Former prisoners face larger barriers because US current policies are preventing or decreasing their chance of obtaining certain jobs that will dominate the market in the next twenty years. “According to the U.S. Department of Justice, nearly every person in jail, and 95 percent of state prison inmates, will someday be released; however, about 68% may return to prison” (goodwill). Former incarcerated individuals are often ineligible to obtain any financial assistance that will allow them to enroll in post-secondary institutions, which is required by many high demand industries. According to transitional jobs (2006), “…not only does steady employment have a tremendous impact on the financial status and self-respect of the individuals who are working, but it also has a host of positive benefits for their children and other family members”. Many current and former offenders have dependent children; therefore, increasing opportunities for employment will allow them to provide support without government assistance. Such opportunities will allow them to repair relationships with their families and promote a positive role model for children, since they will be able to obtain a career. According to Goodwill, “When people return to prison rather than successfully reintegrating into their communities, which are often high-poverty areas, those communities lose an estimated $11.6 billion per year due to the lost potential earnings that these people could have earned” (Goodwill). Business owners and hiring management must understand that providing them a second chance is not about rehabilitation, but to give them their right to earn wages, make their businesses more profitable, and stimulate their economy.

Certain decision makers may not fully understand how allowing former incarcerated individuals to advance their education may actually benefit the workforce, stimulate growth, and possibly minimize poverty cycle. The Department of Justice, education, and business leaders must recognize that it will be beneficial to provide rehabilitative services, rather than simply punishment, depending on the nature of their conviction. Workforce agencies that work with this group must collaborate with educational programs that offer GED and other growing industry certifications so they can attract employers to gain trust in hiring their clients. Education can actually show indication that this group is serious about improving their lives and is capable of competing in the global economy.
That explains the positive correlation between the amount of education a person receives while in prison and the chance they have of securing a fulltime job following their release. A study published by a prison in Minnesota supports this idea by showing that prisoners who had obtained a secondary degree while in prison increased their chances of securing a job within two years of being released by 59%. When trying to find themselves in society, jobs may be hard to come by. When prisoners find a jobs, they are usually work in jobs that one doesn’t not have to have a high-skill set, such as food service, wholesale, and maintenance and repair. The number one reason why prisoners end up back in jail is not the lack of job opportunities but perceiving that job when returning home. “Service providers and community leaders consider employment to be the primary factor in a successful reentry” (Casey 2). When the lack of job opportunities come prisoners may feel the need to break the law and return to life of crime because they cannot support themselves, so they may turn to selling drugs to make a quick buck. Selling drugs is not an alternative for not being able to find a job, especially when one has just got out of prison because if they get caught they will find themselves back in jail. Recidivism is a topic that I do not believe anyone could solve, it is hard to comprehend why people look back to crime again and again after they get caught the first time. American prisoners receive free medical attention, housing, meals, utilities, use of exercise equipment, and laundry services. The cost of these services amount in the billions of dollars a year and government budgets are straining to accommodate these fiscal requirements. “There’s special urgency in prisons these days,” “As state budgets get constricted, the public is looking for ways to offset the cost of imprisonment” (Brown). This economic concern requires work programs to aid in the relief of financial burdens incurred from convicted criminals. Once found guilty of a crime the prisoner needs to take responsibility for the costs incurred. Prison labor has evolved from the day of hard labor, breaking rocks, and making license plates to manufacturing, data processing, electronics, farming, construction, and even customer relations. Prisoners in America need to work, not to be confused with slavery, for economical, recidivism, and responsibility concerns. Work programs are crucial if taxpayers are tired of paying the cost for prison's financial liability, prisoner's family support, and release support programs.
The book titled Beyond Bars: Rejoining Society After Prison offers invaluable lessons of how both men and women may successfully depart prison and return to society. The book was written by Jeffrey Ross and Stephen Richards, both of whom are college professors and criminal justice experts. The population of prisons across the United States has increased dramatically in recent decades despite overall crime rates decreasing during the same time period. Approximately seven million American people are in some form of correctional custody. Between the years1980 and 2000, America’s prison population increased by 500 percent. During the same time period, the number of prisons grew by 300 percent (Ross and Richards, xii). Close to 50 percent of people admitted to confinement have previously served time, exemplifying that the criminal justice system “recycles” inmates through the system again and again (Ross and Richards, xi). Unfortunately, many convicts simply do not remember how to or are ill-equipped to return to society once their sentence ends. Ross and Richards, through their valuable lessons within their book, seek to lessen the problems that ex-prisoners may face when released from prison.
