Introduction The rising economic crisis and global terrorism in these years pushes the event organizers to place great emphasis on the health and safety risks at public events in order to avoid unnecessary risks to the public (Inspectorates request more attention for risks at public events, 2016). In general, any labour effort and material carries some unknown risks and potential opportunities which makes the risk management an essential part to the event management to guarantee the success of the event. Whatever the type or size of an event, fire safety is aimed to protect every life from the fire, including smoke, fumes or panic (NFPA, 2011). It is because any fire in the event could bring economic losses or even people lost, and the amount of brand and reputation losses to the event company or the event site is immeasurable. For example, a nightclub fire caused on 27th January in Santa Maria and killed 235 people, mainly students, and injured more than 100 people when they were celebrating the mark 500 days till the 2014 Brazil football World Cup (A night from hell; Brazil’s nightclub fire, 2013). In the report, it showed that the event organizer might ignored the power and the hazard of using flare and the fire safety of the soundproofing foam on the ceiling which caused this most disastrous fire for more than 50 years (A night from hell; Brazil’s nightclub fire, 2013). Moreover, Brazil had to stop all celebrating events and activities to mourn with those disaster victims for three days.
