The first case study “Gaining Outside Commitment in Lowell, Massachusetts” is located in Lowell, MA, 34 miles north of Boston which is an old manufacturing city with a population of approximately 100,000 (Cordner, 2016). The Thompson Valley Police Service is seeking to double the number of police recruits over the next three years. In an attempt to attract more applicants, the newly appointed Police Commissioner, Commissioner Jason DeVillain is proposing two key changes to the current selection process. Firstly, Commissioner DeVillain is proposing to eliminate the requirement for partial or completed tertiary education. Secondly, it is being proposed that psychological testing should be removed from the selection process. As a research and policy officer for the Thompson Valley Police Service, the validity and likely impact of the above two proposed changes will be investigated thoroughly, followed by recommendations to Commissioner DeVillain to ensure the selection process is as effective as possible in selecting the most suitable candidates for the new police recruits. For years police corruption has been a major problem in American society but where is the line between moral and unethical police corruption, many modern movies address this vary issue. Some films portray how types of police corruption can have a positive influence on society, while others show the dark side of police corruption. Many law enforcement agents join the criminal justice with the basic idea of “justice for all,” however, most of them do not realize that the nice guy doesn’t always win. Even though there are vast amounts of movies which specifically address police corruption we will use three main movies for our argument today, mostly LA Confidential, however, also Training Day.
There is change trying to happen, in a rural Pacific Northwest police department (PD) that is nestled in the corner of Washington’s Olympic Peninsula. This Department serves a diverse population of 9000 people and encompasses roughly 4 mi.², as well as being surrounded by water on three of those four sides. When evaluating police departments, according to the state and national averages it is undersized for the population it serves. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. The feeling in many communities today is that the system pits law enforcement as an occupying army versus the neighborhood. Replacing the police chief was a hard process for Will Spanning, city manager of Dover. Spanning was well respected by his professional peer and those in the community. He recreated the city’s financial struggle to a “healthy surplus”. The city of Dover was doing great under his management skills. His accomplishments were recognized along with the police department. They were one of the most professional force in Dover. Spanning worked alongside newly hired Police Chief Charles Johnson after the previous two police chief’s resigned. As the two highest ranking executives, they understood each other’s perspective and supported each other 100%. Johnson was young, educated and well trained. Corruption can be defined as the mistreatment of public power for personal benefit or private and the use of excessive force, either emotional or physical. In this essay I will explain in detail federal indictments of Los Angeles County Sheriff officers for mistreatment of jail inmates and visitors. Another topic I will explain is the transfer of Los Angeles County Sheriff hired officers with questionable background. “Before new chiefs can set a path for a new vision, they must have a clear understanding of the past. A police department’s organizational culture is a deeply ingrained, personal aspect of its functioning that must not be trivialized. Years of hard work and dedication by scores of individuals went into the creation of that culture, and it must be respected. He told me that Takoma Park was a very a quiet neighborhood and does not have too many crimes occurring. He expressed his love for his co-workers and how they have been working in a team to achieve many difficulties that may arise in the community.
