There are several theories that examine an organization and it’s approach to managing work in an effort to develop efficiency and increase production. Two classical approaches to management are Taylor’s scientific management theory and Weber's bureaucratic management theory. Both men are considered pioneers of in the study of management.
Taylor’s scientific approach is based on the planning of work to achieve efficiency, standardization, specialization and simplification. Factories are managed through scientific methods and productivity is increase through a mutual trust between management and workers. Weber's bureaucratic approach embellishes the scientific management theory and focuses on dividing organizations into hierarchies, establishing strong lines of authority and control. Weber believed that organizations are accountable to and part of a broader the social order.
With Taylor’s scientific approach decisions are based on science or exact measurements. Estimations made according to convenience are inaccurate and inefficient. Each job is broken down into smaller functions, intern analyzed and timed to the tenth of a second. Through the use of scientific method the best possible way to perform a function is established and put into practice until a time comes when a better method or tool is devised.
Similarly in Weber’s bureaucratic approach, organizations are divided into different echelons with each varying in its degrees of influence. Although there are some differences among bureaucratic and scientific management theories, in actuality, they both share a deliberate and detailed approach towards improving an organization’s efficiency and effectiveness. Dissimilarities seen in these approaches may be due primarily to their points of reference. Where the scientific approach focuses primarily on maximizing the efficiency of work, the bureaucratic approach’s concentration is directed on the structuring of the personnel within the organization. Although there are weaknesses in both management theories time has shown each to be successful models. These two classical approaches to management complement each other and lend well to large organizations. Both theories have been universally adopted and adaptations of each are in practice today.
Max Weber, German sociologist, social theorist, and economist, explicated the theory of bureaucracy in which he details the monocratic bureaucracy “as an ideal form that maximized rationality” (Bolman & Deal, 2008, p. 48). He provided his most complete exposition of theory in his 1922 tome Economy and Society (Casey, 2004). This classic form of bureaucracy is characterized by the following (a) well-defined official functions; (b) specialization of function; (c) clearly defined hierarchy of offices; (d) rules governing performance, which require training to administer; (e) impersonal treatment of clients, in that all are treated equally; (f) merit as the basis of promotion or appointment; (g) compensation based on rank; (h) separation of personal and company assets and interests; (i) discipline and control of daily work; (j) files and record keeping for decisions, acts, and rules (Bolman & Deal, 2008; O’Connor, 2011). There are numerous shorthand versions of Weber’s theory including Harmon and Mayer (1986) in Organization Theory for Public Administration and Heady (2001) in Public Administration: A Comparative Perspective (O’Connor, 2011).
Scientific management was proposed by Frederick Taylor who believed that worker “could be retooled like machines, their physical and mental gears calibrated for better productivity.” In others words if a company develop a standard method for performing each job, train workers on those methods, and plan their work for them then production would be more efficient and effective. This perspective explains why McDonald 's employees are like robots. Everything is timed from start to finish in order to provide faster service. Max Weber 's hierarchical structure or bureaucratic organizations approach can be seen in McDonald 's structure. This perspective states that advancement in the company is not based on who you know but on what you know. There are certain positions established that people usually have to work from the bottom in order to prove that they have to the skills in order to move to a higher position. The administrative principles by Henri Fayol focuses on Unity of work, division of work, Unity of direction, and scalar chain. This perspective also apply to McDonald 's because usually there is only one manager on duty for the day. Taylorism is a system that was designed in the late 19th century, not only to maximise managerial control, but to also expand the levels of efficiency throughout workplaces. With this being said, productivity levels increased and fair wage distribution was the main result. However, with other, more recent theories and systems, such as Maslow and Herzburg’s theories, these helped to focus on the satisfaction and motivation of the workers rather than the concern of managerial control and empowerment. Fredrick W. Taylor ended up developing 4 main principles to help increase the work efficiency and productivity in workplaces; these will be discussed later on. Other theories relating to this include, Fayol, Follett, Management Science Theory as well as Organisational-Environmental Theory. All theories listed have an influence on the way businesses work effectively and put their skills to action. Weber believed that bureaucracy created stable, and predictable actions and outcomes because it allowed organizations to work in a rational manner, like a machine, and helped account for the fact that humans had only limited intelligence. Though Weber discussed the perfect model of an organization, bureaucracy allows for even imperfect organizations to function in a more reliable and predictable way because it’s structure controls how individuals behave.

Today’s era of business world adapts to everything new but these modern concepts are an indirect tribute to the theories produced by Taylor, Fayol, Mayo and Weber. The concept of scientific management is based on the idea that work could be studied to increase efficiency, and specialization. Economist Adam Smith changed the way the world looked at the economy and organization. In his essay, “Of the Division of Labour,” Smith emphasizes the importance of specialization, and how division of labor leads to specialization. He states that this would allow a worker to be more productive and efficient (Shafritz, Ott, & Jang, 2011, p. 41-45). Frederick Taylor thought that changes in the work process and/or rules would advance efficiency and productivity. He originated the scientific management approach in public administration. It was based on the idea that work processes should be observed via experiments which would greatly improve productivity. There are three well-established theories of classical management: Taylor?s Theory of Scientific Management, Fayol?s Administrative Theory, Weber?s Theory of Bureaucracy. Although these schools, or theories, developed historical sequence, later ideas have not replaced earlier ones. Instead, each new school has tended to complement or coexist with previous ones.

This has led to the formation of a new perspective on management that is called general administrative theory. The theory we are focusing on was developed by a German sociologist named Max Weber. According to him, bureaucracy is the most efficient method of organisation. What is bureaucracy? Moreover, the paper will discuss various ways research can contribute to theory; and try to explain how the theory adds or may add to our understanding of management field. Finally, this paper will discuss and analyze literatures on two areas of controversy or unanswered questions related to the theory.
