I currently have the required amount of time in grade and service for promotion, but I’m facing nonrec for being PME incomplete. I have read and understand MARADMIN 521/14. I’m asking that you take into consideration that I haven’t had any opportunity to complete resident PME for the rank of Corporal due to injury. I was forced to sign a negative page 11 entry , and I’m being denied an opportunity to progress in rank due to a situation that directly correlates with multiple medical conditions caused by service related injuries. MCO P1400.32D states “Marines that are otherwise qualified do not lose their eligibility for promotion consideration or their selection for promotion due to hospitalization or temporary limited duty as a result of wounds,
injuries, pregnancy or disease”. While my medical problems aren’t directly addressed in my nonrec they are the only reason I wasn’t able to attend Corporals Course. I have completed the PME that I’m able to, and yet I’m being punished as if it was my own choice.

Fort Leonard Wood is the home of the Chemical Corps, and it’s also the home of the Chemical Defense Training Facility (CDTF). The Marine Corps, Navy, Air Force, DOD civilians and allied nation Soldiers come to train at Fort Leonard Wood’s CDTF. In the Army for a Soldier to complete his chemical Military Occupational Specialty (MOS) he needs to successfully finish the CDTF. As he becomes a Non-Commissioned Officer or Officer, he will have to come back to Advanced Leaders Course (ALC), Senior Leaders Course (SLC), Basic Officer Leaders Course (BOLC), or Chemical Captain Career Course (CCC) as this is a requirement determined by the Department of Defense (Unknown, Chemical and Biological Defense Program annual report to Congress (2000), 2001).
Another thing that I observed and recorded with an a frequency count was Jamie doing several work sheets. One of theses worksheets was a math specifically counting and the other worked on identifying objects that started with the letter R. After the teacher gave instructions on both the papers Jamie started to work on her worksheets. With in the time it took her to finish these worksheets (less then 15 minute) Jamie ask on of the adults if she was doing the work correctly about seven times. One thing that I would modify in the future is the instructions that were given at the beginning. As a young Lance Corporal, my first impression of the NCO’s around the Recon Company was varied. As I got to know the others in my platoon, one started to stand out in my daily interactions, SSGT Moeller. He had just gotten off crutches, after a parachute accident broke his tibia and fibula, sitting on the catwalk icing his ankle. When I asked why he was icing his ankle he told me he had just finished an 8-mile run. Now, this was from an injury that should have caused months of painful rehab before running would have been possible, but here he was, sacrificing personal comforts, trying to get back to mission fitness. His reasoning being, he was scheduled to be the Assistant Team Leader (ATL) on the 13th Marine Expeditionary Unit(MEU) and didn’t want to miss his chance for Afghanistan. I read the Syllabus very carefully, as requested, and I do not have any questions. The topic I choose to do a web field trip on to search and return with one fact is “Specific Populations to assess: developmentally challenged”. I am using information from APA.org, which is where I found the one fact that was requested for this assignment. What I found was a set of guidelines for the treatment and assessment of people with disabilities that were developed by a task force of APA specialists. I am using the section “Testing and Assessment” which includes Guidelines 13, 14, 15, 16, and 17 (APA Task Force, 2017) I found the fact that I am going to share under Guideline 15 which is “Psychologists strive to determine whether accommodations are appropriate for clients to yield a valid test score” (APA Task Force, 2017, Guideline 15).
After doing so much intense physical training and martial arts courses for the Marine Corps, I developed a hip injury that my doctors couldn’t quite diagnose. I wasn’t allowed to run, jump or participate in regular training or deployments. Again and again, my doctors tried a variety of treatments - physical therapy, steroid injections and just waiting to see if it would heal. Nothing was seeming to work, and it raised questions for me and my supervisor. Another possible recommendation is discharge from the military from a General with honorable conditions (which is the lowest) to a Dishonorable discharge (which is the highest, and worst you can get). Getting a dishonorable discharge means you can’t get a job (if you do get a job it won’t be a good one), no benefits, or etc. Getting a general or other than honorable (OTH) you may lose health benefits, educational benefits, and etc.
I have reviewed SFC Horton NCOER and sent you the correction I think you should make. This new system is much different, then the one used in the past. My advice is use the less is more method and get straight to the point. The comment boxes should only have two strong bullets. I notice the last thing you mentioned is “SFC Horton exceeds the standard, however promote with peers”. I understand the rater and SR do not have to agree, but I think this is something you may want to reevaluate, just my opinion. If I had more information on the Soldier, I could have finished the write-up, but I did not have much information to use.
