Introduction: As of December 23, 2015 there have been 794 children saved and returned due to the Amber Alert System. The system has been very effective and has saved many lives. Today I will be talking about how Amber Alerts work, where they came from, and how effective this system has been. On May 4th, 2015 in Oklahoma an 8 year old girl was abducted by a man in a vehicle. An Amber Alert was issued statewide. Police received information that a man was acting strange and he fit the description of the man. Police were then able to arrest the man and save the child. Another one was on Feb 22, 2015 in Texas. A 6 year old girl was missing from her home in the middle of the night. The parents said that they had put the child in bed, but when they checked on her again, she was gone. A man that was staying with them was missing as well, and so was their van. An Amber Alert was sent out. A cashier at a gas station saw the vehicle that was described and noticed that the license plate matched. The child was saved and returned safely home to his family. But while there have been successes, there have also been failed attempts at using the Amber Alert system. Some people do not even want Amber Alerts because they feel as if it does not even work. The Adam Walsh Child Protection and Safety Act of 2006 was established because an American boy was abducted form a Florida shopping mall and was later found murdered. The act was signed into law by George W. Bush on July 27, 2006. This act is established to protect children from sexual exploitation and violent crime to prevent child abuse and child pornography to promote internet safety. This act is also known as the sex offender registration and notification act. It was established with the intention to strengthen laws related to child sexual predators. This law was instructed for each state and/or territory to apply criteria’s for posting offenders data on the internet.
The following research will display an overview of the process in Texas on how sex offenders are registered along with the notifications that are followed after registration. Texas, as many other states, has a procedure which requires sex offenders to register with the local law enforcement agencies at the time of their discharge. In addition to registration, they must also comply with further probation regulations. Research has concluded that there are four basic phases of registration and notification. Many things that happen in this world are scary and totally out of our control. Child abduction is a horrifying and life changing event that has terrified many children, parents and love ones. Child abduction is every parent's worst nightmare. It could happen in the grocery store, yard or even your child's school. The horrifying truth is that child abduction could happen almost anywhere in the world. However, the most crucial part about their whole experience can be once they’re rescued and brought back to their loved ones. Many survivors tend to feel unsafe and in most cases, and just can’t be the same person.
Many people go missing in a day, although you might not realize it because you are not aware of your surroundings. How many people actually go missing in a day? In the United States every 40 seconds a child go missing, that makes about 800,000 children a year. This number of children missing is outrageous and we need to do something about it. This is the case of Brianna Maitland, a seventeen year old girl who went missing in 2004. I believe that Brianna was kidnapped but other theories include that she ran away by herself and that she was killed by known drug dealers in her area.
10. If your organization had the ability to add one service, what do you think they should add? They should add a place that a person can submit their contact information, if necessary. This may benefit the victim who is in need of services from one of their agencies. However, once the box is filled out it and sent, it should reset to an empty box. This may be helpful if an abuser takes a victim’s phone and car keys away. Therefore, if the victim has an opportunity to gain computer access, this sent data can help victims by letting someone know they need assistance. However, not to be used to replace of 911.
Believe it or not having your child missing isn’t necessarily enough to issue an AMBER alert. If your child was seen being taken by a known felon or there was violence during the abduction then they will be deemed urgent enough to administer an AMBER Alert.
When a parent hold his/her child for the first, one of the things a parent does is make a silent promise to this child that they do whatever they can to protect this life they have in their hands. Unfortunately, there comes a time, when a parents cans no longer able to be around to protect their children 24 hours a day. This is the time parents have to dreaded talk almost like taking away a part of their children’s innocents because they have to discuss about the “bad people” in the world. How sometimes these people are not stranger but someone who maybe someone they have come trust and love. This is evident ever time you turn on the TV, there is news report discussing the molestation of a child by a teacher, coach or even a priest. One of the ways law enforcements try to keep our children safe was by enacting the Meagan’s Law. Meagan’s Law was created after a 7 year old girl, named Meagan Kanka, who was lured away by a neighbor with a promise of puppy inside his house, where he suffocated and strangled her. Her body was stuff into a toy chest and dumped in a near by park. Meagan’s killer was a two-timed sex offender living with other sex offenders he met in prison, right across the street. This incident caused the federal government mandate all sex offender to register their location with police and their information to be made public and placed onto sex offender registry. On the surface, the sex offender registry seems like the perfect solution needed to protect our children, but with closer examination, the sex offender registry falls short.

This young woman's life had been left in ruins when she was left behind with no place to call home. A violent and abusive relationship that accumulated into a heart wrenching divorce. The now ex wife forced herself up from her sorrowful position and began traveling up the streets of Chicago. Like magic, A television switched on to the news channel as she passed by an electronics store. “AMBER ALERT,” read the title of the broadcast. “Two male, five year old children, by the names of Robert and Nick have just gone missing after the brutal murder of their father, James Douglas,” the newscaster proclaimed. Amber alerts have become a common problem in the US and it was no different back in 1994. The handling of the situation, however, was a different matter. In 1994, the alerts for a child abduction were typically made on the news and information is given there. Today's standards are different. If an Amber alert were to occur today, people would receive a quick information via text on their smart phones, which usually had a name of the child, the kidnapper, and description of the vehicle if known. There are multiple times that I recall of receiving an Amber alert on my phone and child was found fairly quickly. If the Romanek kidnapping were to happen today, it is possible that she could have been found a lot quicker than in 1994.
Samantha contacted the shelter in regards to her situation and asked if there was anything that she could do. She told the victim’s advocate, Deanna, that she would not be able to drive out to the shelter since she did not have a car. Deanna informed Samantha that the shelter was full, however, that there were still options since Samantha was of “high risk” (Lebrecht, 2017). Deanna stated that Samantha’s priority was to make an “Emergency Backpack”. Inside the backpack includes all important documents including; social security cards, identifications, passports, and cash. She also mentioned that it was a good idea to have a “9-1-1 Cellphone”. Deanna explained that a 9-1-1 Cellphone is any cellphone that is fully charged and can make phone calls to law enforcement if needed.
