In the book Don’t Shoot, David Kennedy and his associates used a focused deterrence approach of policing. The first thing that goes into the focused deterrence approach is mapping out the crime that needs to be dealt with. Receiving 911 calls will help in mapping out the crimes you are looking for, and knowing where they are coming from in that particular city. After you figured out where all the crimes are being committed, everyone in the criminal justice system needs to come together. This includes, probation officer, police officers, DA, judges, and even the community members. This semester, we talked about how important it is to keep a positive relationship present between the police officers and the community. This theme really starts to emerge in the book in the chapter called, Across the Racial Divide. “There are cities where “clearing corners” is an accepted administratively supported practice: Officers routinely roll up on groups of blacks in public and order everybody to leave” (Kennedy 2011:143). This contradicts the focused deterrence approach they were implementing in cities, and knowing who were committing crimes, and instead officers racially profiling citizens. Also, this correlates to investigatory traffic stops in Pulled Over. “People are especially likely to look beyond respectfulness when, as is true of African Americans, they are a stigmatized group that is commonly and repeatedly subjected to a process that disproportionately disadvantages members of the stigmatized group, and the members of this group have developed a share knowledge of these disparities and of the process that generates them” (Epp, Maynard-Moody, & Haider-Markey 2014:117). This shows that when one race group is always being questioned, or stopped by the police, then there will never be a good relationship between the community and the police. Community and problem oriented policing are responsible for creating strong responses to public safety, fear and crime problems. They aim to analyze problems and frame strategic feedback using a variation of approaches. Through a procedure of analysis, evaluation, and problem identification; problem-oriented policing has been successful against a variety of fear, crime, and order concerns. The Boston Ceasefire program is considered to be problem-oriented policing it mostly aimed at taking on serious, widespread crime problems; like homicide victimization among the youth in Boston. Boston is one the cities in the United States that experienced an epidemic of youth homicide and illegal gun use between the late 1980s and early 1900s.
Chief Bernard Parks, has announce that it was time to move beyond the Cristopher Commission Report (Riccardi & Ravin, 2000). Bernard argue that nearly 80 percent of the recommendation had been completely implemented by the LAPD. However, recent studies have concluded that there is still a long way to go in order for the Police Department to reach its goal. Reports indicate that managers have failed to correct the behavior of officers involved in multiple misconduct complaints (Riccardi & Ravin, 2000). Officers who abuse of their powers have received minimum training, counseling or sanctions by their managers to help them reduce their bad behavior. Furthermore, the no tolerance on race has been implemented and caused the Police Department to become more diverse. Twenty five years ago the department was sixty one percent Whites, no a day’s Whites only account for thirty three percent of the officers. Diversity has grown in the department, but it seems that not much has changed since the Rodney King incident. According to Gerber and Winton (2015), African Americans represent nine percent of the population but account for thirty one percent of the use of force cases and nineteen percent of the deadly shooting by the police. This era is where the shift from a centralized task force has gravitated to a decentralized task force, causing some friction from both the community and the officers that serve it. Police are told that they are needed to listen to the concerns for the community; however, law enforcement is still the primary goal. According to Dr. Carl S. Taylor, the relationship between minority groups and police in the United States has historically been strained. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. The feeling in many communities today is that the system pits law enforcement as an occupying army versus the neighborhood. Dr. Taylor wrote about easing tensions between police and minorities, but stated “If there is any good news in the current situation, it is that the history of this strain has found the 1990’s ripe for change.
Hot spot policing is based on the idea that some criminal activities occur in particular areas of a city. According to researchers crime is not spread around the city instead is concentrated in small places where half of the criminal activities occur (Braga chapter 12). Also, many studies has demonstrated that hot spots do show significant positive results suggesting that when police officers put their attention on small high crime geographic areas they can reduce criminal activities ( Braga, papachristo & hureau I press). According to researchers 50% of calls that 911 center received are usually concentrated in less than 5% of places in a city (Sherman, Gartin, & Buerger, 1989; Weisburd, Bushway, Lum, &Yang, 2004). That is the action of crime is often at the street and not neighborhood level. Thus police can target sizable proportion of citywide crime by focusing in on small number of high crime places (see Weisburd & Telep, 2010). In a meta-analysis of experimental studies, authors found significant benefits of the hot spots approach in treatment compared to control areas. They concluded that fairly strong evidence shows hot spots policing is an effective crime prevention strategy (Braga (007) .Importantly, there was little evidence to suggest that spatial displacement was a major concern in hot spots interventions. Crime did not simply shift from hot spots to nearby areas (see also Weisburd et al., 2006).
