The worst imaginable situations happen every day: a hurricane floods cities, a tornado destroys towns, a wildfire burns half a state, terrorist bomb crowded public places. These events are what can be considered national disasters. The need for a strong and steady support is a must for all of those looking at the long road to recovering from a disasters. One of the most well-known names in disaster relief is FEMA. They have set forward the National Disaster Recovery Framework (NDFR) that offers a structure to a chaotic time. The ability of the community affected to recover depends on the capacity of the affected community to accelerate the recovery process in a pre-disaster preparedness period, recovery capacity building and the mitigation process. The combination of these efforts usually results in a community being resilient with an enhanced ability to respond, withstand and to recover from a disaster. The level in which decisions are made on a timely basis during the period of an emergency is considered to have a great impact and it can significantly affect the standard of cost incurred and also reduce the amount of time that will be used in recovering from the disaster. Both man-made and natural disasters are often devastating, resource draining and disruptive. Having a basic plan ready for these types of disaster events is key to the success of executing and implementing, as well as assessing the aftermath. There are many different ways to create an emergency operations plan (EOP) to encompass a natural and/or man-made disaster, including following the six stage planning process, collection of information, and identification of threats and hazards. The most important aspect of the US emergency management system in preparing for, mitigating, and responding to man-made and natural disasters is the creation, implementation and assessment of a community’s EOP.

Federal intervention in the aftermath of natural disasters began after the San Francisco earthquake in 1906. This 8.3 magnitude earthquake killed 478, and left over 250,000 homeless. While the disaster itself was obviously unavoidable, the subsequent fires that burned throughout the city were a result of poor planning. Communities must come together in order to be aware of the steps that must be taken to reduce or prevent risk. “The guidance, programs, processes, and systems that support each component of the National Preparedness System enable a collaborative, whole community approach to national preparedness that engages individuals, families, communities, private and nonprofit sectors, faith based organizations and all levels of government.” (FEMA, 2011). Resources within a community are prioritized and customized based on community-based issues and local security programs. The resources used as the front line of defense are first responders, such as police officers, firefighters and medical personnel. The resources are provided and prioritized based on the priority of threat and risks to a specific community. Therefore, the threats and risks targeted towards a community must be analyzed and acknowledged in order to apply the correct resources to the opposing prioritized threats. Disaster Recovery Planning is the critical factor that can prevent headaches or nightmares experienced by an organization in times of disaster. Having a disaster recovery plan marks the difference between organizations that can successfully manage crises with minimal cost, effort and with maximum speed, and those organizations that cannot. By having back-up plans, not only for equipment and network recovery, but also detailed disaster recovery plans that precisely outline what steps each person involved in recovery efforts should undertake, an organization can improve their recovery time and minimize the disrupted time for their normal business functions. Thus it is essential that disaster recovery plans are carefully laid out and carefully updated regularly. Part of the plan should include a system where regular training occurs for network engineers and managers. In the disaster recovery process extra attention should also be paid to training any new employees who will have a critical role in this function. Also, the plan should require having the appropriate people actually practice what they would do to help recover business function should a disaster occur. Some organizations find it helpful to do this on a quarterly or semi-annual basis so that the plan stays current with the organization’s needs.
Natural Disasters can occur anywhere at anytime. Some are more predictable than others, but they all bring hardship to everyone’s life. Examples of natural disasters are Earthquakes (Haiti 2010), Tornadoes, Tsunami, Hurricanes, Wild Fires, Winter Storms, Heat waves, Mudslides and Floods. Regardless of what kind of disaster occurs, bottom line, everyone needs to be prepared mentally and physically to deal with the aftermath. The purpose of this paper is to discuss potential disasters that could affect a community and cause mass casualties. Further discussion will include who is responsible for the management preparedness, what barriers must be considered and finally this paper will discuss the health care facilities role in emergency supplies and care of the patient in a disaster situation. The Community Communities throughout the country and the world are susceptible to disasters. The environment and location of a community often predisposes a greater susceptibility to the type of disaster. For example, Central Pennsylvania would not be susceptible to an avalanche, however, communities in the Rocky Mountains of Colorado would have increased vulnerability.
The increase in unpredictable natural disasters events for a decade has led to put the disaster preparedness as a central issue in disaster management. For example, the fact that nearly 91% of Americans live in a moderate to high risk of natural disasters, only 16% take a preparation for natural disaster (Ripley, 2006).
