The City of Progress recommendations to best balance resident interest in bed and breakfasts and to increase tourism, while limiting neighborhood disturbances, focusses on sustainable development agreements and controls. The following paper will explore the best practices to allow the planning department and council to meet all resident objectives and allow for a sustainable tourism industry. Senior Planning recommendations for maintainable growth and resident satisfaction include controls/discretionary use and/or development agreements in order to deal with the residents’ intent on providing bed and breakfast in its community. These options give council flexibility, while at the same time control when giving permissions to residents for …show more content…
development of bed and breakfast accommodations to its tourist. By building this proposed framework into the City of Progress’s municipal development plan, it will create a sustainable future for both the residents and local government by balancing population pressures and municipal financial stability. To ensure that a municipality’s land use is sustainable, regulations setting the parameters of its land use must be determined and adjusted occasionally to meet the community’s needs and growth.
To allow the residents of the City of Progress to start providing bed and breakfast as a tourism stimulant, strict controls are required to avoid detrimental side effects to its community. Council can consider imposing a conditional/discretionary use in its zoning bylaw to deal with the development of bed and breakfast in the community. The City of Progress can also consider a development agreement, which gives a type of flexibility and control to the developments in the city. In some cases, pilot projects are implemented to test resident tolerance and community success prior to amending zoning bylaws, regulations or land use. An example of this would be the City of Grande Prairie’s Urban Hen Project, in which, Council will decide whether to permit an exemption to the animal control bylaw. The exemption would allow 15 properties to have backyard chickens for a one-year pilot project, with a 6-month evaluation. This pilot project would provide council an opportunity to test resident tolerance and community success prior to permanently amending land use and by-laws. The City of Progress may consider a similar pilot project with bed and breakfast prior to amending bylaws and zoning to ensure community …show more content…
success. A conditional or discretionary use provides council the ability to permit a development in a development zone with various conditions or requirements.
This provides control measures on a case-by-case basis of how each bed and breakfast should be permitted/regulated. In many cases, when there is no controls set or guidelines on how developments/use are permitted, a municipality can end up a poorly planned community with resident dissatisfaction. Discretionary use or controls require applicants to request permission to Council. There are strict regulations or requirements council can set in its zoning bylaw to ensure that each application meets requirements prior to development permission. Public hearings can also be a control mechanism to ensure residents affected by these developments have the chance to voice concerns. Council will have direct control with the public’s input on how each development permit approval. This type of regulation is flexible, but gives enough governance to Council and the residents impacted by development in their area. Discretionary use or control is very feasible to communities, as each individual application for development is considered; using public input and requires no changes to zoning or community plans. Appeal rights to discretionary uses or controls are limited, and in some provinces do not exist. Land use Bylaws C1260 (City Of Grande Prairie), clearly states how appeals to the Subdivision Development and Board can occur. Recommendation
to build discretionary uses into City zoning bylaws to allow different types of development examination on a case-by-case basis would be beneficial for the City of Progress. City of Progress Council may also want to consider implementing development agreements. Development agreements have specific requirements that are fashioned to specific developments such as a bed and breakfast. Imposing requirements such as hours of operations, number of occupants and other services provided are reasons that developments agreements are beneficial. The flexibility of this option is favorable, as it gives extensive variations to establish rules best benefitting the entire community. Zoning bylaws or municipal development plan often specifies the areas where development agreements are permitted and/or required. Development agreements must comply with the legislation as they significantly affects existing zoning that the municipality have. The public are involved and there is an appeal process for those who do not agree with the development authority’s decision. Since Council makes the final decision on development agreements, a provincial body hears appeals for development agreements. Development agreements Therefore, as Senior Planner for City of Progress, recommendations would include controls/discretionary use and development agreements to best balance resident interest in bed and breakfasts and to increase tourism, while limiting neighborhood disturbances. These options gives the Council flexibility while at the same time control when giving permissions to residents for development of bed and breakfast accommodations to its tourist. Pilot projects could be a temporary way to test resident tolerance and community success prior to permanently amending land use and by-laws. Both of these options provides control to the council and the public as they allow permits to be reviewed on a case-by-case basis. The public can have their input on developments that affects them and can give the Council directions on how their community is developed. Addressed concerns can be evaluated prior to granting the permits for each bed and breakfast. By building this proposed framework into the City of Progress’s municipal development plan, it will create a sustainable future for both the residents and local government by balancing population pressures and municipal financial stability.
Since the Council meeting on March 31, the issue has become both more contentious and complicated. The Council voted on September 1 to rescind their approval of the new zoning. However, the developer submitted their proposed plans for the site a day prior, which under a new state law, allows for the retail zoning to stand. The “time of application” l...
Typically, the Deer Crossing Homeowners’ Association board will meet once a quarter to solve community problems and disputes that arose during the past few months, but has never organized a separate council to conduct surveys to gain a better insight on other homeowner’s. Without this needed insight, decisions are being made without some of the homeowners’ knowledge or input. This is primarily due to the lack of interested citizens in the association. The assessment in the following pages identifies issues that have occurred, regarding delinquencies, disputes, and community involvement, with no true action taken to collect or interpret information and implement guidance on some of the local community agenda items that occur.
