Electoral Reform in Canada
The issue of electoral reform has become more important than ever in Canada in recent years as the general public has come to realize that our current first-past-the-post, winner-take-all system, formally known as single-member plurality (SMP) has produced majority governments of questionable legitimacy. Of the major democracies in the world, Canada, the United States, and the United Kingdom are the only countries that still have SMP systems in place. Interestingly enough, there has been enormous political tension and division in the last few years in these countries, culminating with the election results in Canada and the USA this year that polarized both countries. In the last year we have seen unprecedented progress towards electoral reform, with PEI establishing an electoral reform commissioner and New Brunswick appointing a nine-member Commission on Legislative Democracy in December 2003 to the groundbreaking decision by the British Columbia Citizen’s Assembly on October 24, 2004 that the province will have a referendum on May 17, 2005 to decide whether or not they will switch to a system of proportional representation. This kind of reform is only expected to continue, as Ontario Premier Dalton McGuinty decided to take BC’s lead and form an independent Citizen’s Assembly with the power to determine whether or not Ontario will have a referendum regarding a change to a more proportional system. There is still much work to do however, and we will examine the inherent problems with Canada’s first-past-the-post system and why we should move into the 21st century and switch to a form of proportional representation.
First, some background on the subject. Canada is divided into 308 ridings, and each riding elects one person to represent all the citizens in that riding. The party that wins the most ridings forms the government, and if that party has gained more than half the seats, as is usually the case, they form a majority and have the ability to pass any bill in the House of Commons that they wish, regardless of the opinions that other representatives have. This SMP system has remained unchanged in Canada since Confederation in 1867. ...eft our own system to fester and decay. Unfortunately for Canadians, the only way that we can actually change our electoral system is if the party in power lets us. The problem with that is the ruling party generally has been granted a phony majority from the antiquated SMP system, and so changing the electoral system is the last thing that they want to do, unless they one day find themselves on the outside looking in. In 1984 when he was campaigning for the Liberal leadership, Chretien told reporters in Brandon that if elected he would introduce proportional representation “right after the next election”6. In 1993, two elections later, Chretien would win a majority with only 41% of the popular vote, and interestingly enough noble plans for reform were soon scuttled. In 1997 the Liberals won only 39% of the vote, and in 2000 only 42%, and then in 2003 Chretien retired after ten years as our unjustly elected dictator without ever raising the issue of electoral reform. With the current minority government, we have an unprecedented chance to create real change, and we can only hope that the voice of the majority gets through and our government does what the people actually want.
Prime Minister Stephen Harper is attempting to further decentralize Canadian government with, what he calls, open federalism. This essay will begin with a discourse on the evolution of Canadian federalism, then exclusively compare Harper’s approach to the proceeding Liberal governments approach, and ultimately explain why Stephen Harper’s “open federalism” methodology is the most controversial form of Canadian federalism yet.
Firstly, the bicameral system started in the 17th century and has been set up in many countries since. This system is justified on its standard of checks and balances on the governing party. The members of the two houses are elected or appointed to their positions depending on what method the country decides on. Canada is one of the countries with a bicameral parliamentary democracy, which was modeled off of England’s House of Lords. (Supreme Court 2014, pg. 720) One of the important factors of the bicameral system is the upper house of Parliament called the Senate, which has a long history and distinctive structure within Canada.
Canada is a society built on the promise of democracy; democracy being defined as “government by the people; a form of government in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system.” In order to operate at full potential, the people of Canada must voice their opinions and participate fully in the political system. This is why it’s shocking to see that people are becoming less engaged in politics and the voter turnout has steadily been declining over the last 20 years. This lack of participation by Canadians is creating a government that is influenced by fewer people, which is detrimental to the democratic system Canada is built on.
The electoral system in Canada has been utilized for over a century, and although it has various strengths which have helped preserve the current system, it also has glaringly obvious weaknesses. In recent years, citizens and experts alike have questioned whether Canada’s current electoral system, known as First Past the Post (FPTP) or plurality, is the most effective system. Although FPTP is a relatively simple and easy to understand electoral system, it has been criticized for not representing the popular vote and favouring regions which are supportive of a particular party. FPTP does have many strengths such as simplicity and easy formation of majority governments, however, its biggest drawback is that it does not proportionally represent

