On 06/09/18, at approximately 1:32pm, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 599 Stanley Ave, on a dangerous or vicious investigations(dog owner's address). I arrived on scene at approximately 1:48pm. I walked to the above stated location, there was a group of four unknown male individuals. I asked if my complainant Kathy Lewis and or victim Lia Lewis was available. A unknown male just pointed next door (597 Stanley Ave). I went to that location and met with dog owner Melissa Phillips. I explained to Ms. Phillips that we received a complaint in regards to a dog biting someone. Ms. Phillips, initially denied that anything occurred. Ms. Phillips provided me with a hypnotically story of " if someone was in her backyard and her dog was on a leash and got bit, could she be held responsible. I advised Ms. Phillips it depends on the circumstances. I advised Ms. Phillips its hard for me to determine who's at fault since I am still looking to speak to complainant/victim. …show more content…
I returned to 599 Stanley Ave to gather additional information on complainant/victim.
I spoke to two unknown males at the location, one stated the girl who was bit was his niece. Another unknown male stated the complainant took her daughter to the doctor to get checked out. I asked him if he could make contact with her in regards to the incident. The "uncle" stated the incident occurred last night (06/08/18) at approximately 11:00pm. The other unknown male was unable to make contact with complainant. I returned to talk to Ms. Phillips, I advised Ms. Phillips at the present moment I have no complainant/victim. But there's a complaint that someone was bit. I requested FCACC Dispatcher C. Grim to contact Nationwide Children Hospital to determine if complaint took the victim to the hospital. FCACC Dispatcher C. Grim advised me that no one is register at the hospital with victim
name. I asked Ms. Phillips if her medium mix (black/white) name Shyann had a current dog license/vaccinations. Ms. Phillips provided me with past vaccinations documents. I asked Ms. Phillips if I could see Shyann, Ms. Phillips complied. I asked to see Ms. Phillips identification, she complied. Ms. Phillips was issued the following violations: Ohio Revised Code (O.R.C)955.21-Failure to register (license) a dog and 955.39-Failure to vaccinate against rabies. Ms. Phillips was also issued a quarantine. I left a door notice at 599 Stanley Ave to have complaint contact FCACC. I cleared from the location at approximately 3:12pm.
On March 24, 2016, officers were dispatched to a scene where a male subject was trying to gain entry into a vehicle using a hammer. Upon arrival officers made contact with a male subject who was later identified as Keith Hunt, the defendant, and the victim. The victim explained to the officers she was standing near the trunk of her vehicle when Mr. Hunt approached, He attempted to keep into her vehicle without permission; so she confronted the defendant and tried to secure her vehicle. Mr. Hunt demanded she give him the keys and her wallet. The victim stated the defendant had a hammer in his hand and was threatening her with it while he was telling her to hand over the property. On the above listed date and time, deputies arrived at Hampton County Medical Center, and made contact with the complainant regarding the above listed incident type. Deputies gathered the pertinent information needed to complete this report. The complainant and his mother wrote a voluntary statement. Photos were taken while at the Emergency Room. The complainant was issued a Victim’s Right’s Form along with a case number attached. Deputies attempted to make contact with the subject, no contact was made. Deputies cleared the call and resumed normal patrol duties.
On 04/14/18, at approximately 1:30pm, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 235 N. 18th St on a nuisance dog investigation (dog owner's address). I arrived on scene at approximately 1:56pm. I met with victim Robert White. Mr. White stated he was walking in the alley behind 200 Block of Monroe Ave. A white male had a black dog approximately 6 feet away from him. As he continue to walked through the alley, the dog tried to attack him. Mr. White stated the dog was on a "retractable leash" but Mr. White noticed that the dog owner had extended the leash to the point that the dog was close enought to Mr. White. Nationwide, approximately 50 percent of all children will be bitten by a dog before they reach the age of twelve (DeIorio, “Have a Dog-Bite-Free Summer”). In Marion County, Florida, aggressive and dangerous breads of dogs are a “serious issue” for the community according to Marion County Commissioner Jim Payton (Thompson, “County drops '1 free kill'”). Responsible dog owners seem to be unaware of the problem but area residents who have been victims of these attacks have turned to the Marion County Board of Commissioners for help. The local County Commissioners have been wrestling with this issue since October of 2009 when a widow from Ocklawaha, Patricia McBee, had three of her dogs euthanized after they allegedly killed her neighbor’s cat (Thompson, “County drops ‘1 free kill’”). The need for change moved even faster after a 3-year-old little girl was attacked and killed by a dog that was chained to a tree outside her house in Citra (Lee, “Girl, 3, mauled”).
On Monday April 11, 2016, at 0851 hours, Officer Jeremy Graves responded to a call of an assault that occurred at 5813 Baseline Road # 81. Upon arrival, Officers made contact with the victim, Dilva Clemente-Castanon who stated that she had been assulted by her husband, Elman Castanon-Miranda. Ms. Clemente-Castanon stated that when her husband came home he was upset about a customer that was inside of the residence buying some food items that she sells. Ms. Clemente-Castanon stated that her husband began to assault the unknown male and once he was able to get away he began to assault her. This experience was very good for the dog because he was not tied to the limits that I provided, but he was always by my side running. A couple of minutes after being “free” a policeman showed up. Cassady on a dog on dog or cat attack (dog owner address). I arrived on scene at approximately 1:54pm. I met with The Columbus Division of Police (CPD) and dog owner Christine Wheeler. Ms. Wheeler stated her granddaughter and two other kids were walking her pug (black) on leash in the area 2818 E. 11th Ave, when a pit bull (brown) came charging out of that location and proceeded to attack her pug. The reporting party (RP) stated on 8/11/16 she visited her cousin who resides in the facility (would not provide name). Upon arriving at the facility she observed a female resident (name unknown) run out of the facility into the middle of the street yelling "their eating me, their eating me" as she pulled up her shirt. On the night of 12/19/2017, Deputy Steve Williams was out of routine patrol in zone 2 in Sumner County, KS. As Williams was passing by an abandondedproperty, he noticed tire tracks coming out of the ditch. He took the time to stop and check the area and was able to determine the tracks were fresh. He then went and sat off the house and contacted me to assist him in clearing the property. When I arrived at William’s location he told me what he had discovered and the property where the tire tracks were located has been burglarized in the past. Once again, Chelsea’s session with Keni was a positive and, I feel, constructive one. Chelsea was attentive and authentic when it came to hearing about what Keni was experiencing. Chelsea had very open body language, smiled, and maintained eye contact. Although she was holding a pillow during the session, I do not think it subtracted anything from the session. If anything, I think having the pillow provided both the client and helper with a sense of security. The bit of awkwardness I observed at the beginning of last session I feel was less present this time around.
