A. Desired Change
We are a forty-six man department. Our current make up is 45 white male officers and one female white officer. We police a community that is 17 % black and 5 % Hispanic. Also the people who travel through our community are quite diverse. The Norwood Police Department has been in exsistence since 1888 and during that time there has never been a black officer and there have been a total of three female officers.
Our Department is not representative of the community we serve. We need to be more reflective of not only the community we serve but the overall population as well. We need to be a more diverse department. We need to start a recruitment program to try and get more minority candidates to take our test.
We cannot effectively police those we serve to the best of our ability unless we are representative of those we serve. We have a reputation that has stuck with us for many, many years that we our prejudice against blacks. I can remember as a kid hearing that you wouldn’t see a black person walking through Norwood after the sun went down because they knew the cops would arrest them. All of the officers are working a lot of overtime and are getting burnt out. If they are made aware that it is important to me to hire a more diverse group of officers I believe they will feel the urgency. I don’t say this because I believe they have that much respect for me; I would never be that pretentious. But I believe they would feel the urgency because they know it is what is best for the Department and because no other Chief has ever made it a priority. The justice system is in place in America to protect its citizens, however in the case of blacks and some other minorities there are some practices that promote unfairness or wrongful doing towards these groups. Racial profiling is amongst these practices. In cases such as drug trafficking and other criminal acts, minorities have been picked out as the main culprits based off of skin color. In the article “Counterpoint: The Case Against Profiling” it recognizes racial profiling as a problem in America and states, “[In order to maintain national security] law-enforcement officers have detained members of minority groups in vehicles more than whites”…. “these officers assume that minorities commit more drug offenses, which is not the case” (Fauchon). In relationship to law enforcement there has also been many cases of police brutality leaving young blacks brutally injured, and even dead in recent years, cases such as Michael Brown, Dontre Hamilton, Eric Garner, Tamir Rice, and Freddy Gray just to name a few. Many of these young men were unarmed, and the police involved had no good justification for such excess force. They were seen as threats primarily because of their skin color. A Witness of Jim Crow Policing and Racial Profiling, Bob Herbert, believes that the New York police department needs to be restrained due to his personal experiences. The author uses many examples to strengthen his argument in order to influence others to be against Jim Crow policing, yet throughout his article he lets his emotion show too much losing his credibility and straying from logic versus his opinion.
According to Dr. Carl S. Taylor, the relationship between minority groups and police in the United States has historically been strained. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. The feeling in many communities today is that the system pits law enforcement as an occupying army versus the neighborhood. Dr. Taylor wrote about easing tensions between police and minorities, but stated “If there is any good news in the current situation, it is that the history of this strain has found the 1990’s ripe for change.
This semester, we talked about how important it is to keep a positive relationship present between the police officers and the community. This theme really starts to emerge in the book in the chapter called, Across the Racial Divide. “There are cities where “clearing corners” is an accepted administratively supported practice: Officers routinely roll up on groups of blacks in public and order everybody to leave” (Kennedy 2011:143). This contradicts the focused deterrence approach they were implementing in cities, and knowing who were committing crimes, and instead officers racially profiling citizens. Many people claim that racism no longer exists; however, the minorities’ struggle with injustice is ubiquitous. Since there is a mass incarceration of African Americans, it is believed that African Americans are the cause of the severe increase of crimes. This belief has been sent out implicitly by the ruling class through the media. The media send out coded messages that are framed in abstract neutral language that play on white resentment that targets minorities. Disproportionate arrest is the result of racial disparities in the criminal justice system rather than disproportion in offenders. The disparities in the sentencing procedure are ascribed to racial discrimination. Because police officers are also biased, people of color are more likely to be investigated than whites. Police officers practice racial profiling to arrest African Americans under situations when they would not arrest white suspects, and they are more likely to stop African Americans and see them as suspicious (Alexander 150-176). In the “Anything Can Happen With Police Around”: Urban Youth Evaluate Strategies of Surveillance in Public Places,” Michelle Fine and her comrades were inspired to conduct a survey over one of the major social issues - how authority figures use a person’s racial identity as a key factor in determining how to enforce laws and how the surveillance is problematic in public space. Fine believes it is critical to draw attention to the reality in why African Americans are being arrested at a much higher rate. They should make the application and hiring process less bias and discriminatory in order for minorities to have a better opportunity at gaining a job in healthcare leadership and management. To prevent employers from believing social stereotypes, they must educate themselves on other races and ethnicities backgrounds to have a better understanding of them and their beliefs. As the diversity of the United States population continue to rise, the demand for diversity in healthcare is on a steady increase. It is vital for healthcare organizations to add diversity in their workforce to benefit patients’ comfortability when seeking medical attention. The barriers that stand in the recruitment of minority employees should be broken to benefit both healthcare organizations and their patients.
Policing is a very difficult job to do because it can be very misunderstood. The power given to them may make people of minority feel like they are up against the wall and are at a disadvantage because of how they look. The first step is to weed out the ones who just are not right to be a officer. The next step is to find the ones who fit the needs of the department. Medical and psychiatric testing, personal interview, and background information is used when identifying if a person is a good fit. There is research that has identified five personality characteristics that allows a police officer to excel in his or her job: extrovert, emotional stability, agreeable, conscientious, and open to experience. People also need to be aware of working in a high crime area. Even if the person has all five traits, but can’t handle the stress they may need to find another profession. There may be times new hires come from another department, but before hiring they need to talk to the previous employer. There may be certain reasons that the officer for hire is wanting to move to a different department. They could have been disciplined or terminated if they had not agreed to resign. This is not okay for the officers are not taking the consequences for their behavior.
All organizations, especially law enforcement agencies, require leadership. Maintaining a dependable leadership structure is key to the success of any organization. The philosophy of the modern style of police leadership involves a leader who is strong, competitive and unreceptive to change. Police leadership is based from an autocratic style which is founded on integrity and courage, embracing teamwork, involvement and shared leadership (Cordner & Scarborough, 2010). This style of leadership works well in an emergency situation in which rapid decision making and strict control is needed. The negative aspect to this style of leadership is the inability of the organization to function with the absence of leadership.
The movement BlackLivesMatter have outed hundreds unlawful officers and victims that never got the justice needed. The same characteristics (color and style) that emulates strong, noble people can backfire. Black people in this country who actively resist dehumanization makes a call to action and a response to anti-Black racism in our current society. (Cullors, 2015) The growth of the movement has moved country-wide, first starting in the south; the south had always had history of racism and anti-black impulses. This movement is continuing to carry up north and west, and is projected that any officer can be the next one to unlawfully kill another black individual. These immoral police officers are no different from the rest of the police force, their uniforms are no different color or style they do not have different titles, there is no distinction between the these two types of officers. African Americans are persuaded to be more cautious and angry towards police officers; anyone with a cop uniform can be considered a threat to their life. Innocent cops were murdered in retaliation to the unfair judicial systems that are not punishing these cops. In the 1960s police departments were worried about not having enough minorities and now police departments worry about not having enough qualified officers in general. If police departments can better advertise how great it is to be a police officer and how bright the future could be for a hardworking officer I think that the retention issue among police departments will decrease dramatically and the amount of qualified applicants will sky rocket. All in all police recruitment is a huge part of law enforcement agencies and if it wasn’t for recruitment and the work that goes in to getting officers field ready who knows what kind of chaos could have come from having unfit officers patrolling the streets and keeping citizens safe on a daily basis.
