A project is a temporary endeavour undertaken to create a unique product or service. They are goal oriented, have a definite start and finish time, must be done within cost, schedule and quality parameters. Projects involve the coordinated undertaking of interrelated activities (Project Management: Achieving Competitive Advantage). According to Tom Peters, “Projects, rather than repetitive tasks, are now the basis for most value-added in business”. Based on this, it is clear that projects are of utmost importance to businesses in both the service and the manufacturing industries.
These include: Project Mission – the initial clarity of the goals and general direction; Project Schedule/Plans – a detailed specification of specific individual action steps required for project implementation; Top Management Support – the willingness of top management to provide the essential resources and authority for project success; Client Consultation – communication, consultation, and active listening to all impacted parties; as well as Personnel – recruitment, selection, and training of the essential personnel for the project team; Technical Tasks – availability of the required technical Expertise
One way to provide clear description of a project is to prepare project charter. A Guide to the Project Management Body Of Knowledge (2008), “it is the process of developing a document that formally authorizes a project or a phase and initial requirements that satisfy the stake holder needs expectations” (pg.71). Preparing a project charter is the initial step for project manager to start any project. In Project charter we can describe different components of the projects. To start any project, preparing a project charter is the initial steps for project manager. Some of the essential components are described below.
Project charter is a high- level document which is created in the early stages of the project. It helps to identify the different process, schedule, budget in the plan. It involves all the high-level information about the constraints of the project. It bestows formal authority to the project manager to manage the project work. It also includes the business case of the project. On the other side, it divides the work in the project according to the category.
The WBS is a key decider of a project completion and success. As we’ve learned in class the WBS defines the project’s scope and any changes in the WBS will affect the scope of the project and vis-versa. If we weren’t provided with the detailed WBS of the project at the start, I wouldn’t know exactly how to allocate resources for each period. To think that a PM is responsible to develop a workable project WBS , using techniques like Top-Down and Bottom-Up, is very mind bottling and impressive. I’ve also learned of the importance of budget allocation. As stated earlier, I had a little bit of budgeting issues throughout the simulation. Even though I was over budget, like everybody in the class, I wasn’t too far off.
The project charter is a document issued by the sponsor that authorizes the project manager to spend the budget and apply organizational resources to the project (PMBOK, 2013). The project charter contains key information such as milestones, assumptions, and constraints (see Appendix A). Although the project charter in Appendix A does not list the end users as a stakeholder, they are still considered customers but have no influence on the project budget or project completion time.
The project manager is responsible for the overall success of the project. For instance, he / she must negotiate with the functional manager for the resources since they are always limited. In addition, they have to fight for the assigned resources whenever there are some changes of a project due to operational requirements. Furthermore, they have to take care the future of the personnel and should assign personnel to the project based on the resources acquired. Assigning staff towards a project team would be based on their experience and knowledge. Traditionally, the personnel who work on the project should report to the functional manager. It is not an easy task for the project manager to gain the cooperation and commitment of these personnel who are not directly reported to him or her. The project manager also required to negotiate regularly with senior managers regarding project priority and their commitment. All the work mentioned could lead to
Defining the project scope is identifying all the work in details that the project will accomplish in order to achieve its final goal. The work includes the activities identified in the Log frame and the activities the project team has identified that will be necessarily to support the project and all the other circumstances surrounding that delivery of the project.
