The policy making process in CA plays an instrumental role in the prosperity and quality of life that exist today, and will exist in the future for CA. Public policy can be defined as a public response to public problems. It’s what the government says and does about these problems. Policy is when government and nongovernmental agents work together to create solutions for the public at large. The policy actors are formal, as well as informal; they are individuals or groups, which bring about the influence needed to implement public solutions.
There are numerous issues within CA that are increasing the strain placed on the policy making process. The biggest challenge CA faces in the next few decades is meeting the needs of a growing population. It is estimated that by 2020 CA’s population is going to expand to surpass 45 million people. How is the policy process going to create an infrastructure to accommodate the needs of a not only an expanding, but also a largely socially diverse population? There are going to be strings pulled in so many directions, that the policy making process is going to have a very difficult time efficiently making decisions to deal with pressing problems. And, the scary part about all this, is the fact that the policy making process is basically a game.
Policy actors are using every means possible to get the results they want, and they aren’t necessarily representing the public interest. They have strategies that they use to maximize their interests. The essential skills needed are bureaucratic knowledge, networking (or access to individuals within the bureaucracy), an understanding of the size of constituency, money for political contributions, and the resources to mount a media driven campaign. But ever all this isn’t enough; they also need to know all the rules and the culture of the policy environment.
The strengths of the policy making process are few, but worth mentioning. One of the strengths of the policy making process lies in the Executive Branch. This justifies the idea that we the voters aren’t the ones who make the decision. If the person we voted for doesn’t win, we are left our of the policy making process even more than ever.
In California, we are often times seen as separate from the Nation, “given its huge population, its breathtaking diversity, its historical independence, and its immensely powerful economy” (Michaels and Walters). Our legislature is extremely powerful, in not only state, but also national and international affairs. However, the power of the state isn’t being used to its greatest advantage. It’s being used by the elite, by the politicians, and the lobbyist. Money is the main concern of the Capital, what is gained, and what is lost by interest groups pursuing their goals, and the money that they donate to politicians to secure access and favorable votes. Being that CA has the 5th most powerful economy on the planet, I think it’s time that some of this power is used to reshape our policy process to better represent the people, not the interests.
The legislative branch of America helps create the laws or legislation. Ideally, it works to create a society that is safe for all members. The State of California like the federal government has a bicameral legislature, in other words, composed of two chambers. The upper chamber is called the senate, while the lower is called the assembly. A unique process for the state level is that it allows for the initiative. This process circumvents the state congress and can create laws without their aide. In the state of California, every ten years, following a US census, which collects demographic information, state legislators draw redistricting plans for itself, California seats in the US House of Representatives, and the State Board of Equalization. There have been attempts to create a “non-partisan” redistricting commission, but this has been turned down by voters numerous times. Proposition 14, 39, 118, and 119 were all turned down by voters to create a non-partisan districting commission. Every decade a large portion of the state congress’s energy is spent on redistricting. In fact, two of the last four censuses, Supreme Court has had to step in to break a deadlock. In 1970, Ronald Reagan, a Republican, vetoed all together the Democratic redistricting plan. The Supreme Court had to step in and created its own plans for California to follow. Then in 1981, Democrats proposed redistricting as well as congressional delegation redistricting. The Republicans stopped this by adding referendums to the state ballot. Because it was too close to elections though, Supreme Court overturned these referendums in 1982. In 1984, they officially passed the new redistricting plan which was very similar to the original plans.
California's education system is in dire need of reform, providing adequate funding to education has been a problem for decades. The “Golden Moment” in California took place in the mid twentieth century. During the governorship of Pat Brown, a Master Plan for higher education was adopted. This plan passed in 1960, it created a three tier system and aimed at providing universal access to higher education for all Californians. It was an innovative system that brought prestige to the state and helped manage the needs of the rapidly growing state population. The growth in population was fueled by the idea that California was the land of milk and honey but this influx caused property values to rise and consequently property taxes were hiked. California voters have the ability to use the initiative process to implement policy. While this is a unique aspect that allows Californians direct control in governance, it can make it difficult for the state government to provide enough funding. Among the legislation pushed by voters has been Proposition 13, it continues to have long lasting effects that impact tax revenue and budgetary decisions.

The policy process is a long process that involves many steps and participants that deal with issues related to crime. Once the issues have been addressed and the policy has been created the policy then governs the criminal justice system. Some of the participants involved with the policy process are federal, state, and local government. The federal, state, and local governments all have roles in the development and implementation of the criminal justice system. Some of the roles of the federal and state governments are similar and others differ.
