In the performance of any chief’s style, there is always advantages and disadvantages. In the administrator and top cop style, these types stress more on the internal role which is an advantage due to the fact they do not have to deal with the public. The downside has multiple disadvantages. When it comes to the politician, it places much emphasis externally which isolates a chief to work within the department entirely. The statesman has the advantage of showing leadership skills as they share internal and external positions. In this case, they are not alleviated from within or outside of any law enforcement facility. The advantage of an administrator is that they are self-governing. In addition, he has greater control of the whole department. This style of person is not concerned with the politicians, the community, or anyone outside of the police department, so this is an advantage. Furthermore, he or she does not know what is going on in the political view of the community. When it comes to the top cop, this style is basically the same as that of an administrator due to the fact that they focus more on leadership skills. When an employee is referred to as a “Top Cop”, they are given admiration by the staff of the department. Of course the disadvantages can be detrimental for an officer who does not pass the satisfactorily on an examination by a field commander. Additionally, should any top cop neglect any work in management, he or she could very well become less efficient and disorganized. Another disadvantage is this style of chief will not be able to attend any meetings at any community leaders due to the fact because he or she is only concerned with activities within the department. William Bratton, born and raised in Boston, was appointed as New York City’s new police commissioner by Mayor Rudolph Giuliani on December 2, 1993. William Bratton was a leader who spent his whole life turning around low-performing, dysfun-ctional police departments. It was his specialty and it soon became his trademark. Bill Bratton hit the ground running as the commissioner of police by implementing several policies and visions that he had, that many believed would be unfathomable in policing. His goals were revolutionary and unprecedented and would not be possible to achieve if not for his incredible leadership ability. According to Alberto R. Gonzales, Attorney General in Law Enforcement Management and Administrative Statistics the NYPD is the largest municipal police force in the United States (Gonzales A. 2003). There were already existing problems within the New York Police Department that needed to be fixed. It is necessary for different ranking levels to resolve issues. For example, the “Chief” of an organization does not always have time to answer all of the little questions or deal with every issue. When there is a chain of command, the lower level employees can utilize the chain of command to help resolve issues in a timely manner. Without this structure, employees would “flood” the “chief” with all of the issues, and the supervisors will be kept out of the loop of what’s going on. Nevertheless, I believe the paramilitary structure will work in policing for the reasons, information flows up the chain of command from the street officer to the police administration and orders and commands flow down the chain to the street officer. The United States may have one of the strongest governments in the world, but every day someone special loses their life. It displays a weakness in our own government and if we want a promising future this has to change. A good step in that direction would be recognizing my policy memo. My policy memo is: Using Technology and Data to advance community policing. The focus of this policy is through funding; the government has recently funded making new technology for a better police force. This policy research memo will focus on the issue background, then the political environment, along with a policy analysis. Lastly, I will discuss my own options and recommendations on how I would implement the policy.
A common style of police leadership is a more bureaucratic style where the leader manages “by the book”, everything must be done in accordance with pre-written policies and procedures (Cordner & Scarborough, 2010). When a certain problem or concern isn’t covered by the book the leader refers to the next level for a decision. This style removes the ability of the leader to manage and forces a strict accordance to the “book”. This style can be very effective when dealing with dangerous situations which can be a common occurrence in police work.
Policy agencies go "hand in hand" with the chain of command structure and nearly all of the law enforcement agencies today are set up that way. In my opinion, the chain of command is important as it designs a hierarchy of who is running and responsible for the department. Furthermore, without a chain of command, it would not make much sense to place a new police officer in charge when he or she does not have any experience. Thus, the chain of command is designed to grow patrol officers in a way to gradually give them more and more responsibility and build experience before they are placed in a supervisory position.
There are many similarities between a police and correctional middle manager in terms of job duties, functions, and authority. According to Hess and Orthmann (2012), “The role of middle management is to turn the values, philosophies, principles, policies, and strategies into some form of action to achieve desired results” (p. 79). A middle- manager in a large municipal police department such as the Houston Police Department is the equivalent of a lieutenant.
