On 01-28-2017 at 1002 hours I was dispatched to 305 Bartlett apartment A in reference to multiple subjects in the residence.
Upon my arrival I made contact with three individuals in the residence Janice Rodgers, Mercedes McClain, and Lester Johnson. All three subjects advised they had stayed at the residence last night and the resident left early this morning.
Dispatch advised Janice Rodgers had an active warrant for her arrest through the Poplar Bluff Municipal Court. Rodgers was placed under arrest and placed in hand restraints which were properly fitted and double locked. Rodgers was transported to the Poplar Bluff Police Department were she was processed and lodged at the Butler County Justice Center.

Cabrini-Green has slowly been recovering from its dismal state of affairs recently, with developers building mixed-income and subsidized housing. The Chicago Housing Authority has also been demolishing the monolithic concrete high-rise slums, replacing them with public housing aimed at not repeating the mistakes of the past. Fortunately, a new era of public housing has dawned from the mistakes that were made, and the lessons that were learned from the things that went on for half a century in Cabrini-Green.

Perrine went on to explain, that her neighbor, later identified as Noverto Crespo, has a problem with her walking on the hardwood floors with her heels. Perrine stated the two have had confrontations in the past. At one point, they came to an agreement that she would limit the time in which she walked on the floor with heels, to the hours of 0700 to 1900. Perrine then stated, she had been away all weekend. When she returned, earlier today, she was bringing luggage into the residence when she heard Crespo banging on the walls loudly. Perrine stated she felt as though Crespo was harassing her, since she was wearing her heels during the agreed upon hours. Perrine stated she did not wish to pursue charges, but wanted Crespo to stop banging on the walls.
