The primary mandate of this analysis is to address the issue of anti-poverty programs and policy overview from a progressive point of view. Poverty has been noted as one of the risk factors that causes serious problems in the lives of both the children and their families. The sole purpose of the anti-poverty programs is to fight poverty and give the poor and low-income earning families a chance to live a comfortable life or at least enjoy similar opportunities like the rest of the society. A good example of an anti-poverty program is the Head Start program that was started by former U.S President Lyndon B. Johnson in his intense fight against poverty.

Initially, the people were reluctant to support any policies that had the object of helping the poor, such as the one that emerged in the twentieth century. Currently, the policy makers have increasingly supported the policies from the government. However, the policies have again shifted within the past few decades from poverty eradication to asset building (Shanks, 2014). Poverty has been noted as a major cause of problems in society, especially among the youth and the children. The purpose of anti-poverty programs is to help individuals in need to be self-sufficient by providing initiatives that will help in the eradication of poverty. A good example of the anti-poverty program is Head Start, which was started by former United States President Lyndon B. Johnson. The public’s perception of anti-poverty programs have positively evolved, especially in the last two decades where they have gained more support. When one thinks of poverty often the mental picture that comes to mind is of single parent welfare, dependent, women and unemployed, drug-addicted, alcoholic lackadaisical men. The children are often forgotten. The impact of poverty, the destruction of crime and stigmatization of the violence on the children is more devastating and irreversible than the miseducation and illiteracy that most often companies poverty. The implication is not the poverty can not be overcome but that the cycles of teenage pregnancy, welfare dependency, and dropping out of high school continues and are hard to break. The badges of poverty are just as addictive and capitiving as any disease such as alcohol or drugs.
There are multiple causes of why a family or individual can fall into poverty, which includes but is not limited to, disability, unemployment, age, and recessions, as we have seen through the 2008 recession and the Great Depression. Throughout this paper, I will address poverty as a social problem and its causes. I will also focus on how children and family households headed by single mothers are affected by poverty, and how Temporary Assistance for Needy Families came about to help children and families in poverty. Before we can explain the causes of poverty, one must first define what poverty is. If you were to ask someone for their definition of poverty, you would get several different definitions.
One of the main causes of poverty is a lack of money. There are some families that do have at least one person employed in the household but the money earned is not enough to provide for the family. Tough decisions such as paying rent buying groceries become a daily challenge for struggling households. Those living in households headed by people with no high school degree are the most likely to enter poverty. Limited options in the job market make it hard for those without degrees the ability to find jobs that will pay above minimum wage. Many Americans earn less than the nation’s median income which hinders most Americans from living a life free of hunger. Children who grow up in poverty suffer more persistent, frequent, and severe health problems than do children who grow up under better financial circumstances. Children of poverty are at an extreme disadvantage and cycle ends up repeating itself until the pattern is somehow
meeting educational, health, social service, and parental needs. “Head Start also wants to help bring about a greater degree of social competence in these children (Mallory and Goldsmith, 2002).” The program has met a goal of impacting child development and day care services, and the increasing availability of services offered to low-income families and their children (US Department of Health and Human Services, 2002).
Everyone knows what the word poverty means. It means poor, unable to buy the necessities to survive in today's world. We do not realize how easy it is for a person to fall into poverty: A lost job, a sudden illness, a death in the family or the endless cycle of being born into poverty and not knowing how to overcome it. There are so many children in poverty and a family's structure can effect the outcome. Most of the people who are at the poverty level need some type of help to overcome the obstacles. There are mane issues that deal with poverty and many things that can be done to stop it.
The Head Start program was created to address this shortcoming that some children face and to catch them up with their more advantaged peers. (Garces, 2002, p. 999) Head Start was originally designed to provide a nurturing environment that would provide children with preschool education, positive social interaction, and nutritious snacks and meals to help compensate for the lack of those things in the children’s lives.
