LITERATURE REVIEW:
INTRODUCTION:
Subcontractors play very important role in the process of construction and often their work is underestimated. It is very common observation that owners hire professionals such as architects, engineers, construction managers, and general contractors. But, the actual work is performed primarily by subcontractors. The subcontractor performs the work according to the plans and specifications that are provided from the design professionals employed by the owner. For example, an electrical trade subcontractor is usually given a set of electrical plans and technical specifications designed by an electrical engineer and reviewed by the project architect. (Subcontracts and Subcontractors 2014).
Many construction companies adopt the process of subcontracting to increase their efficiency in the construction process (Ohnuma 2000). The subcontractors should participate in the safety training programs organized by general contractors to address the safety issues before the commencement of the work. Subcontractors should follow the safety guidelines of general contractor and also implement their own safety policies. Moreover, subcontractors are responsible for establishing efficient communication between them and the general contractor and other subcontractors.

The overall job description of a construction project manager is simple, they plan, coordinate, and supervise construction projects from their development to their completion. However, the job is much more demanding and descriptive than that. Construction managers must prepare a variety of cost estimates, budgets, and timetables. They are responsible for contracting out specific jobs to skilled tradesmen such as the electrical, plumbing, masonry, and carpentry work. They must ensure all work on the job site complies with city legal requirements, safety codes, and other regulations. Throughout this entire process, they collaborate hand in hand with architects, engineers, lawyers, other construction managers, and clients. As one can see, the job of a construction project manager is incredibly descriptive and requires a variety of skills, but perhaps the most important of these
The design-bid-build method is performed in the three distinct phases of design, construction and commissioning, with little overlap between the first two in particular. This process begins when an owner retains an architect to develop a design which meets their performance and budget specifications. An important note is that there is typically no constructor involvement during the design process and that the cost estimates provided by the architect are often very rough. The inherent lack of constructor input during the design process is a key weakness of the design-bid-build delivery method. In fact, constructor involvement begins following the completion of the design documents in a process of competitive bidding. The complete construction documents are made available to a number of competing contractors and the one who returns the lowest cost for responsible completion is awarded the project. The main benefit of this delivery system is that it removes any appearance of impropriety in the awarding of contracts. It has also been traditionally believed that the design-bid-build method yields the lowest possible cost. Recent successes of alternative delivery methods however, have challenged this assumption. The design-bid-build approach provides a transparent and simple to understand delivery system best suited for inexperienced owners or agencies legally bound to its use.

In both small and big projects it is vital the management of each phase from the design to the construction itself. Especially in big scale projects, such as the one this essay is based on, the management of how different companies work together in order to avoid accidents. Another key factor is the supervision of the worksite, in order to make sure each construction phases is running smoothly and if something happens, skilled people can help solving problems. It must be kept in mind that in any project companies are not allowed to save money if health and safety precautions are not applied and if the quality of materials does not match with those in the design specifications. Balfour Beatty decided to use the New Austrian Tunnelling Method because engineers identified a 25% of decrease in costs, and this can be considered the biggest mistake the company did.
