Teacher bullying is defined as a pattern of conduct, rooted in a power differential that threatens, harms, humiliates, induces fear in or causes students substantial emotional stress (McEvoy, 2014). Teachers who bully students have usually been bullied by former teachers. Teachers who bully their students do so because the building they are in does not have any protocols in place to discourage it. As a leader candidate, I can understand the challenges and multiplicity of complications that administrators must face each day. However, I will not accept any remote possibility that the students must be affected by some flaws of the school organization. We all as leaders, must be strategic with people, time, and money to guide our students towards an academic success.
Leading organizations of school administrators offer educators various opportunities to encourage educators to become leaders. No Child Left Behind Act of 2001 (NCLB) has mandated that leaders be better prepared for the task of providing quality education to all. NCLB “… is forcing all educational stakeholders to face the weakness of contemporary school leadership and is making it impossible to ignore the need for higher quality principals” (Hale & Moorman, 2003, p.1). It is believed that all educators can be and are leaders in their own right. A leader is a visionary and has the ability to inspire others to aspire to greatness. Of the numerous opportunities that are offered, those that are most beneficial include but are not limited to leadership training programs, professional development, and creating shared leadership opportunities for teachers to become leaders. The systems “…that produce our nation’s principals are complex and interrelated – and governed by the states. Each state establishes licensing, certification and re-certification” (Hale & Moorman, 2003, p.1). States use the ISLLC standards “…as the framework for preparation programs and in service professional development of school superintendents, principals, and other leaders” (Hale & Moorman, 2003, p.3).
According to standard two of the Professional Standards for Educational Leaders (2015), educational leaders should act with integrity, fairness, and in an ethical manner to promote the success of every student. In the scenario, a new assistant superintendent in a school district is head of curriculum and instruction. The school district services 15 schools, 12 elementary schools and 3 junior high schools. The assistant superintendent has prior experience in a previous school district with curriculum and instruction, but seemed much happier in the new district’s atmosphere. To be able to do this the principal needs to make the decisions that supports his/her school. Principals need to be role models and responsible decision makers. Policies and procedures need to be updated regularly and should be reviewed by multiple parties.
School administrators are important in setting the path for a successful school (Glickman, et al., 2014). The principals could play a dynamic leadership depending on how they exercise their beliefs of the organizational and social environment (McNair, 2011). The principals are the primary facilitators for developing the foundations in learning that will last, to manage the student’s performance at schools, and seeking the improvement at school that will cause great impacts in school‘s education (Gordon,1989). In the recent years in the U.S., education has change in a more cultural diversity population, it is imperative that school supervisors, are trained to encounter this cultural issues, but also assisting others with the opportunities to develop appropriate abilities to deal with different cultures (Glickman, et al., 2014).
In today’s society many school officials are being sued in the court of law. It is very important for educators and administrators to understand the legal duties and responsibilities they face. School is to be a safe place for parents to send their children and it is the duty of the teachers, administrators, and personnel to make sure this happen. Many liability issues deals with school safety, unintentional torts, liability and negligence, supervision duties, FERPA, and student record confidentiality. In our school district there are many preventive measures to curtail the need for lawsuits. According to the Arizona Professional Administrators Standard 2, the administrator facilitates the success of all students by understanding, responding to, and influencing the social, cultural, and legal aspects of the community (APAS, 2010).
Bullying has been a part of schooling for as long as children have been congregating. To some it seems like a natural, though uncomfortable, part of life and school experience, while to others it can mean terrifying experiences which spoiled and characterized otherwise happy years in school. Dan Olweus, a pioneer in bully behavior research documented that 2.7 million children are affected as victims, and that 2.1 children act as bullies (Fried, 1997, as cited in Aluedse, 2006). With bullying cited as the reason for violent, gun-related crime in the past few years, school districts as well as national governments have put anti-bullying policies in place. Bullying is a complicated phenomenon, involving more than one child demanding lunch money from a smaller child. It is a worldwide epidemic hitting schools everywhere. Virtually everyone has seen or experienced bullying. With technological advances, bullying is even hitting the internet. Parents, teachers, students and governments agencies alike are attempting to put a stop to bullying practices.
The first tier and arguably the most important is the students. Students should have an expectation of how to treat others and feel comfortable telling a teacher if there is a situation they need help with. Teachers should look out for early signs of bullying and think of an effective strategy to stop it. Personally, I believe that ‘team-based’ learning is the most effective method of reducing bullying. By creating a team atmosphere, students should be more encouraged to work together and give each other support to achieve a common goal. Offering incentives for everyone to perform well could distract students who are likely to bully their classmates. Next, administrators carry the important task of monitor student behavior trends and implement school policies to combat bullying. My suggestion for administrative policy against bullying is the ‘zero-tolerance’ method. Bullying in any form is unacceptable and should not be allowed on school
As the leader of a school, it will be my responsibility to ensure that all students have the opportunity for a quality education in a safe learning environment. In meeting this responsibility, I feel that it is imperative to not only be concerned with the academics of a school, but to also focus on the creation or sustaining of a school that is ethical. When talking about being the leader of an ethical school, I am talking about being the leader of a school where the administration, teaching staff, clerical & custodial staff, students and parents engage in ethical behavior on a consistent base. Their ethics should be the principles that guide them in making the right or proper decisions.
The entire community plays an essential role in the growth and development of children within our community. As a school leader, building an inclusive school culture that is open and friendly to all stakeholders using a variety of effective methods is crucial. There is no magic formula to incorporating a positive school culture, much depends on the leadership of the campus. The leadership on campus cultivates the climate providing support and respect for everyone invested in the student’s education.

Bullying does not have a standard definition. Bullying can be anything from calling someone else names, beating them up just for the fun of it, to texting or messaging them on the internet or any mobile device. Any person can be the victim of bullying, not just children. Bullying causes many issues, physically, emotionally, and mentally, not only for the victim, but for their entire families as well.