It also “[calculates] how votes are translated into seats of political power... it... also affects the party system, political culture, the formation of government and the structure of the executive” (Trac 5). Most importantly, candidates in an SMP system can be elected with minimal amounts of public support as they do not require a majority of the votes. To be elected to the legislature in the PR system, a candidate must have “at least 3% of the party vote across the province” (Ontario Citizens' Assembly 3). In contrast to the SMP system, the PR system better represents the views of the citizens, supports a stable and effective government, and is a simple yet practical voting system. It successfully caters to the needs of the voters, unlike the traditional system.
However, the proposed systems must be thoroughly examined for their compatibility with Canada’s needs and their ability to resolve the issues outlined in this paper. From distortion in representation to Western alienation and to making the voices of minorities heard, the new system must also ensure that Parliament fulfills its role in representing, legislating, and holding the government. More importantly, after the current government abandoned its promise on electoral reform, it is important for researchers and future governments to build on the knowledge acquired by the Special Committee on Electoral Reform as well as previous experiences of the provinces with electoral
What principles and ideals lie at the heart of a free democratic society? Canadians take pride in their country’s values of tolerance, inclusion, and respect, and over Canada’s guaranteed freedom of expression, including the right to vote (Thevenard & Orend, 2015). In democratic Canada, “all eligible citizens have the right to participate, either directly or indirectly, in making the decisions that affect them” ("Democracy Defined"). Voting, in essence, ensures all citizens receive an equal opportunity to express their views by selecting and supporting a political party of their choice. Such an approach provides freedom of expression for all eligible citizens, allowing for the political party with the most votes to take over the ruling.
The right to vote for non-citizens has become an increasingly controversial topic due to the strong and often divisive opinions of permanent Canadian residents. The capacity to vote is one of the most important and valued freedoms granted to individuals. Although the acceptance of non-citizen resident voting is frequently encouraged in order to propel self-governing justice and immigrant inclusion, opponents claim that it is in a nation’s best interest to delay voting rights to non-citizens. According to this claim, by preserving voting rights to citizens, non-citizens would have the social responsibility to actively learn the essential community services and self-ruled obligations necessary to earn their citizenship. In spite of this claim, non-citizens should be allowed to vote because the right to vote offers immigrants a more welcomed chance to contribute in the decision-making processes that take place in Canadian legislature. Seeing that this legislature administrates the rights and freedoms of the immigrant populations, it would only be just if immigrants had the right to elect candidates who spoke on behalf of their best interests.
In Utopia, a perfect society exists in which everybody has a vocation that creates a corporate vocation making a perfect society. Utopia means "no place." This meaning can be easily comprehended because there is no such thing as a perfect society. So it wouldn't exist anywhere, no place. In Thomas More's utopian society, everyone has a purpose to add to the community's vocation, which is how the private and corporate vocations are linked together. Also in this utopian society, people live together in harmony. This is because every person needs the next person to survive.
The most supportive of friends are manifest during life’s toughest of obstacles. They are the ones that help us power through the storm. Karen Karbo claims, “Most of us would prefer to think that we love our friends because of who they are, not because of the ways in which they support who we are. It sounds vaguely narcissistic, and yet the studies bear it out.”(156) while Yvette and I stated off as simple associates, she was soon to be reviled as my most supportive friend. She was just another co-worker. However, after our bosses went through a divorce, our most dependable co-worker moved, and another reunited with her drug habit, Yvette was the only one I could depend on. Together we became an unbreakable team. We could run the front office without any flaws. Since our friendship was growing we became even more supportive of each other, if one was slacking the other would step up and make sure the task was completed. We would switch off on answering the phones and taking on a challenging customer. Occasionally we would go out for a drink to destress from work. We had just started taking our girls out on play dates, and hanging out on weekends. One night my mom called me to let me know she had made other plans for the following night and I needed to figure out another arrangement for my daughter. Most nights I depend on my mom to watch my daughter so I can go to class, and when she is unable my sister will step in. In
Proportional representation is almost always acknowledged as the fairest electoral system. With this in mind, many still reject a mixed member proportional system. Critics argue that the current method has produced a stable and effective government, while MMP would create an ineffective government. Wiseman feels that since Canada has been consistently stable, our electoral system does not need to be changed. Hiemstra and Jansen disagree with the plurality system that is currently in place for it does not produce fair representation and devalues citizen’s votes. Canadians must make a choice between the value of effectiveness and the values of justice and equity. Although a switch is not anticipated in the near future, Canadian citizens can hope that it is at least in the minds of many voters and on the discussion list of the government.

One of the main causes for the revolution and essentially what started it was the inefficiency of both governments and the oppression they placed upon their nations. There is a strong similarity of how and what each government did to abuse their powers. Both governments lead their country into a bad state by forcing the peoples to fight for a cause that did not involve the, but was instead the major authorities problem. The French were driven into war to help America's revolution while the Americans were always forced to fighting Britain's battles, all of which suppressed the growth of their nation.

Canadians generally pride themselves in being able to call this democratic nation home, however is our electoral system reflective of this belief? Canada is a constitutional monarchy with a parliamentary democracy that has been adopted from the British system. Few amendments have been made since its creation, which has left our modern nation with an archaic system that fails to represent the opinions of citizens. Canada’s current “first-past-the-post” (FPTP) system continues to elect “false majorities” which are not representative of the actual percentage of votes cast. Upon closer examination of the current system, it appears that there are a number of discrepancies between our electoral system and the Canadian Charter of Rights and Freedoms. Other nations provide Canada with excellent examples of electoral systems that more accurately represent the opinions of voters, such as proportional representation. This is a system of voting that allocates seats to a political party based on the percentage of votes cast for that party nationwide. Canada’s current system of voting is undemocratic because it fails to accurately translate the percentage of votes cast to the number of seats won by each party, therefore we should adopt a mixed member proportional representation system to ensure our elections remain democratic.