Stressors in the community is the real estate developer who proposed the development plan. The plan has added conflict between community organizations that don’t agree on the plan. Some members of community see that the plan can bring change to the community that will better life for the community. They see the plan will lead to a reestablished community with new order and hope. They also see that there will be new employment opportunities and stabilization in the areas. Those against the plan feel like there is a lack of trust with the developer since he has been buying properties from the community for several years without consulting the residents. They also don’t agree with the design of the plan and the for-profit real estate agent. The
Impacts of Tourism in Swanage Tourism has the potential to create impacts on the environment and communities that it relies on to accommodate visitors. Its impacts are mitigated by the long history of tourism activity. Communities have become used to tourism activity, and management measures to limit some areas of environmental damage have been implemented. Nevertheless, some impacts are far ranging, and they are set out below: * Inappropriate Development An increase in visitors can lead to pressure for new developments to serve and capitilise on their needs, eg. Caravan parks, visitor centres, cafes, signs, car parks, and additional accommodation.
In today’s real estate market there is one sensitive issues that has been debated on over the years regarding, zoning and rezoning laws and whether the home owners and investors should receive a compensation for every property affected by the zoning. The zoning laws has been known to either decreases or increases the value of a property. Politics or politicking is a game that is more ostensible and reserved for the political arena; however, metaphorically, much of the political discourse can also be found within organizations. Politics in organizations, then, is design for groups to reconcile differences between interests, conflicts, and power (Morgan, 2006). The case study to be analyze (Cutting Back at City Hall) is one that illustrates all three aspects of interests, conflicts, and power as the City of Smithville, the Fraternal Order of Police (FOP), the International Association of Firefighters (IAF), and the American Federation of State, County, and Municipal Employees (AFSCME) deliberate the city’s proposed budget.

Some considerations are particular to the town. Users must determine, first of all, whether it is even possible to go from one point to another. This is especially important for those who are not able to walk long distances. Riders must also decide whether the restrictions of a certain mode - say, timetables for trains, or driving laws - are acceptable.
In conclusion, brownfield redevelopment supports the continual goal of sustainability through utilization, incorporation, preservation and remediation. For instance, brownfield sites offer developers a chance to utilize the existing infrastructure, which lowers municipal costs. Additionally, developers can incorporate ancient and modern technologies that create more efficient buildings thus reducing energy use. Moreover, with opportunities to grow within cities, there is less pressure to develop greenfields. Furthermore, through the required process of remediation, environmental hazards are removed or prevented. Overall, brownfield redevelopment saves money, reduces energy usage, protects greenfields and removes critical dangers to the surrounding environment thus moving towards a more sustainable society.
The city of Tempe is one that has continued to exhibit a vibrant and thriving community atmosphere that allows people to live with peace and in safety. It is a very populated area with many of the citizens being students, due to the very large and highly populated Tempe campus of Arizona State University. Because of this, the city of Tempe allows many people to use public transportation as a means to navigate throughout the area, allowing students whom live off campus to travel to and from school with ease. Its community atmosphere, many landmarks and districts, and transit systems allow people to travel throughout the city with ease and get nearly everything they need at many available locations. “The city of Tempe’s General Plan is organized and broken down into various elements of conservation, design, development, economics, history, land use, open space, public facilities, and transportation” (City of Tempe General Plan). All of the various elements of the city’s plan were organized and individually analyzed in...
Concerning recreation, carrying capacities have been considered since the early 1930’s (Stankey & Manning, 1986). Since its introduction the concept or carrying capacities has evolved considerably. Capacity serves as a signal to managers indicating that additional action may be necessary to protect the visitor experiences and local resources (Haas, 2001). A more specific definition of visitor capacities is described as “the amount and type of use that is compatible with the management prescription for an area” (Whittaker, Shelby, Manning, Cole, & Haas, 2011; McCool & Lime, 2001). For example, the number of outfitters permitted per day at a particular entry point of a recreation area.
Challenges, in any filed of study, can be evaluated through both qualitative and quantitative approaches. Although qualitative methods used for understanding a community’s needs, desires, characteristics, and shortcomings, serve as essential tools in developing a city, representation of these qualitative factors to gain validation is a painstaking task. The governments should consider about the sustainable development. First of all, to prevent the huge pollution problems, government should hire more cleaners to clean the destination, by the way, they can also appeal to the tourists not to make too much rubbish by using slogans or advertisements. Slogans and advertisements can easily cause the tourists’ public spirit and make them be more politely. Secondly, government can making advertising videos to attract tourists come to the destination. It can be actualized by combining with other types of tourism. For example, when develop the tourist attractions, restaurants and bars can be built nearby, and in the promotions, the delicious food and wine, high-quality restaurants and bars can all be recommended. Food and wine can be a considerable factor when the tourists select their destination, but it is hard for them to find some good place to eat. Making advertising videos with food and wine or make apps that can recommend tasty local food are good ways to motivate tourists. Thirdly, the restaurants and bars themselves should improve their own qualities and provide perfect service and products for their consumers. For example, the tourism department of government can launch some cultivate courses for the staffs so that they can learn how to make consumers feel good and even want to come back to the destination again. In the meantime, from
