On 4/9/2018, Hennepin County Child Protection accepted a report alleged neglect failure to provide necessary supervision of Gaz Pelham, Zephaniah Kesselly and Ethan Kesselly by babysitter Deddeh Korman. Per reporter on 04/09/2018 New Hope Police Department (18-5728) stating that on 04/08/2018 at approximately 7:35pm neighbors called for police assistance as a 5 or 6 year old male child (Zephaniah) was wandering the halls of the apartment building. Per officers had dealt with a missing child report the night before in apartment 206A so they went to this apartment first. They all reported that they watched their favorite cartoon while they were alone. Zephaniah stated that his aunt has left him before. He stated that his aunt Deddeh watches him while his mother at work. However, Gaz Pelham stated that this was first time aunty Deddeh has left them. Both children no physical discipline. They reported that they feels safe at home with aunty Deddeh Kormah. They reported no other concerns.

DSS received a report of physical abuse, physical neglect and substantial risk of physical abuse on March 3, 2017 alleging there is chaos in the home. After returning with his brothers from their cousin’s house, the boys had to go to bed. The reporter stated that Xzavia banged on his mother’s bedroom door on three separate occasions wanting something to eat. The first time he was told to go back to bed and a popping noise was heard. The second time Ms. Kimberly Dawkins grabbed Xzavia by the head, shook him little and told him to go back to bed. The third time Ms. Dawkins grabbed Xzavia, threw him on the bed, got a gun, held him down and pointed it at him. Reporter states there was no clip in the gun. Ms. Dawkins was reported being upset and it was reported that she left the home for twenty minutes but came back. It was reported that while Ms. Dawkins was gone, Xzavia was very upset and he was crying and Tyzhaun stared punching holes in the wall. It was reported that Xzavia says he wanted to die and that Atmorris went and got a knife, stated to Xzavia, “You want to die?”, here’s the knife and the two older brothers, Tyzhaun and Atmorris left the house and Xzavia chased them. It was reported that Xzavia was outside crying and he spent the night with the neighbor.
The Police report that there were several calls reporting of the parents were using drugs, and not feeding little Kayleigh, although the police also indicated that the house were safe environment for the child and there was no indication of abusing, the police did not connect child welfare because of no evidence of any kind. The mother and the boyfriend are being charge of felony “assault on a child, causing death to the little baby girl and both admitted of killing the little baby girl, both of the charge are includes special circumstances while the prosecutors await on a piece of information before convicting the mother and the boyfriend. The new also indicated that both of them are being held 25 years to life in prison if they are found convicted.
Foster parent, Audrey Shamblee, expressed that the bags which were observed in Earnest, Albert, and Timothy’s bedrooms are filled with items that will be placed in the trash receptacle. Ms. Shamblee expressed that she is caring for three teenage boys and refuse to clean their rooms for them. Ms. Shamblee indicated that the cable wires observed in the home are positioned out of Jade’s reach. As for the bathroom situation, Ms. Shamblee explained that they have documentation which depicts the repairs which were expected to occur in her apartment and are currently outstanding issue. Ms. Shamblee submitted several civil court documents which orders NYCHA to correct multiple concerns reported within Ms. Shamblee’s residence.

1:15pm- IRTC reviewed the complaint report (NYPD 61# 2018-045-01261) which states that the subject child was found on the ground not breathing at the case address.