Many people in the U.S. believe poverty is a major issue in other countries but fail to realize that there are high poverty rates at home as well. When looking at poverty there are many age groups that are affected at different levels, and one of the age groups that is dramatically impacted is children under the age of 18. This age group is specifically a sad one due to the fact that they cannot rely on themselves to get out of poverty. This results in many struggles for children and relying on programs and organizations for the help that they need. The idea of the federal government’s measurement of US poverty was developed by one single person. This idea was developed by Mollie Orshansky in the early 1960’s. Poverty was first determined by the amount of food families received (Author). Poverty on the national level is said to be caused by education, health, and crime (Author). “Impoverished families tend to have less education, more health problems and less access to nutritionally adequate food” (Author). The author in from the US poverty article argues that one is more likely to achieve a more secure economic future when they have a more advanced education (Author). Skills and knowledge are needed for any job or career. When it comes to health influencing poverty, this is meant that poor people don’t often have the opportunity to get medical assistance. This leads to them being at higher risk for disease and mortality rates, which therefore makes their income lesser and economic future less bright (Author). There are many government programs that were made to help the poor. They include but are not limited to: Head Start, Medicaid, SNAP, WIC, Job Corps, National School Lunch and Breakfast Programs and Family Planning Services
In January of 1964 Lyndon B. Johnson declared “war on poverty” in a state of the union speech. His dream for a better America came with the greatest prosperity of the post war years. The nations GNP was up, unemployment was down and disposable personal income was at an all-time high. As the baby boom generation aged more American’s than ever would enter the work force and it was imperative that the county develop some a plan for its growing nation. As part of Johnsons war on poverty he create the idea of a “great society” in which ground rules where laid out for programs that the president was sure would help the nation. Johnsons first ever reference to the great society came in a speech directed toward students at the Ohio University in Athens where he proudly boasted “and with your courage and with your compassion and your desire, we will build the great society where no child will go unfed, and no youngster will go unschooled”. Johnson was dedicated to this ideal of a new society, together with Sargent Shriver, he worked on developing a committee of civil rights activist. He also arraigned a team of sociologist, psychologist and pediatricians including pediatrician Dr. Robert Cooke of John Hopkins University. Johnson and his crew worked rigorously to develop a program to help America’s children overcome the obstacle of poverty. The name head start was chosen as a representation of the gap that is ever present between middle class and lower class children academically and the ideal that this program would give underprivileged children a much needed head start on education and over all wellbeing.
Many people do not realize that there are tens of millions of people in America who are living in poverty because they are stuck on the fact that America is one of the richest nations. People who are living in poverty barely have enough money to survive on basic necessities like food, shelter and electricity. They often have a hectic schedule filled with work, school, or other activities that they have to do in order for them to live a somewhat stable life. Unfortunately, there are others who are living in poverty that may be ill or disabled and barely able to survive even if they are receiving money to help with their situation. There are a few programs that help those in poverty with their financial problems, but they only help them to a certain extent. Changes need to be done to help alleviate the poverty rate because these people should not have to deal with all of these hardships or have such a negative perspective of life. Therefore, America can reduce its poverty by raising the minimum wage, making health care more accessible, and by making child care more affordable. These solutions will be a great start to reducing poverty and they will lead America into a brighter future.
Childhood poverty has increased to its highest point in 20 years (Holland, 2014) and become a major concern and issue in the United States. Since 2007-2009 poverty has increased 2.3 percentage points for white children and 6.4 percentage points for Hispanics (Lopez, & Velasco, 2011). The Children’s defense fund states that 1in5 children in America are poor. This increase is putting millions of children at an increased risk of injury or death (Holland, 2014). The U.S. has been fighting the war on poverty for over fifty years and there has not been much progress. Poverty is prevalent throughout the world around us. We watch television and see famous people begging us to sponsor a child for only ten dollars a month. We think in our own minds that ten dollars is only pocket change, but to those children and their families, that ten dollars is a large portion of their annual income. We see images of starving children in far away countries, and our hearts go out to them. But we really do not know the implications of poverty, why it exists, or even what we can do to help combat this giant problem in our world.
