The Tallatoona Head Start Program has designed a system to ensure health, safety, dental, and nutrition services that are fully tracked through a process of referrals, follow-up and treatment measures. Our program ensures that our parents are full partners in determining their child’s health status. In collaboration with our parents an opportunity will be provided to make a determination of their ongoing sources of continuous health care. Tallatoona has also established a Health Services Advisory committee inclusive of parents, professionals and volunteers from the community. Within 45 days of entry into the program, each child receives a hearing, vision and medical home and by the time the child has been in the program for 90 days he or she will have had a dental exam by a certified medical provider. Advance authorizations are required or written parental consent is obtained prior to conduction of any screening; the consent must be received during the initial intake process or upon entry into the program. If the child fails the first developmental screening, within 2 weeks the child is re-screened. My first observation was at Head Start. I talked to Tracey Claflin about some of the principles they use in their program and how they use them. I wasn’t able to observe the children directly because my TB skin test results came up positive. Tracey explained to me that because my results were positive I couldn’t meet children or be in the same room as the children. Due to this, I had to make some arrangements to instead speak with Tracey about some principles she has seen and that they follow. I met with her for an hour discussing the principles and how they were used in the Head Start program. One of the principles she said was highly important for Head Start was principle number 2. She explained that when there is enough time and opportunities to spend time with a child individually the caregiver puts full attention on one child. She explained that they like to focus attention on a child throughout the day so that the child doesn’t feel left out. She says that alone time for a child with a caregiver is usually tummy time. They allow the infants and toddlers to roll around and look at the carpet designs. Tracey explained to me how they asses each child through this quality time that the caregiver and the child have alone. This quality time the caregiver has with the child is important,

There is a problem in Texas impacting children’s futures; many childcare centers and homes are not providing children with quality care. In an article about cost and quality in Texas childcare, child development experts Susan Eitel and Joyce Nuner quote a study stating “that [nationally] only 10% of infants and toddlers are in high quality [childcare] programs” (34). The term ratio describes the number of children one caregiver is watching. This number is one of the major factors in the quality of a childcare program. Organizations such as the National Association for the Education of Young Children know as NAEYC release recommendations regarding ratios and accredit programs based on their compliance. Childcare centers and homes must comply with certain minimum standards enforced by Texas regarding ratios; however, these standards often set the bar lower than recommendations made by these early childhood experts. The current standards in Texas do not ensure that all young children receive quality care; for this reason, the Texas Department of Family Protective Services should strengthen the minimum standards regarding ratios to better regulate the quality of care children receive.
Wolfson’s also established THE PLAYERS Center for Child Health which “focuses on health and wellness, childhood injury prevention, healthcare access and community education.” Wolfson Children’s Hospital and Nemours Children Specialty Care established Jacksonville’s Bright Start Program in 2014 and incorporated early childhood literacy into the program. This program provides computer links and information for parents for reading success for our children. One of the greatest ways and organization can give back to the community is through education, support and medical care, especially to the youth. Wolfson’s participates in community health needs by assessing areas of “childhood obesity, access to health foods, access to vision care and youth head injuries and concussions” and in addition works with many organizations to educate and bring awareness to the community and region concerning different medical conditions. Wal-Mart/Sam’s Club- as a means to provide some comfort and relieve stress and/or anxiety, built a media center inside Wolfson Children’s Hospital as a gift to the families that are admitted there. In order to give children a positive start to life health visitors can offer advice and support by using the Healthy Child Programme (HCP) which can take place within a home or community environment. This programme offers families a range of services including screening, developmental reviews and support on parenting and making healthy decisions. Children who participate in quality early learning programs tend to be more successful later in school. They are also most socially and emotionally competent. In addition those children show higher verbal and intellectual development during early childhood than children who do not participate in early learning programs (A Parent’s Guide to Choosing Quality Child Care). In order for a child care center to be a quality center they must have an educated staff, a program accreditation, and good health and safety practices. Parents choose high quality child care for many reasons. These programs prepare children for school in which they gain intellectual and social skills. Also the programs are a good opportunity for children because they receive age-appropriate learning materials and activities to let the children learn and grow.
Head Start does an adequate job at meeting the needs of children in the manner in which it was originally founded. The Head Start program is not bad and should not be done away with. But, from what I have learned through this study, amendments could be made to increase the longevity of the desired results. In this paper I will discuss the Head Start program. How Head Start has succeeded. The way it attempts to influence children’s behaviors. I will also discuss some of the shortcomings of the Head Start program and ways to make the program more effective.
In January of 1964 Lyndon B. Johnson declared “war on poverty” in a state of the union speech. His dream for a better America came with the greatest prosperity of the post war years. The nations GNP was up, unemployment was down and disposable personal income was at an all-time high. As the baby boom generation aged more American’s than ever would enter the work force and it was imperative that the county develop some a plan for its growing nation. As part of Johnsons war on poverty he create the idea of a “great society” in which ground rules where laid out for programs that the president was sure would help the nation. Johnsons first ever reference to the great society came in a speech directed toward students at the Ohio University in Athens where he proudly boasted “and with your courage and with your compassion and your desire, we will build the great society where no child will go unfed, and no youngster will go unschooled”. Johnson was dedicated to this ideal of a new society, together with Sargent Shriver, he worked on developing a committee of civil rights activist. He also arraigned a team of sociologist, psychologist and pediatricians including pediatrician Dr. Robert Cooke of John Hopkins University. Johnson and his crew worked rigorously to develop a program to help America’s children overcome the obstacle of poverty. The name head start was chosen as a representation of the gap that is ever present between middle class and lower class children academically and the ideal that this program would give underprivileged children a much needed head start on education and over all wellbeing.

Previously, interview procedures were conducted on any client, regardless of background differences. Overtime it was noted that hearings were not fair to children due to them lacking the ability to follow and understand these interview procedures. Following the mandated 3:1 rule for daycares, there is three children per nurse or care partner. This model allows for cost-effective personalized health care for each child, while preventing the occurrence of burn out in caregivers. Caregivers are responsible for feeding, cleaning, changing, and playing with the child. However, their tasks may change based on the age and diagnosis of the child. Each day a speech, occupational, and physical therapist visits the child in order to deliver the required therapy, gauge the child’s developmental progress, and create draft care plans for future care. This setup enables the children to achieve their developmental milestones while acquiring new skills to lead independent lives. While walking through the front gates of County elementary school, you see children of all ages playing while they wait for the school bell to ring. Walking to the classroom that I will be observing you see students with their parent’s line up waiting to get signed in. The students are to be signed in by a parent or guardian for safety precautions, and shows that the child was signed into school. As a visitor, I am to sign myself in, this shows I was in the classroom, at what time was I there, and reason for visiting the classroom.
