On 04/22/18, at approximately 1:17pm, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 988 N. Cassady on a dog on dog or cat attack (dog owner address). I arrived on scene at approximately 1:54pm. I met with The Columbus Division of Police (CPD) and dog owner Christine Wheeler. Ms. Wheeler stated her granddaughter and two other kids were walking her pug (black) on leash in the area 2818 E. 11th Ave, when a pit bull (brown) came charging out of that location and proceeded to attack her pug. The kids ran away from the scene without the pug. Dog owner of the pit bull ran out and took control of his dog and put him inside the house. I asked to see Ms. Wheeler pug, she complied with that
“Mom! Mom! The dogs got Cody. The dogs got Cody” (Vancouver Sun, 2007). Just a few days after Christmas in 2004, these are the cries that awoke Sheri Fontaine. Fontaine raced from her bed into the living room to find her three-year old son, Cody Fontaine, savaged by the dogs that were staying temporarily in her house. Tragically, young Cody did not survive the attack. A young life taken, a mother’s life ruined. Sadly, this story is not as uncommon as one of violence against people, they exhibit highly stubborn characteristics that make them difficult to control, and such bans have proven to be extremely effective.

Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 235 N. 18th St on a nuisance dog investigation (dog owner's address). I arrived on scene at approximately 1:56pm. I met with victim Robert White. Mr. White stated he was walking in the alley behind 200 Block of Monroe Ave. A white male had a black dog approximately 6 feet away from him. As he continue to walked through the alley, the dog tried to attack him. Mr. White stated the dog was on a "retractable leash" but Mr. White noticed that the dog owner had extended the leash to the point that the dog was close enought to Mr. White. Mr. White stated he move to the opposite side of dog owner, and words
Nationwide, approximately 50 percent of all children will be bitten by a dog before they reach the age of twelve (DeIorio, “Have a Dog-Bite-Free Summer”). In Marion County, Florida, aggressive and dangerous breads of dogs are a “serious issue” for the community according to Marion County Commissioner Jim Payton (Thompson, “County drops '1 free kill'”). Responsible dog owners seem to be unaware of the problem but area residents who have been victims of these attacks have turned to the Marion County Board of Commissioners for help. The local County Commissioners have been wrestling with this issue since October of 2009 when a widow from Ocklawaha, Patricia McBee, had three of her dogs euthanized after they allegedly killed her neighbor’s cat (Thompson, “County drops ‘1 free kill’”). The need for change moved even faster after a 3-year-old little girl was attacked and killed by a dog that was chained to a tree outside her house in Citra (Lee, “Girl, 3, mauled”).

For owning a dog that wasn’t registered or not obeying with the rules once it is registered by keeping it on a leash and muzzled when in public as well as in a car resulted in the dog being destroyed. There were no other options that were available to the courts. The Dangerous Dogs Act 1991 is the greatest proof that the principles of democracy and justice have been unashamedly ignored. Parents and children were left in tears with their dogs being taken away from them for months and kept in kennels in secret locations.

I spoke to two unknown males at the location, one stated the girl who was bit was his niece. Another unknown male stated the complainant took her daughter to the doctor to get checked out. I asked him if he could make contact with her in regards to the incident. The "uncle" stated the incident occurred last night (06/08/18) at approximately 11:00pm. The other unknown male was unable to make contact with complainant. I returned to talk to Ms. Phillips, I advised Ms. Phillips at the present moment I have no complainant/victim. But there's a complaint that someone was bit. I requested FCACC Dispatcher C. Grim to contact Nationwide Children Hospital to determine if complaint took the victim to the hospital. FCACC Dispatcher C. Grim advised me that no one is register at the hospital with victim

Breed Specific Legislation and Dangerous Dog laws are two ways states and counties deal with dog-bite related attacks. Dangerous Dog Laws regulate or prohibit ownership of a dog that has already shown signs of aggression or violence. According Hussain (2006) “dangerous-dog laws tend to be more effective, efficient, and addresses the problem of the ‘dog-bite epidemic’ by objectively examining a dog’s prior conduct rather than making subjective evaluations of viciousness based solely on breed” (pg.2). Breed-Specific Laws severely regulate or prohibit ownership of a d...
Upon my arrival, I spoke with Logan Durant (Victim) who stated that he just returned from REX hospital and was treated for a injury that was caused from being chased by a large brown dog (unknown breed). Ms. Durant stated that he was walking from his home located a 403 Conover Street, when his neighbors dog broke his chain that was ties to a tree and begin to chase him. A few days ago, while walking my dog, I decided to run with him but with the leash in my hand, so that way he could be free to stop and sniff wherever he wanted. This experience was very good for the dog because he was not tied to the limits that I provided, but he was always by my side running. A couple of minutes after being “free” a policeman showed up. To my surprise he was upset with me and said that having a dog without control was a big misdemeanor. Then, he proceed to take my information and gave me a citation to the Municipal Court of The Colony, while my dog was still trying to sniff around, like nothing different was happening. Afterwards, I looked for places or parks that were dog-friendly in order to take my dog, and that wa...

I conducted my observation at the Big E’s Great Barrington Kennel Club Dog Show. It was very interesting! I had never been to a dog show so there was so much for me to take in and observe. It was housed in a large better living facility. A large warehouse looking building that is transformed for various events. There was a restaurant café and Dunkin Donuts housed inside along the perimeter as well different booths selling things. I sat and observed an actual dog show of one breed that took place in ring 1. I walked around and looked, listened, and watched the people and dogs prior to the show. I learned there are so many steps involved in showing a dog. I Thought to myself how much work this was and the people must really have to love it.
