Yes, I do believe that it is very important for an administrator to see the daily workings of their facility. Our text states that an administrator who waits in their office for information to flow to them is highly uninformed and this is often true of issues within the prison that staff may not feel is important (Carlson & Garrett, 2008). A good administrator must be well informed about the staff and offenders that are within the facility and this information can be used to make determinations about issues that could impact the daily operations of the facility. Any correctional facility can be struck with emergencies that occur inside such as a riot, work stoppage, food shortage, or those that occur outside such as a natural disaster or civil emergency where the facility is located (Carlson & Garrett, 2008). Emergency plans will tell staff how to operate in the event of an emergency, who to notify, and the next step to take based on what even is transpiring at the facility. The plans are also helpful as they can give guidance for staff if an emergency occurs when senior management are not at the institution and they can begin the proper operations procedures and notification process while the senior management make their way to the facility. One of the most difficult parts of implementing an emergency operations plan can be ensuring effective communications are established, especially when other outside agencies are involved in the emergency. This issue has been addressed by the implementation of the National Incident Management System, which has established procedures for the establishment of a command post for the scene and has standardized methods across various agencies to ensure uniformity and better communications during emergencies (National Incident Management System, 2008). The new norm for the fire service has many common similarities with financial restraints that affect staffing levels, response times, equipment needs, growing pressures from political groups, and various demographic considerations, yet the expectations to provide a high quality service are still present. While response readiness is absolutely necessary, it is no longer viewed as sufficient. Many fire organizations have continued to be reactive in today’s emergency response requests. They may understand how to mitigate a call of service, but with the expectations of our customers, it is now time for these fire service organizations to become even more proactive in community needs. After September 11, 2001, the Knoxville Police Department had to look at its policies and make some changes. Knoxville does not have a Homeland Security Plan in itself, but does have an All Hazard Plan that covers the aspects of Homeland Security. However, with a well-established advanced plan in place an organization places itself in a position to overcome and work around obstacles.
