Police administrator keeps abreast of past and current concepts and theories of criminal justice administrators to provide services to meet contemporary demands. It is very imperative that the LAPD practices theories, concepts and laws as it mentioned in Public Administration or Criminal Justice books. I believe in order any agencies practice theories, they should have well understanding of theories and concepts. Second proper training is very important. By providing different training and using past experiences it will help the LAPD or other law enforcement agencies follow theories. It is not easy to make a determination that the agency practices concepts and theories as it written in any books. What is written hard to follow and based on
The concept of special weapons and tactic teams originated in the late 1960's as a
The Baltimore City police have faced a myriad of problems in the last year. The riots following the Freddie Gray arrest were reported around the country and created a situation where the Governor was forced to call in the National Guard to protect the city. Community leaders report that African American’s are stopped, searched and arrested at a far greater number than Caucasian’s. The Baltimore city police are at an impasse with the community at this time, it is up to the city leaders and the police officials to come up with some real solutions to the issues that can no longer be ignored.
I believe the goal of this book is to provide officers the information of how to recognize the deterioration of core values (personally and professionally) and what can take place in their lives if gone uncorrected. The book then ultimately provides specific strategies that can be utilized to reduce the negative emotional and physical impact of a law enforcement career. I believe the book succeeds in doing this.
Chapter 10 was a good read, the role organizational structure plays within an organization of all sizes is very important. The stories and organizational charts used in this chapter was interesting and informative. I like how the author used the organizational structure for U.S. Metropolitan Police Department, Washington D.C. to show readers the importance of organizational structure when it comes to following commands within a major organization that deals with homeland security. Following, September 11, 2011 terrorist attack, homeland security and MPD was forced to make changes in the organizational structural. Because the order of communication between the national security and the police department wasn’t communicated inefficiently between
The beating of Rodney King from the Los Angeles Police Department on March 3, 1991 and the Los Angeles riots resulting from the verdict of the police officers on April 29 through May 5, 1992 are events that will never be forgotten. They both evolve around one incident, but there are two sides of ethical deviance: the LAPD and the citizens involved in the L.A. riots. The incident on March 3, 1991 is an event, which the public across the nation has never witnessed. If it weren’t for the random videotaping of the beating that night, society would never know what truly happened to Rodney King. What was even more disturbing is the mentality the LAPD displayed to the public and the details of how this mentality of policing led up to this particular incident. This type of ethical deviance is something the public has not seen since the civil rights era. Little did Chief Gates, the Chief of the Los Angeles Police Department, and the LAPD know what the consequences of their actions would lead to. Moving forward in time to the verdict of those police officers being acquitted of the charges, the public sentiment spiraled into an outrage. The disbelief and shock of the citizens of Los Angeles sparked a mammoth rioting that lasted for six days. The riots led to 53 deaths and the destruction of many building. This is a true but disturbing story uncovering the ethical deviance from the LAPD and the L.A. riots. The two perspectives are from the Rodney King incident are the LAPD and the L.A. riots.
For years police corruption has been a major problem in American society but where is the line between moral and unethical police corruption, many modern movies address this vary issue. Some films portray how types of police corruption can have a positive influence on society, while others show the dark side of police corruption. Many law enforcement agents join the criminal justice with the basic idea of “justice for all,” however, most of them do not realize that the nice guy doesn’t always win. Even though there are vast amounts of movies which specifically address police corruption we will use three main movies for our argument today, mostly LA Confidential, however, also Training Day.
This is very true in today's police work. A police department has to be able to stand the test of time. By this I mean must be capable of enduring changes in government, and be able to react to any situation they may encounter. The department must also be efficient when handling a case or investigation, any wrong step and everything goes the wrong way. Also must be like in the military, follow chains of command and promote in rank
Police: Breakdowns that allowed corruption are still uncorrected, study finds. The chief concedes that mediocrity became a way of life at all levels of the department. The Los Angeles Police Department failed time and again to take steps that might have headed off the worst corruption scandal in its history, according to a sweeping self-indictment prepared by the department's own leaders. In a letter accompanying the long-awaited Board of Inquiry report into the corruption centered in the department's Rampart Division, Police Chief Bernard C. Parks called the scandal a "life-altering experience for the Los Angeles Police Department" in which corrupt officers took advantage of lax supervision to carry out criminal acts. "We as an organization provided the opportunity," Parks wrote.
The Law Enforcement Profession Abstract In order to understand comptemporary law enforcemment, we should recognize the conditions that impact our profession. It is agreed upon by many scholars that major changes in law enforcement occur every five years. Policing is sometimes characterize"... like a sandbar in a river, subject to being changed continuously by the currents in which it is immersed..."
In law enforcement, discretion is left up to each police officer to make responsible and reasonable decisions on situations while in the field. A police officer will have no choice but to use discretion in certain situations and make decisions on what type of force or punishment is necessary for the situations. Many people in the society always believe that police officers can make any decision they wish to at any time while working. This is very wrong because there are situations whereby a police officer or even the chief of police has no other choice, but to follow the law in making decisions. The role of the police administrator is double challenging because, he/she must determine how best to use discretion as well as encourage or dissuade discretion by subordinate members ...
In Florida, every law enforcement official uses the tools of planning, management, and evaluation. For example, a patrol officer plans how to cover a beat, makes rounds or manage activities, and evaluates how they did at the end of the day. An officer plans what to do and how to do it before taking action. Unfortunately, this same approach is not consistently applied in police agencies and security operations as a whole. In fact, although a certain degree of planning is usually conducted by all prevention organizations, the major emphasis has traditionally been on the management and evaluation of an officers work; every sergeant knows to manage a police force in such a way that the commander will conclude that they are doing a good job. The major purpose of the discussion that follows is to provide crime prevention personnel information about planning, management, and evaluation so they can take advantage of those tools in performing their jobs.
This innovative strategy allows law enforcement officers to achieve a level of respect and cooperation of the community through close working relationships between the citizens and the agency. “The key to infusing community policing throughout the department is by restructuring agency management, in particular making changes
A common style of police leadership is a more bureaucratic style where the leader manages “by the book”, everything must be done in accordance with pre-written policies and procedures (Cordner & Scarborough, 2010). When a certain problem or concern isn’t covered by the book the leader refers to the next level for a decision. This style removes the ability of the leader to manage and forces a strict accordance to the “book”. This style can be very effective when dealing with dangerous situations which can be a common occurrence in police work.
It is important that leaders can control and influence its subordinates or employees. For leaders achieve that they need to be knowledgeable, have good accreditation and as well as excellent reputation. This helps the leaders to be well respected by its employees. Since the criminal justice system operates in a chain of command, it is essential to possess all these qualities. Intellectual qualities enable leaders to attain respect from their subordinates, however, reducing the possibility of conflicts between the leader and his subordinate staff members. Therefore, officers need to be included in the leadership training to have such qualities. They include having knowledge of criminal justice, should be diverse with the ability for continuous learning, be computer literate and with knowledge of technology, fluent communicator, both verbally and in writing, and finally, the leader should be physically fit to sustain the strict justice
There are significant reasons why law enforcement executives feel that the time has come to reevaluate the policies and practices of their organizations. These reasons derive from the history of policing and police research during the last years, in the changing demographics of communities, and in the shifting characteristics of crime and violence that affect these communities.
