In Canada, party discipline is defined as the ability of getting support from its own political party for their leaders by using party policy (2016, Wikipedia). In a social order like ours, it is usually referred as the legislative control of the leaders have over its members. Under the system of responsible government, party discipline is the reason that gives voters ability to vote effectively (1993, Reid). Party discipline is the middle ground in between the opposition and main government; it requires consent in both sides. One is the view point constituency of each party and the other is the responsibility that the members of parliament has in voicing their opinions and votes (2006, Parliament of Canada).

favor of relaxing this constitutional convention and propose the ways it can and should be practiced through three main points. First of all, the importance of party discipline is crucial in our society because it plays two important functions: one is distinguishing the difference between the majority government and the oppositions. Being able to differentiate which party or parties is the majority and which ones are the minority will give us a presumed guess and reassurance before any law or decision is passed in the House of the Commons. The other is to provide a consistent idea in which the voters can put their hope in. With a basic idea of who is likely make the final decision or whom you can trust to make the right decision for. (2012, Kilgour) If we effectively administrate party discipline, bills will be pass with almost no interruptions and we won’t be having frequent elections or dissolution of the parliament. For the reason that the government in position won’t lose the confidence of the House after every proposal of bills. Relaxing party discipline does balance and make a more diverse decision. It’ll base more on the population’s wishes not solely on the parties’ decisions. We as citizens of Canada will have more freedom and access to participate in our governance process. First of all, relaxing party discipline would give the members of parliament more power allowing them to actually vote freely.
It was said that Canada’s MPs’ power is been minimalize completely by the Prime Minister (Kilgour, 2012 p.1). The reason for less restriction of party discipline is to give them the permission to vote according to the public and personal belief rather than under the influence of the party whip, which will result in freedom of vote for general public. The reason that members of parliament are there are that: they are the representatives of the sections; they are the voice of the people. In Canada we do not elect our MPs to be a puppet solely to be govern under the prime minister. Our country is a democratic country where there’s freedom of speech and freedom to vote. In reducing the hold on party discipline allows the governmental personnel to openly state their opinions without sparking an unnecessary controversy. Which will benefit both opposition and government in power to discuss the controversial debates and will speed up the process of decision making.
In order to let our members of parliament to have more power and saying, we will have to cut power from the party whip and the Prime Minister. In this way no one can force anyone to make a predetermined vote according to party lines rather than their personal conviction. By opening up access to hear and access more detailed report of less classified information will encourage the public to truly take part in making decision that affects Canada. To make this effective, we will have to reserve more seats in the House of Commons for the citizens of Canada and all that are interested in knowing how our governmental system works. It would also strengthen civic participation by creating a sense of community to encourage everyone to get involved and allowing them to state their personal opinions. By starting with more accessible public consultation to parties who are concerned and provide more of a direct access to governmental information will surely attract the interest of the public. Thirdly, relaxing party discipline will calm the pressure in the legislative body because everyone gets a chance to speak of what they believe and give opinion on the topic (2006, Parliament of Canada). It can also be used as a counterpart to overrule the decisions of the party’s senior officials. Also it does make the self-interest based decision less skeptic and think more of an entire group. A strict party discipline may lead to regional disparities within Canada, in another word, electorates cannot represent their ridings, therefore in relaxing party discipline will minimize such issues. It was said that Canada has the strictest party discipline in the world which explains why the MPs has so small amount of liberty (2013, Globe and Mail).
If the parties in our governmental system would openly discuss about the difference in positions and in point of views within the groups in realizing these controversies will minimize the unnecessary troubles greatly. Another possibility of improvement would be following the great examples of other countries with the Westminster governance system. For example, in countries like Australia and New Zealand have already a well-established party discipline rules that are less strict than the ones in Canada and way more effective than the ones we have. In an article, it was said that” Australian parties are considerably more discipline than those in the UK an even those in Canada, although the degree of discipline in the latter has been the subject of much critical comment. Parliamentary votes in the UK are subject to varying degrees of party discipline, with the most rigid being the so-called” three-line whip’ votes. Neither Australia nor Canada has such gradations. 2009) In conclusion, I have presented my personal point of view in which I’m in accord of on the topic of relaxation of party discipline. My three supporting opinions are: giving the members of parliament more freedom to vote and power, getting the general public involved and lastly ease the tension existing in between the parties. Party is an inevitable feature of the democracy and it is defined as ‘an autonomous group of citizens having the purpose of making nominations and contesting elections in the hope of gaining control over governmental power through the capture of public offices and the organization of the government’ (Caramani, 2011, p.220). Parties are ubiquitous in modern political systems and they perform a number of functions, they are: coordination, contesting elections, recruitment, and representation (Caramani, 2011). Political parties are the product of the parliamentary and electoral game, and party systems reflect the social oppositions that characterize society when parties first appear (Coxall et al., 2011).
Canada’s parliamentary system is designed to preclude the formation of absolute power. Critics and followers of Canadian politics argue that the Prime Minister of Canada stands alone from the rest of the government. The powers vested in the prime minister, along with the persistent media attention given to the position, reinforce the Prime Minister of Canada’s superior role both in the House of Commons and in the public. The result has led to concerns regarding the power of the prime minister. Hugh Mellon argues that the prime minister of Canada is indeed too powerful. Mellon refers to the prime minister’s control over Canada a prime-ministerial government, where the prime minister encounters few constraints on the usage of his powers. Contrary to Mellon’s view, Paul Barker disagrees with the idea of a prime-ministerial government in Canada. Both perspectives bring up solid points, but the idea of a prime-ministerial government leading to too much power in the hands of the prime minister is an exaggeration. Canada is a country that is too large and complex to be dominated by a single individual. The reality is, the Prime Minister of Canada has limitations from several venues. The Canadian Prime Minister is restricted internally by his other ministers, externally by the other levels of government, the media and globalization.
Canada is a society built on the promise of democracy; democracy being defined as “government by the people; a form of government in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system.” In order to operate at full potential, the people of Canada must voice their opinions and participate fully in the political system. This is why it’s shocking to see that people are becoming less engaged in politics and the voter turnout has steadily been declining over the last 20 years. This lack of participation by Canadians is creating a government that is influenced by fewer people, which is detrimental to the democratic system Canada is built on.