On 08/05/2016 at approximately 1:50 AM, this Investigator with Investigator V. Shroyer arrived at 12211 N. Paradise Village Parkway, Phoenix, AZ for Case # 537001 report of Child Neglect for victim Fiona McFadden (DOB: 03-05-2013) against her mother Monica Katich (DOB: 09-17-89). Upon arriving on the scene, this Investigator met with the report source, Phoenix Police Officer E. Gomez # 7977 in reference to Phoenix Police DR: 2016-00001441605. According to Officer Gomez, Phoenix Police received an emergency 911 call from Monica Katich that her friend later identified as Ashley Brook Post (DOB: 06-21-83) had overdosed on Heroin. Obviously, working with survivors of child sexual abuse, neglect, and trauma: The approach taken by the social worker in the Brandon’s case shall begin with “assessment and beginning treatment of the family because child abuse is one of a wide range practice situation in which systems concepts can be applied to help to understand the dynamics involved” in the road for healing and recovery from the physical and psychological effect of the trauma by providing adequate resources available for counseling and therapy due to the devastating impacts of child sexual abuse can be heartbreaking for the victim and the family. Child welfare related evaluations are one of the most complex types of forensic evaluations requiring expert opinion and recommendations on matters pertaining to child custody and visitation, parental fitness and termination of parental rights, and evaluation of adoptive and foster parents. The primary purpose of these evaluations is to inform the court and facilitate decision-making process in child welfare cases. On 4/2/2018, Hennepin County Child Protection accepted a report alleged neglect, failure to ensure education for Salmo by her parents Sharifo Hirisi and Mohamud Nuur. Per reporter on March 30, 2018 concerns were made for Salmo who resides with a relative, Khadra Hassan. Per reporter Salmo has a total of 11 full day unexcused absences. Per reporter an attendance of principal letter was sent out on 1/30/2018.
The department of children and family services in Any Town USA passed a new policy based on the social learning theory. This new policy insinuates in relation to this theory that children who are exposed to and raised with parents (or other adult guardian) who have documented legal charges including drug use or possession, abuse (neglect) charges, or domestic violence charges (and or convictions) are committing child endangerment. The new policy states that any parent or guardian with pending offenses as indicated will have their children taken from their homes to be placed in the care of state services until the accused guardian or parent can provide documented proof that they are no longer being investigated for any charges for at least six months and have completed all the required programs that they have been ordered to. These programs or classes can include substance use treatment programs, individual counseling, family therapy psychiatric therapy, and parenting classes.
Child abuse in the United States is a growing epidemic. Every year the number of reported cases, and missing children go up. This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.
Child Protective Services For 30 years, advocates, program administrators, and politicians have joined forces to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem has developed: Upon investigation, as many as 65 percent of the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staff. Unreported Cases Most experts agree that reports have increased over the past 30 years because professionals have become more likely to report apparently abusive and neglectful situations. But the question remains: How many more cases still go unreported?
The sympathy of the government for mothers such as Khaila, trying to recover their parental rights has worn thin. Child abandonment is a serious offense and the children that suffer from such neglect face many psychological problems; if they are ever able to survive their circumstances. The abandonment and neglect of a child can result in serious criminal charges. One striking example is the case of seven month old Daniel Scott (Should We Take Away Their Kids?). Baby Daniel had been left for hours unattended and died of in a pool of his own blood. His mother, a crack addict left him in the care of his father to go on a six day crack binge. His father in turn, left him in his crib leaving the door of their Bronx tenement unlocked for any danger to afflict his unprotected son (Should We Take Away Their Kids?). The parents were later charged with manslaughter by negligence.
However, Sherie said Pamela has failed three drug test which were given to her by drug corp. Sherie said a neighbor called Joseph today to inform him about his children being locked outside of Pamela’s home again. Sherie said according to the neighbor, the children are locked outside by themselves often and she thought he may have wanted to know. It is unknown if the children have ever been harmed while being locked outside by themselves. Sherie said Joseph went over to Pamela’s house and beat on the trailer until finally she came straggling to the door. Sherie said according to Joseph, Pamela told him he was never going to get custody of their children. Joseph said Pamela also said she is not going to get into trouble because she has failed three drug test already. Sherie said Pamela has had men in and out of her home and is currently dating a man in jail in Hattiesburg. Sherie also mentioned that the children do eat but she is not sure as to what they eat. Sherie said Joseph buys the children clothes but does not give Pamela money because she would spend it on drugs.
