Introduction:
The Security staff of the Executive Office is responsible for the day to day activities that ensure that the President of the United States is informed with all of the information that will ensure that he can make a sound decision on important issues that are facing the United State. “The Executive Office of the President (EOP) was created in 1939 by President Franklin D. The purpose of this business continuity plan is to ensure the White House security staff are prepared in the event of an attack or disruption to services that are critical to the activities that the White House security staff. By being aware of the factors that are beyond their control will assist in the speedy restoration of services.
Plan objective:
• This will serves as a guide for those responsible for recovery of the White House Security staff and the critical activities.
• This BCP will Reference the different security points and the location of critical data.
• We will cover the details of the procedures and resources needed by the White house Security staffs that are required in recovery.
• We will identify personnel and the different groups, internal and external, who must be notified in the event of an incident.
• Identifies alternate sources for supplies, resources and locations.
• Documents storage, safeguarding and retrieval procedures for vital records.

That a workable and tested BCP exists within the organization and it will used to restore the normal operation and services at a backup site within five to seven days.
2. That the White House Security staff facilities management identifies available space for the relocation of the Security staff to use for normally within two to five days of a facilities emergency.

4. Insure that the functions and roles referenced in this plan can be assigned individuals as responsibilities, or delegated to an external organization for help.

Recovery Strategy Summary:
In the event that the facilities are damaged at the White house or information technologies are disrupted, all business will be impacted creating a possible impact to national security. The recovery strategies are the White House alternate means to restoring normal operations to a minimum acceptable level. The recovery process requires a contribution from everyone. In the short term, recovery is an extension of the response phase in which basic services and functions are restored. In the long term, recovery is a restoration of both the personal lives of individuals and the livelihood of the community. (Homeland Security, 2008)
During peacetime, the President is given other authorities by Congress. One of these authorities that he/she has is that they can initiate the reorganization of the white house staff. The general topic for this literature review will be an examination of the Department of Defense and the National Guard in terms of Homeland Security. The areas of Homeland Defense and Civil Support will be primary subsections of Homeland Security which will be reviewed. For purposes of defining a time period none of the literature reviewed will be prior to September 11, 2001. Disaster Recovery Planning is the critical factor that can prevent headaches or nightmares experienced by an organization in times of disaster. Having a disaster recovery plan marks the difference between organizations that can successfully manage crises with minimal cost, effort and with maximum speed, and those organizations that cannot. By having back-up plans, not only for equipment and network recovery, but also detailed disaster recovery plans that precisely outline what steps each person involved in recovery efforts should undertake, an organization can improve their recovery time and minimize the disrupted time for their normal business functions. Thus it is essential that disaster recovery plans are carefully laid out and carefully updated regularly. Part of the plan should include a system where regular training occurs for network engineers and managers. In the disaster recovery process extra attention should also be paid to training any new employees who will have a critical role in this function. Also, the plan should require having the appropriate people actually practice what they would do to help recover business function should a disaster occur. Some organizations find it helpful to do this on a quarterly or semi-annual basis so that the plan stays current with the organization’s needs.
In order to fully understand the concept of a contingency plan, there are a few aspects which need to be explored. We must first define what a contingency plan is, followed by an explanation of why contingency plans are so valuable. Furthermore, an analysis of the implementation of contingency plans should be performed. Lastly, a comparison of such plans from other industries should be done, in order to comprehend the differences in both purpose and criteria.
According to Buchanan, this component of the disaster plan must be organized and prepared very carefully. It should also be noted that the recovery processes can be quite time consuming while others may recover in a short period (Brown). This stage of the plan can determine the failure or success of the recovery effort. For example, July 27, 1997, Fort Collins, Colorado, suffered flash flooding and, in a period of four hours, received 6.5 inches of rain. The Morgan University Library was hit hard.
The most important component for plan development is the set of controls or measures used to prevent a security incident. A facility typically appears more secure during the day than in the evening because not many criminals are willing to commit a crime during broad daylight. Any determined aggressor will not want to be observed during the middle of the day; therefore, criminal activity attempts tend to occur during evening hours as well as late night hours. Operational security represents the most common type of security and, when properly implemented, is often the most effective. A well-trained and properly documented security staff that is loyal to the goals and objectives of an organization does not come cheap. Once the security measures have been identified using the best approach, the next step is to put them together in a security plan book, or master plan, which shows accurate budgeting for the controls and measures being proposed. Embracing the need for a well thought-out security plan book can make the difference in obtaining resources once a security event occurs.
