This paper will argue that post-secondary education is the most effective method of rehabilitation in American prisons. Education is not only cost-effective; it also has proven long-lasting effects on recidivism, employment, and personal growth. The majority of offenders in the American prison system are non-violent perpetrators, many of whom lack the resources for post-secondary education. By providing easily accessible education, offenders will have greater job prospects upon release and an improved sense of morality in connection to social values. Such a system must be slowly integrated into both federal and state prisons nation-wide. Implementation will be assisted by the use of electronic surveillance to monitor inmates, providing them a safer environment and access to the internet for research. In addition to this, online university programs will be used by the inmates to enable studying at recognized institutions. Grants, government-funded loans and public sponsorship are all necessary to provide the monetary funds needed to offer low-income offenders the opportunity to improve their quality of life through education. Access to post-secondary education is essential to improve the lives of non-violent offenders in the American justice system. Education has been proven to reduce recidivism rates and increase the success of an offender’s re-integration into society. In a study conducted in 1994 by the American Bureau of Justice Statistics, nearly half of the 302,309 released offenders surveyed in fifteen different states were convicted of a new crime within three years of their release. The book titled Beyond Bars: Rejoining Society After Prison offers invaluable lessons of how both men and women may successfully depart prison and return to society. The book was written by Jeffrey Ross and Stephen Richards, both of whom are college professors and criminal justice experts. The population of prisons across the United States has increased dramatically in recent decades despite overall crime rates decreasing during the same time period. Approximately seven million American people are in some form of correctional custody. Between the years1980 and 2000, America’s prison population increased by 500 percent. During the same time period, the number of prisons grew by 300 percent (Ross and Richards, xii). Close to 50 percent of people admitted to confinement have previously served time, exemplifying that the criminal justice system “recycles” inmates through the system again and again (Ross and Richards, xi). Unfortunately, many convicts simply do not remember how to or are ill-equipped to return to society once their sentence ends. Ross and Richards, through their valuable lessons within their book, seek to lessen the problems that ex-prisoners may face when released from prison.

With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state, each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment imposed by the court, be given services that aid in the rehabilitation of those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nation’s correctional system finally reached it’s critical collapse, and as a result placed American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement is ineffective in controlling these colossal increases in crime against society?
America’s prison system is overcrowded and expensive, but prison education can fix a lot of its problems. Education programs are important to inmates and is helpful outside of the prison. The main goals of prison education are to increase the education level of prisoner and improve their chances of success upon release. The prisoners need to be prepared for when they are released. These programs are helping prisoners live again on the outside. Inmates should be able to have education just like other citizens. Education changes mind and teaches people how to think smarter. Education has two types of training, vocational and academic.
All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. "The fraction of the population in the State and Federal prison has increased in every single year for the last 34 years and the rate for imprisonment today is now five times higher than in 1972"(Russell, 2009). Considering that rate along crime is a serious act. These crimes range from robbery, rape, kidnapping, identity theft, abuse, trafficking, assault, and murder. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? How does our correctional system rehabilitate offenders? Which method is more effective in reducing crime punishment or rehabilitation? Our correctional system has several ways to punish and rehabilitate offenders.
Many individuals who leave prison are left in worse positions than they were coming in. The U.S. Department of Justice says “67% of the 404,638 state prisoners released in 2005 in 30 states were arrested within 3 years of release, and 76.6% were arrested within 5 years of release” (“Bureau of Justice Statistics”). Recidivism is the term used when someone returns to prison after serving his or her sentence. And to reduce recidivism is important that we promote education in and out of prison. I believe that providing education inside prisons will help reduce the rate of recidivism.
The three articles that have provided me with information related to higher education and convicts these articles are Convict Criminology: Voices from Prison, The inviting convicts to college program and Correctional Education from the Perspective of the Prisoner Student. These studies addresses many present issues such as the low number of college courses offered in prison, college preparatory programs, course context and creations of programs with universities association. In addition to addressing all educational related issues with state prison the studies conducted in my previous finding also found that by educating an inmate we are helping by reducing its percentage of
