1.1 Background to the Study
Globally, decentralization has shaped the contours of development thinking, administration and governance. Academics, international development agencies, bilateral and multilateral donors have place much emphasis on decentralization. Hence its potential to reduce poverty particularly in developing countries.
Decentralization is defined broadly as the transfer of authority on a geographic basis location or authority powers, people or things away from a central process of redistributing or dispersing functions whether by decongestion (i.e. delegation) of authority to field units of the same department or level of government units or special statutory bodies. The incident of poverty in most developing countries are manifested by low productivity, low per capita income, high population growths rates, unemployment and under employment, income inequalities between different social groups and poor social infrastructure among others. Hence District Assemblies became the local government representation of the central government. Each District has a mission to achieve. Atebubu-Amantin District Assembly (AADA) exists to formulate and implement policies directed at promoting good quality education, improving health, sanitation and sound environment and reduce poverty among its people through the judicious use of its available material and human resources. To achieve this mission therefore District Assemblies needs funds to be able to provide services and responsibilities assigned to them. National development will not be successful without genuine partnership between the central and local government. The local government was set up as part of efforts to decentralize and democratize and democratize the governance structure of the country. It has succeeded in involving a wide spectrum of the Ghanaian citizenry in governance and development at the grass root level.

The development of an entire state is started with a local community. According to me, when several communities are developed then, one can opt for state level and hence an entire federal body. Firstly, I plan to raise money for the local level office. Being a responsible candidate needs to follow all the directions and rules of setting up a budget for his or her campaign. “The law of Texas requires every candidate to appoint a treasurer even if one is not going to raise any money.” I have assigned a campaign treasurer to plan, look and direct me a legal way to make and spend budget for my campaign. One of the contemporary challenges facing policy makers is the incidence and spatial concentration of poverty. The multiple dimensions of poverty includes: levels of employment, education, incidence of poor health, poverty levels, and macroeconomic conditions. In this report we will examine two of them: employment rate and education to find out if countries can reduce poverty level by increasing employment rate and increasing number of people who finish at least upper secondary education. Moreover, we will find out what is more important to increase employment rate or increase number of people who finish secondary education to decrease poverty level in the countries.
