There are two key themes. Firstly, raising the profile and understanding of the issues amongst society, politicians and users by methods such as social media to support more informed legislation and processes. Secondly amendments to the legislation to make its application fairer and address equalities while also holding accountable the users of illegal substances. Better training will enable administrators to cater for the needs of vulnerable groups. If legislation remains as is the government will be harmed through loss of revenue and poor public image, and the mentally ill through demoralisation.
