Jamaica has undergone key changes in addressing the way child protection has developed. One fundamental change was the signing of the United Nations on the Rights of the Child (CRC) in 1991, this international agreement ensured the, protection, survival and the rights of children. The focus on child protection was brought to the forefront when reconstructing, international plans of action directing the push forward for governmental and procedure co-operation with global measures. This established one of the leading agencies in Jamaica the Child Development Agency (CDA) gov.jm. The CDA evolved due to the inadequacy of the previous systems, statistics suggested these agencies did not function as a fluid unit, as a result of the merger of The Child Services, The Child Support Unit, and the Adoption Division. Previously, these services were under the Ministry of Justice now under the auspice of the Ministry of Youth and Culture. A state that undertakes custody of a child is declaring that it can do a better job providing protection. This system is a powerful agent of support, providing positive nurturing environments that enable a child to reach his or her potential. The controversial issue of whether or not Child Protective Services are doing their jobs properly, has grabbed nationwide attention. Child Protective Services is the name of a government agency in many states of the United States whose mission is to respond to reports of child abuse and neglect. Some of these cases may include physical abuse, sexual abuse, and mental abuse (Wikipedia). The child welfare system is corrupted. The parents and guardians who are accused of abuse are automatically labeled as guilty and will have to prove their innocence; instead of being innocent until proven guilty.
Most services provided to families by the child welfare system have complicated requirements that make it nearly impossible for them to receive all the necessary resources. For example, the child welfare system currently provides the family with a packet of resources, in which the family on their own must contact agency after agency for services, just to be notified that there are fees to receive services or there are long waiting lists. For the most part, families are then discouraged from asking for further assistance. The child welfare system needs to be able to address the underlying issues that disadvantaged families are dealing with, which may be playing a role in the child maltreatment occurring in the home, whether it is general neglect or child abuse.

The Child and Young Persons (Care and Protection) Act 0f 1988 strives to provide children with the necessary care and protection to maintain the Childs welfare and well-being. This legislation also recognizes that the primary means to ensure a Childs well-being is to provide long-term safety, nurturing and a stable environment (Legislation NSW). It is important that children and young people in a nursery, school, or college setting are protected from harm. It is the adults within the setting responsibility to ensure their welfare. They have a duty of care whilst children are at the setting. All staff and volunteers must be checked for suitability to work with children ( Criminal Records Bureau) before being allowed to work with in the school.
