicle operations and defensive tactics. Officers are trained to investigate incidents involving domestic violence, sex offenses and crimes against children.
To conclude, Community policing represents a major development in the history of American law enforcement, but the extent to which this approach is a success and dominates contemporary policing remains a source of debate. In my point of view, community policing is good for communities. It has challenged the traditional concept of the police as crime-fighters by drawing attention to the complexities of the police role and function. In addition to the police officer hard work; citizens can also make a difference and contribute to make neighborhoods a better place to live. For instance, citizens can hold community meetings to talk about concerns and agree on solutions help organize healthy activities for children in your neighborhood, join or starting a neighborhood crime watch program, and talk to your community police officers and share information and concerns.