People that do not take advantage of educational and career guidance programs will come out of prison having a hard time. In the article by Simmons both men had stable jobs and that was because they really wanted to change. Criminals only go back to their ways because there is no other option, when they can find a stable legal income there is no reason to further any criminal acts. Many people come out of prison never wanting to go back and I believe those are the people that I will be able to find that do not recidivate. Even though there may be stable income for these people, it may not be the highest paying job or most education heavy career. These people may get by with minimum wage but there is no luxury or lavishness. I also believe that there are many people that do not take any actions and these are the people that you will hear stories about that are not able to find jobs so they go back to doing what they know how. These people will have a high likeliness of being arrested a second time and will be taken out of society once

As these men re-enter the workforce they now likely have less skills than when they first entered prison. There are few, if any, programs, which train these men to effectively re-enter society. As jobs continue to move out further and further into the suburbs, these males, who are from the inner city, are left with few living wage employment options. The rates that convicts go back to jail are so high not because these men want to return to a life of crime but since few employment options are available, they tend to utilize their limited skills to get the money they need to survive. If more efforts do not make additional training available to these males that are realistically designed to help them obtain a living wage job, the rates that convicts go back to jail and black male unemployment will continue to increase.
This reform idea was first introduced by New York Governor Andrew Cuomo. As an argument for his claim, Woodman shares statistics that show that having a college degree over a high school degree increases a person’s chances of getting hired by 50%. When a person becomes a parent, their role in life undoubtedly changes. The person must become a teacher, a guide, and a helping hand in the life of the child. Research has shown that there is a distinct connection between how a child is raised and their overall developmental outcome. John Bowlby’s attachment theory emphasizes the importance of the regular and sustained contact between the parent-infant or parent-child relationship (Travis & Waul 2003). Yet, what happens when the only physical contact a child can share with their parent is a hand pressed on the shield of glass that separates the two? What happens when the last memory of their mother or father was from the corner of their own living room as they watched their parent become handcuffed? In 2007, there was an estimate of approximately 1.7 million children of incarcerated parents in the United States (Poehlmann, Dallaire, Loper & Shear 2010). Of those 1.7 million children, 58% of those children are under the age of 10, with the mean age being 8 (Travis & Waul 2003). The children of incarcerated parents are often moved from one family and one school to the next. The child must cope with this issue in home and in school, and may find it especially hard to cope with during school. Schools, however, can be a safe place for these children. This research explored the psychological effects of parent incarceration on the child, the school-based problems that occur as a result, and what educators can do to support children of incarcerated parents.
It is undeniable that mass incarceration devastates families, and disproportionately affects those which are poor. When examining the crimes that bring individuals into the prison system, it is clear that there is often a pre-existing pattern of hardship, addiction, or mental illness in offenders’ lives. The children of the incarcerated are then victimized by the removal of those who care for them and a system which plants more obstacles than imaginable on the path to responsible rehabilitation. Sometimes, those returned to the community are “worse off” after a period of confinement than when they entered. For county jails, the problem of cost and recidivism are exacerbated by budgetary constraints and various state mandates. Due to the inability of incarceration to satisfy long-term criminal justice objectives and the very high expenditures associated with the sanction, policy makers at various levels of government have sought to identify appropriate alternatives(Luna-Firebaugh, 2003, p.51-66).
In cases, the convicts have little to no money saved up but in other cases, the ex-convict is in a good state with money saved up but somehow ended up as a convict, will also end up in poor as they will soon deplete their money due to the lack of income. After being told what to do, how to do it, and when to do it for so long, a person is going to have difficulty transitioning back to an independent life. Personal and economic deficits add to the problems of prisoner reentry as well. This paper explores the benefits provided by educational programs in jails and prisons. Included are the reasons inmates need education in order to successfully reenter society once they are released and use the knowledge and skills they have learned to obtain a job in order to support themselves and their families. Also examined in the paper are the financial benefits of incorporating educational programs instead of cutting them, as well as the effect these programs play on the recidivism rate. Lastly is a focus on understanding the importance of education and job training, even though the recipients are criminals.