This system works better than the current FPTP or plurality system, because it allows citizen’s a second opportunity to have a voice. This is important because it would allow our minority groups to have a greater political influence. It has become widely accepted that Canada uses a first past the post electoral system. However, this system may not be in the best interest of Canada any more. There are many reasons why Canada should change its electoral system to a mixed member proportional one, a variant of proportional representation. With a first past the post system, the elected officials will always be of the majority and this excludes minorities from fair representation. Adopting MMP can create stronger voter turnouts, more personal campaigning, better individual representation, and better party selection. John Hiemstra and Harold Janson, are both in favour of a MMP electoral system. They understand that with the switch, the citizens will get more representation in parliament, their preferred choice will have some say in the House of Commons, and finally someone can be held accountable which creates a closer knit between citizens and Members of Parliament. Nelson Wiseman argues against the MMP system because he feels that there is nothing to be fixed in Canada. If the current system has been working well thus far, there is no need to change it. MMP would allow smaller parties to have their voices heard. Unfortunately first past the post tends to have an over representation of regional parties; contrary to first past the post system, MMP lets Canadians have advocates and legislators who the majority of citizens agree with. Another advantage of MMP is the elimination of strategic voting. With MMP people can finally vote for who they want to rather than choose who the majority may prefer. A change in the electoral system of Canada will create a more fair and just Parliament governing the citizens.
This essay has argued that there are many limitations that the Prime Minister is subjected too. The three most important are federalism in Canadian society, the role of the Governor General, and the charter of rights and freedoms. I used two different views of federalism and illustrated how both of them put boundaries on the Prime Minister’s power. Next I explain the powers of the governor general, and explained the ability to dissolve parliament in greater detail. Last I analyzed how the charter of rights of freedoms has limited the Prime Minister’s power with respect to policy-making, interests groups and the courts. The Prime Minister does not have absolute power in Canadian society, there are many infringements on the power that they have to respect.

In conclusion, the UK can still best be described as a two party system, provided two considerations are taken into account. The first is that Conservative dominance victories between 1979-97 was not a suggestion of party dominance and that eventually, the swing of the political pendulum will be even for both sides. Canadians generally pride themselves in being able to call this democratic nation home, however is our electoral system reflective of this belief? Canada is a constitutional monarchy with a parliamentary democracy that has been adopted from the British system. Few amendments have been made since its creation, which has left our modern nation with an archaic system that fails to represent the opinions of citizens. Canada’s current “first-past-the-post” (FPTP) system continues to elect “false majorities” which are not representative of the actual percentage of votes cast. Upon closer examination of the current system, it appears that there are a number of discrepancies between our electoral system and the Canadian Charter of Rights and Freedoms. Other nations provide Canada with excellent examples of electoral systems that more accurately represent the opinions of voters, such as proportional representation. This is a system of voting that allocates seats to a political party based on the percentage of votes cast for that party nationwide. Canada’s current system of voting is undemocratic because it fails to accurately translate the percentage of votes cast to the number of seats won by each party, therefore we should adopt a mixed member proportional representation system to ensure our elections remain democratic.
If we allow the liberals to implement their way of thinking then our nation will eventually turn to chaos and turmoil. We must stand up for our beliefs in the monarchy and the divine ruler, and fight to keep the liberals out of parliament. Our traditions will be the backbone of this nation and a depending factor of our gradual change. However, if we attempt to change the nation abruptly as the liberals may suggest, then nothing but negativity will fall among our people. All voting rights and decision making should remain in the hands of land-owners and the elite for they are the ones who were born to lead and have a better understanding of what is needed within our nation. The poor are not equipped to handle this kind of responsibility and should be ultimately left out of government without fear that their population will not be represented.