Ultimately, the problems of police brutality and racial profiling may be alleviated by race-sensitive police training, requiring officers to be from the neighborhoods they police, and most importantly, decentralizing the police department. The Black Lives Matter Movement (BLM) that has spread over recent years is destroying police-black citizen relations. They are constantly spreading hateful propaganda and creating danger for the number-one protector of black lives, police officers. BLM is damaging race relations in addition to putting police in danger. The organization is reversing years of wounds that throw us back into race-relations from decades ago. Another way the relationship of black men and police officers is being harmed is by the lack of respect that is being given to officers. Similarly, the deep mistrust that minorities have for police officers is another problem that must be solved for the City to be able to achieve racial harmony. Like the questions raised before, this situation also raises some questions. Why don't the citizens trust the police officers? Did one force the other, or is it a mutual mistrust and fear?

But one officer stopped his questioning and said, ‘we may not let you go’.” (Perry) This is a quote from famous producer Tyler Perry, talking about his experience being stopped by two white police officers in Atlanta. Police officers are among the most trusted men and women in American society, they should be anyway. However, in some cities and states the trust between officers and people of a racial minority, such as Africans, Latinos and Arabs, has been tainted by mistreatment of policing powers. Some officers are stopping, searching, or pulling people of these races over and breaking the code they stand for by disrespecting the citizen, most of whom are completely innocent. This is not only morally unacceptable, but also completely unconstitutional and needs to stop promptly. With proper legislative action this injustice can and will be righted!
Police brutality and racism are an ongoing problem in our country. It goes back hundreds of years with no sign of it stopping. Police officers have been abusing their power since they have been around. Abuse against African American males by white police officers is getting out of hand. Most officers face no punishment at, and all there is a special code that they follow. Officers follow The “Blue Code of Silence”, which is a code that means they look out for one another. Even with video recording devices, the news, and social media, these events still go on. African Americans take most of the abuse and it looks like there is no end to this. This is a reflection on our society, and it makes us look ignorant to what is going on around us.
A police officer is a law enforcement official whose job is to protect and serve all people, not to ignore racial equality. Because the U.S consists of many different races and ethnic groups, the ongoing conflict between police officers and citizens of color is constantly rising. Although police officers today are no longer allowed to have racial bias, which can be described as, attitudes or stereotype used against individuals of color to define their actions and decisions, officers sometimes abuse their authority going around racial impact tools and policies. Community oriented policing has been around for over 30 years, and promotes and supports organizational strategies to address the causes, and reduce the fear of crime and social disorder through problem solving tactics. The way community policing works is it requires the police and citizens to work together to increase safety for the public. Each community policing program is different depending on the needs of the community. There have been five consistent key elements of an effective community oriented policing program: Adopting community service as the overarching philosophy of the organization, making an institutional commitment to community policing that is internalized throughout the command structure, emphasizing geographically decentralized models of policing that stress services tailored to the needs of individual communities rather than a one-size-fits-all approach for the entire jurisdiction, empowering citizens to act in partnership with the police on issues of crime and more broadly defined social problems, for example, quality-of-life issues, and using problem-oriented or problem-solving approaches involving police personnel working with community members. One of the biggest challenges society faces today is police brutality against African-Americans. This issue is arguably splitting the nation apart. Both citizens and authorities are starting to make an effort to resolve this issue by communicating and respecting each other. In an article from the Washington Times titled, “Federal lawmakers head to Detroit to help improve police-community relations” written by Andrea Noble, she talks about one of many efforts by the federal government to improve relationships between the police and the community. The article is summed up when Noble lists a quote from Bob Goodlatte saying, “All Americans want to see an end to senseless violence against police officers and citizens, and we in Congress are continuing to look for ways on how to best address this serious problem at the federal level to set the appropriate tone”(Noble 2). Noble includes this quote in her article because it is a person involved in solving the problem saying that, the government is constantly looking for ways to improve the situations and one they found is to directly communicate with the community in an attempt to get both parties more accepting of the other. In conclusion, the issue between the African Americans and the police has gotten way out of hand due to recent events, however, there are many ways to neutralize police brutality. They can ban police officers who are biased towards black people, train officers in certain areas such as communication, and crisis intervention, and to make the community more involved and make an impact. The protestors that take part in these movements believe that policemen are actually evil and devoted to taking the lives of their innocent people (“The Truth of Black Lives Matter,” 2015). People who support the “Black Lives Matter” movements state that 1960’s civil rights laws have not made enough progress. These laws made three powerful declarations: black lives matter, black citizens matter, and black families matter. The reality in their eyes is that if this were the case, police violence and brutality should not be specifically aimed towards black people.
