The Surrounding the public sector, it is common to assume that the leaders of corporations or governmental services are held responsible for a significant amount of stakeholders and the citizenry. Leaders are expected to be held at a higher standard than any other individual within the organization. With this high standard of accountability, a leader has to endure situations that could become extremely difficult at times. Some have questioned the ethics behind the issues in the public administration. Thus, an example of one’s beliefs and moral views could have a significant impact on the public sector, and the ability of success and individual had with their leadership position, under the law of the land. A highly publicized and current controversial issue in the public sector was the case of a county clerk named, Kim Davis, who denied a homosexual couple their marriage license. This situation sprouted after the supreme court ruling sided in favor of allowing every homosexual couple to become married in all of the states in America. A few months after the issue behind gay marriage was legalized, county clerk, Kim Davis disobeyed her duties as a leader in the public sector within this small county in Kentucky. Davis’s excuse for not allowing the homosexual couple to obtain a married certificate under the recent supreme court ruling, was because “under God’s authority” and the beliefs under Christian faith, she could not issue this couple a marriage license. Ms. Davis was an elected official, a leader among her employees in which she trains and controls. Furthermore, she was expected by the public to do her job within the guidelines of the laws within the united states and the rights Americans have as citizens. Officials concluded that Kim Davis was not following her duties as a leader in the public. Due to the actions of Ms. Kim Davis, she was taken into custody by the US Marshals for contempt of court after refusing to obey orders from the federal court to issue marriage license to same-sex couples. After her detainment, deputy clerks were ordered to not refuse the issuing marriage licenses to same-sex and then threatened with contempt charges if they refused to do so. One theory related to this issue is the trait theory, where the leadership is thought to be a leader that is born and not made.
These leaders focus on personal qualities, personal beliefs, and social characteristics. For example, a leader’s personality and social attributes might have a positive or negative effect on the public sector. Many problems ally with the trait theory in regards the courses of effective behavior that depend upon the situations. In the case of Kim Davis denying the right for a same-sex to obtain a marriage license, the trait theory is very much alive in this situation. Due to Ms. Davis’s personality and physical beliefs she refuses to obey her job as being an elected leader in the public sector. Which is defined as a theory that reflex’s on traits and behaviors that are not guaranteed for a successful leadership. This is mainly due to the fact that some leaders lack the applicability of many situations. These leaders believe that effective results all depend on the correct correlation between the amount of control and style the leader has on a situation. Under the contingency theory the leader is task-oriented and relationship-oriented. This theory is related to the case of Kim Davis in many ways and has proven to have the potential to back fire on her leadership skills viewed by the public of the United States. With Davis, bringing her religious view into her work as a leader for the public sector, it creates a sense of power she thinks she has over the people. Kim Davis’s relationship with god and the belief of only heterosexual couples should be married, has shown that the contingency theory is something she follows when being a leader of the public
sector. Throughout this case of Kim Davis, a significant amount of knowledge was obtained on what it takes to be a leader of a governmental service. For example, an individual that was elected by the people in which they serve should obey the rules and all rights that citizens can have under the laws of the United States of America. It is unjust to take your beliefs, and deny a service that is legal for a citizen to have. Due to the leadership that Kim Davis showed in this situation, that citizens all over the United States were outraged by her decision to deny a same-sex couple a marriage license. In consideration of this case, other leaders should show more respect for the rights that all citizens have while still practicing their own beliefs and traits in their private life. In doing so, this action will prove the strengths an individual has a leader of the public sector.
