The inspection system for Health and Social Care is carried out on a regular basis and is conducted by the CQC (Care Quality Commissions), who are an independent regulator for England. They were established by the Health and Social Care Act 2008 (updated in 2022). They are called comprehensive inspections and they are used to make sure services are providing care that is safe, caring, effective, responsive to peoples needs and well-led. Inspections are carried out to give providers of care services a rating. Reports on these ratings are placed on the CQC website for all to see. These are smaller in scale than comprehensive inspections, but have the same ethos and a similar process. All nursing home facilities have their own regulations that governs and controls the facility residents, providers, policies and procedures. The experience of the ‘Star Ratings’ system in respect of service efficiency indicates that it is prudent to act pro-actively rather than re-actively. It is vital to consider that the Government is expecting demonstrable improvements in health services rather than rhetoric alone (Radnor and Lovell, 2003).
The changes to health policy and the re-organisation of the NHS in recent years which has led to improve integrated governance, has all developed as a result of the catastrophic failings that occurred in Mid-Staffordshire healthcare Trust. The Secretary of State for health, Andrew Lansley, announced a full public inquiry to parliament on the 9th June 2009 into the role of the commissioning, supervisory and regulatory bodies in the monitoring of Mid-Staffordshire Foundation Trust (Midstaff inquiry online, 2013). This inquiry was led by Robert Francis QC, who proposed recommendations to ensure that similar events do not repeat in future. The Francis report made 290 recommendations which included improved support for compassionate, caring and committed care, as well as stronger healthcare leadership (Health Foundation Online, 2014).
The standards of the Joint Commission are a foundation for an objective evaluation process the may help healthcare organizations measure, assess and improve performance. These standards are focused on organizational functions that are key for providing safe high quality care services. The Joint Commission’s standards set goal expectations of reasonable, achievable and surveyable performance of an organization. Only new standards that are relative to patient safety or care quality, have positive impact on healthcare outcomes, and can be accurately measured are added. Input from healthcare professionals, providers, experts, consumers and government agencies develop these standards.
