White Paper on National Transport Policy 1996

South Africa, Department of Transportation, 1996(pg 4-5) states that the main goal of any transport system is to ensure even and competent collaboration allowing social and economic stability. The author Mac Maharaj; minister of transport at the time, acknowledged that the only way of achieving the effective transport system was to draft and implement policies with relation to transport. These policies were to be based on the needs of the society that was to make use of the transport and the economy sustained by the transport system. The transport systems implemented promote development and hence the policies drafted for transportation ensure that priority for implementation of a submitted transport system projects is given to those projects that are in line with the development priorities of the country as a whole.

The White paper policy is drafted with a vision to make available safe, effective and fully incorporated transport systems and structures which will cater for the needs of customers; in terms of improving the levels of service and cost, in a way that supports the government’s plans for development, economic or social, while at the same time being economically and environmentally sustainable.

The general goal of the white paper policy is to support the goals of a programme put in place to modernization and develop infrastructure to meet basic needs, to allow for growth in the economy, develop human resources and to introduce democratic principles in decision making.

Conclusion

In conclusion, the laws, policy and framework documents used in relation to transportation planning are all inter-related. A combination of them all allows for a more integrated and wholesome understanding as to how and what can and cannot be done. All the documents are vital and cannot be ignored, they are legal and binding.

All documents have the same general vision and goal which is to provide a better transport system that is reliable and efficient. Catering for all the needs of the population while still considering economic factors as well as the development plans put in place by the government for the nation as a whole.

The documents allow for equal opportunities for development in every province to ensure that all the provinces are at the same level of development whether it is over a long term or short term plan.
